SYSTEM ADMINISTRATORS SEPARATE ESTABLISHMENT

DEAR SYSTEM ADMINISTERING COMRADES!

The NFPE and the P3, R3 and Administrative Unions of NFPE will demand a separate establishment for the System Administrators and for the formation of a Postal Technology Wing as like Postal Civil Wing. And to attempt to secure some interim benefit in order to ensure that the job of System Administrators is of an higher order than that of the Data Entry Operators, we may demand 10% of additional pay or three advance increments for the System Adminstrators. A comprehensive Note would be submitted to the Director General, Department of Posts justifying the formation of a Technology Wing and separte establishment, after the Federal Executive Meeting of NFPE and CWC Meeting of P3 Union. These demands will be effectively taken up with the highest level of the Postal Department by the National Federation of Postal Employees. NFPE invites opinion from among the system adminstrators by participating in the opinion polls in the web site of NFPE on the left side of the screen.

This is what we have all been expecting. This is a timely decision.

With so much of technology in implementation and when atleast one SA is required for each HO, it is really sad that the PRC has recommended to continue to go on with the policy of utilising available staff to work as SAs and offer them nothing in return.

This is a timely decision and is the requirement of the hour.

The recommendation of Pay commission to continue the use of existing staff to work as SAs was not expected in view of high level of technology implementation.

Let's us hope something really happens on this issue.

Com, The proposal for constituting a separate wing viz. "Postal Tech-
nology Wing" is a very good idea.
Now the major problem now prevailed
is that whether the Sys Admns working presently would be allowed
to continue in the same post or
new qualified hands would claim
for the post? We have to discuss
the matter in detail among our
members of NFPE. If a separate
wing is constituted, the selection
should have to be made on merits.
Let the Computer experts come
forward for the competition.

This is a good proposal. A meeting was held on 13/04/08 at Barrackpore(West Bengal) where more than 100 SA of different Divisions & Circle Office was present . They all are agreed for separate establishment of System Administrator. We are also going to convene a meeting at Circle Level within 10 days to demand these issues.

Demand for better pay scale compared to Public sector and Private sector also has to be raised, considering the nature of duties and hard work of yester years. All present incumbents has to be absorbed as aone time measure.

First of all I sincerely thank u on behalf of all the System Managers for the effort u have put in for this issue. I felt like sharing some of my thoughts with you and hence the mail. I heard that an anomalies committee have been formed under DDG (Establishment) . At this juncture, from the union side please make it a point and see to that the committee stresses on the creation of the establishment of this cadre with the need and importance attached to it. By seeing the Pay commission's report almost all the System Managers are so frustrated and they are even ready to decline from the so called System Mangers post and work as PAs. The workload keeps on increasing by the new services & software being introduced or the existing service being extended to the sub offices hence forth increasing the frustration.



I know u might have received a 'n' number of mails in this regard and as u suggested a creation of a separate IT wing is the need of the hour. To stress this let me quote just an example. One of our ASPO's (I don't want to mention the name) called from his mobile on a Saturday and said that the department has supplied laptops to Tnagar HO and why the same was not done for North division. I was confused and said no such thing as happened or I don't know. He asked me to come to Tnagar immediately and said he will stay there. I was in Annanagar (WE) PO and I started to Tnagar HO leaving the work I was doing in half way. To my astonishment, agony and anger he is showing the LCD monitors at the counters and calling it as laptops. I can quote 100s of such examples pertaining to North division alone. So, please stress for the creation of a separate wing for Technology wing. This not alone solves this problem but will also opens up promotional avenues for System Managers.





We have also spoken to some of the officers at the directorate and they also seem to be in favour of this issue. We will also try to send a letter from our PMG is support of this and also thro' some officers at the directorate. We don't want sympathy(from the officers) any more we want our right in the first place. Please tell the committee or the administration if a separate establishment is not created and the already working people is not accommodated into it the unions will ask the System Managers to decline and work as PAs. We are ready for any level of struggle on this until a proper recognition is given in this case. I am not saying this for the sake of words but I can see the same feel in almost everyone of us and they really feel that they are cheated.



Please do it and stress on it and let's achieve together. Don't mistake me if I am wrong in any of these as I have to write for our right.

It s a very good desicion to set up a new wing for IT. we are from delhi circle and want to be part of this movement.

DG of this department should have already created new cadres for the people handling IT related projects and should have assigned appropriate and rewarding scales rather than referring the issue to Pay commission.
