23rd National Council session of Confederation of Central Government Employees & Workers completed
National Council was attended by 133 Delegates and 16 observers representing various CG Employees organisations and State C-O-Cs which are now renamed as the State Committees of Confederation.
The National Council was inaugurated by Comrade Sukomal Sen [AISGEF] and was greeted by several leaders of National TU Centres and CG Employees and State Government Employees Federation leaders like Comrade M.K.Pandhe [CITU]; G.L.Dhar [AITUC]; Umraomal Purohit [HMS & Secretary National Council JCM Staff Side]; Subbarao [BMS]; Sreekumar [AIDEF] and many other leaders. The coming together of all National Trade Union Centres in India and its significance; the role of Confederation of Central Government Employees in the trade union movement of CG Employees for the past five decades; and the need to organise resistance against privatisation of pension etc were highlighted in the inaugural session.
The two days subjects committee in which a very beautiful Report was placed by the Secretary General Confederation on which quite a number of Delegates representing various affiliated organisations and State Committees deliberated. Important resultions on Policy & Programme; Right to Strike; Against downsizing; Against labour laws amendments; Against PFRDA Bill; Against Price rise and for strengthening Public Distribution System; Against Banking & Insurance Reforms; On Anomalies of 6th CPC and Arbitration Awards; On collective bargaining and wage revision; Democratization of Rules in Service Conditions of Civil Servants; On victimisation of Association leaders and activists; and numerous resolutions on various problems were adopted.
NFPE proposed some resolutions on Modified ACP Scheme; On Casual /Contingent workers; On National Council membership of Postal representatives; against insistence of nomenclature change into associations from unions by Department of Posts; and on merger of Postal Dispensaries and accepted by the National Council.
The National Council basically resolved to strengthen the organisation of Confederation throughout the country; to carry forward our association with the entire working class for launching more effectively the struggles of Sponsoring Committee; to bring into focus the choking of JCM Organisation at several levels by the Government; and to carry on our activities to launch a serious campaign on all attacks on CG Employees and focus all their unsettled problems arising out of pay commission to culminate in major action as decided by the new National Executive Committee.
The National Council elected unanimously a 27 Member Office Bearer Team as follows. It is also incorporated in the Constitution that all such unions and associations with 3000 membership but no office bearer elected from that organisation will nominate one member to the National Executive. With this there are now 8 Office Bearers and 1 National Executive Member from NFPE in the new set up. Comrade S.P.Mukherjee GS Admn will be the National Executive Member.
