VOTER ID AS PROOF OF AGE FOR PENSIONERS

DEPARTMENT OF PENSION HAS ISSUED ORDERS ACCEPTING VOTERS ID AS AGE PROOF FOR PENSIONERS ATTAINED AGE OF 80 & ABOVE TO FACILITATE DRAWAL OF INCREASED PENSION AS PER 6TH CPC RECOMMENDATIONS
 
Dear Comrades,

Department of Pension and Pensioners Welfare in its order No.38/37/08-P&PA(A) dated 11/08/2009 has clarified that "Considering the difficulty in producing any of the documents mentioned in its memo dated 21/05/09 i.e.Pan Card,S.S.C.Certificate,Passport,CGHS Card,OR Driving Licence by the old pensioners, particularly those in the rural areas, it has been decided that the Voter ID Card may also be accepted as proof of date of birth/age for payment of additional pension/family pension on completion of 80 years and above subject to the following conditions.

1.The pensioner/family pensioner certifies that he is not a metriculate(The matriculation certificate should be insisted in the case of matriculate pensioners/family pensioners)

2.The pensioner certifies that he does not have any of the documents mentioned in the OM dated 21/05/2009".

Dear Comrades,

Anomaly and Standing Committee meetings.

            There had been no formal or informal meeting with the Government either to discuss the anomalies or issues emanating from the implementation of the 6th CPC so far.
 
We had placed the items the staff side had sent for the consideration of the National anomaly committee (first instalment) on our website. The second and final set of items is likely tobe submitted in a day or two. As and when the same is finalized we shall place copy thereof on our website. We have received innumerable number of letters from our affiliates requesting us to take up the department specific anomaly items in the National Council. It is difficult to individually respond to these letters. Department specific items are to be pursued at the Departmental Anomaly Committees. Complaints have been received by us that many Ministries have so far not set up anomaly committees. We shall take up this issue with the Department of Personnel.
 
TUI PAE Conference at Brasilia.
 
The TUI PAE Conference was held this time at Brasilia in Brazil and Com. Sebastiano Soares has been elected as the General Secretary. We had placed a brief report of the Conference immediately after the inaugural session. We were awaiting for a full report from the newly elected Secretary General along with the resolutions and declarations adopted. But so far we have not been favoured with such a report from him. We therefore place below a brief resume of the deliberations at the Conference along with the declaration here below.
 
National Council meeting.
 
            The National Council of the Confederation is due to be held in this month as indicated in our last communication. The available members of the National Secretariat of the Confederation met at New Delhi and it has been decided to convene the Council meeting either by the end of November, 2009 or in the first week of December, 2009 as per the availability of the hall etc The Council meeting will be held at New Delhi. The affiliates have been informed by our earlier communication of the subscription dues. However, none has chosen to make remittance. We shall once again request that the due may please be cleared immediately.
 

All India Convention of workers:

14th September, 2009.
 
 

            The Sponsoring Committee of Central Trade Unions along with INTUC and BMS has decided to convene a National Convention on14th September, 2009. The main theme of the convention is to harness the support of the entire working class in the country against the neo liberal economic policies and the anti labour attitude of the Government. The extract from the communication we have received in this regard is given hereunder.

The meeting of the Central Trade Unions held on 19th July, 2009 at the INTUC H.qrs. at New Delhi expressed serious concern over;  

*rising prices of essential commodities including food grains and vegetable creating severe hardship for the mass of the people

*continuing job losses resulting in loss of livelihood to millions of workers across the sectors owing to recession and economic slowdown

*non implementation of and rampant violation of basic labour laws pertaining to minimum wages, working hours, social security safety in workplace and trade union rights etc. throughout the country adding to the sufferings of the entire toiling people

*extreme inadequacy of the provisions and schemes under the un-organized workers sector workers including the contract workers owing to the restrictive provisions under the schemes and absence of any national fund for the un-organized sector(NAFUS) as recommended by the NCEUS and Parliamentary Standing committee on labour

*move of the Government for disinvestment of shares in profit making central public sector enterprises

The Central Trade Unions call upon the workers and employees and their unions irrespective of affiliation to unitedly highlight the concern over the above mentioned burning issues facing them and at the same time urge upon the Government to take urgent remedial corrective measures to address the aforesaid concerns of working people effectively.

The Central Trade Union decides to submit a memorandum to the Prime Minister on the aforesaid issues and hold a National convention of Trade Unions at Delhi in September, 2009 to chalk out common future programme.

Further details of the convention as to the Number of delegates the Confederation would be entitled to depute etc. will be available in our next circular letter.

OUTSOURCING OF SPEED POST BULK DATA ENTRY WORK

  

OUTSOURCING OF DATA ENTRY WORK RELATED TO BOOKING OF BULK SPEED POST ARTICLES

 

IMMEDIATE ATTENTION OF DIVISIONAL / BRANCH SECRETARIES AND THEIR REACTION SOUGHT BY NFPE

 

Department of Posts has ordered outsourcing of data entry work related to booking of speed post articles w.e.f. 1st September 2009.

 

Reasons attributed to outsourcing are that the data about the names and addresses of the addressees are unable to be uploaded in Speed Net since bulk of the speed post articles are submitted in the evening hours. Without these data the bar code becomes meaningless as far as the track and trace is concerned. Purpose of bar code is defeated if such work are to be done at the point of delivery by Postmen who are overloaded. The Department has ordered reduction of discount normally being paid to bulk customers by 50% and paying that portion of discount for outsourcing the data entry work related to those bulk articles if the bulk mailers are not ready to submit the data in soft copy for uploading in future.

 

The data entries of full address particulars of addresses cannot be compromised and therefore the following questions are before us:

 

1.      Is it possible at our offices to perform all those data entry work despite bulk of articles are submitted at the evening hours without soft copy or is it difficult as the Directorate order says? Keep in mind that the patch developed by Mysore PTC helps entering of data of bulk booked articles subsequently within certain hours. The purpose is to ensure the data entry before the articles reach the office of delivery.

 

2.      What will be the impact of the orders of the Directorate that demands for compulsory soft copy or reduction of 50% discount on the present customers? Will the business go away from us towards couriers? Will the impact be serious or only marginal?

 

3.      Can our employees offer to do the work at the same rate offered to the outsourced data entry operators so that the outsourcing can be avoided?

 

4.       Any other view point?

GDS COMMITTEE IMPLEMENTATION ORDERS EXPECTED SOON ON APPROVAL OF UNION CABINET

60% PAY COMMISSION ARREARS FOR CG EMPLOYEES IN SEPTEMBER 2009

Dear Comrades!
The Cabinet is expected to approve the GDS Committee proposals any time and the announcement is expected soon.
The leaders of Confederation had interacted with the Finance Secretary on the issue of payment of 60% balance arrears of pay commission - We were told that the payment will be ordered only in the month of September 2009 when one year period will be completed from payment of 40% arrears last year. Though funds have been alloted in the Budget, the payment orders will be only next month.

Sub:   Optimization of direct recruitment to civilian posts.

 

D.G. Posts No. 37-15/2008-SPB.I dated 28th July 2009.

 

I am directed to refer to respective Circle's communications on the above subject and this Department's endorsement of even number dated 14.07.2009 regarding revival and filling up of 2712 and 2478 vacancies in various Groups of posts in this Department by Direct Recruitment pertaining to the years 2006 and 2007 respectively, under Annual Direct Recruitment Plan in accordance with the instructions contained in Department of Personnel & Training OM No. 2/8/2001-PIC dated 16.5.2001 and to say that keeping in view the requirements of the Circles , computerization/modernization already done/being done, quantum of work load , existing manpower, etc. in the various Circles and above all to ensure smooth Postal operations, the competent authority in the Department of Posts has allocated the number of vacancies to the various Circles to be filled up by direct recruitment in the various cadres as per the enclosed statements. You are requested to reallocate the vacancies allotted to the Circles to the various recruiting Divisions/Units in the Circles. The vacancies so cleared for filling up in the Civil Wing have been communicated to the Chief Engineer (Civil) separately, who in tern will allocate the vacancies to the various Divisions /Circles.

 

2.         Under no circumstances the Circles shall fill up the remaining direct recruitment vacancies pertaining to the years 2006 and 2007 falling under the purview of Optimization Scheme. Further instructions in this regarded may be awaited.

 

3.         Since the allocation of vacancies to the various Circles has been done keeping in view the overall requirements of the Circles, it is requested that Head of the Circle should personally ensure that no deviation is made in the matter and only such posts are filed up by direct recruitment which have been allocated to the Circles. While filling up the vacancies the instructions contained in the Department of Personnel & Training's OM No. 2/8/2001-PIC dated 16.05.2001, DOP&T OM No.14014/3/2005-Est (D) dated 14th June, 2006 circulated vide Department of Posts letter No. 24-162/2006-SPB.I dated 4.8.2006 and other instructions issued by the said Department, Ministry of Finance, etc. from time to time relating to recruitment should be strictly followed.

 

4.         The Circle may recall that as intimated vide this Departments letter No. 60-9/2009-SPB-II dt. 08.05.2009 at present we are in the process of revising the existing pattern of examination for filling up of the posts of Postal Assistant and Sorting Assistant by direct recruitment. The same is likely to be finalized shortly. Therefore, you are requested to take necessary action to fill up the vacancies of PA/SA after receipt of further communication in this regard from this Directorate. The Circle may however initiate recruitment process immediately to fill up the remaining direct recruitment vacancies allocated to them. For the said purpose the Heads of the Circles should draw up an action plan under intimation to the Department and closely monitor the same so that the posts are filled up at the earliest. The Department may be kept informed about the progress so made by the Circles from time to time.
