Sub:  Request to ensure full wages to all the staff for the period of lock down
          irrespective of their attending the offices or otherwise.
Sir,

The nationwide lock down has been imposed by Central Government from 23.03.2020 to 14.4.2020 due to Covid-19 outbreak. There is every possibility that the Lockdown may be further extended.

            Usually absentee statement for Salary drawal will be prepared by 20th of each month and, accordingly,  the Pay & Allowance for March 2020 was drawn based on the absentee statement prepared before the lockdown commencement.  After 23.03.2020, several developments have taken place in the functioning of Post offices. While some  Post Offices was ordered to work with skeletal staff to provide basic postal services to the public on the pretext of  essential services, on the other hand,  many post offices remained closed with none attending.

From 23.03.2020 itself, several officials did not turn up to office due to curfew imposed in several states.  So now it is high time that the department has to regularize the absence from 23.03.2020 in order to ensure timely drawal of Pay & Allowances for April 2020.

Though roaster is being maintained, it is learnt that several Divisional Heads have prepared list of officials who were absent  as “No Report”.  Now in the absentee statement to be prepared on 20.04.2020, all the officials who were absent will be marked as “No Report” and a huge Pay cut will be imposed.  .

Hence it is high time that Directorate issue suitable clarificatory orders to regularize the absence of officials during the lockdown period and ensure due salary. Our Federation shall insist upon treating the period of absence as duty as inability of the staff attending duty is beyond their control like non-plying of bus, train services etc., and the area of their residence was choked with Coronavirus threat. 

If the period of absence is not treated as period spent on duty at this time, the fear of Pay Cut will loom large on the face of the employees more than the fear of Corona infection and they will be subjected to avoidable mental stress.

Therefore, you requested to kindly cause necessary instructions to the concerned so that no wage cut is inflicted upon the staff for non-attending duty which may certainly derail the managing of their family at this critical juncture.

Sub:-  Revision of CCS (RSA) Rules, 1993 in connection with collection /
           submission of Letter of Authorization by 30th April due to outbreak of
           COVID-19 -  reg

Sir,

As per instructions contained in DG (Posts) letter No. 13-1/93-SR, dated 25.02.1994 circulating DoPT O M No. 2/10/80-JCA, dated 31.01.1994 regarding procedure for verification of membership of associations for the purpose of recognition under CCS (RSA) Rules, 1993, option, if any for alteration, withdrawal or inclusion of new members is to be given in the month of April each year to DDO or any other designated authority which will be made effective from the month of July that year.

But as aware, due to the continuity of lockdown / shutdown period throughout the entire country to ensure strict social distancing and isolation to contain spread of COVID-19, it is not possible to collect the Letters of Authorization from the willing members and submit by 30th April this year. Illustratively, this is to intimate that now it is learnt that Govt. of India is going to extend the lockdown period  in the entire Country of all Circles until midnight of 30th April, 2020 to ensure strict social distancing and isolation to contain spread of COVID-19 with all stipulations / instructions / exceptions issued earlier.

It is worth mentioning here that consequent upon outbreak of COVID-19 and considering the unprecedented situations of the lockdown with effect from 24.03.2020,  DoPT vide its OM No. 11012 / 09 / 2016 – Estt – A.III, dated 30.03.2020 has already revised various time limits prescribed under CCS (CCA), Rules, 1965, CCS (Pension) Rules, 1972 and CCS (Conduct) Rules, 1964 with instruction not to count the period of lockdown.

You are Therefore requested to kindly cause necessary instructions to all concerned to grant extension for collection and submission of Letters of Authorization   till restoration of normalcy.
