CASH COUNTING FOR 20000/- SHOULD BE REDUCED AS 5000/- AS DEMANDED BY THE GDS UNION TO PROTECT THE WAGES OF BPMs

Sub: Request for reconsideration of unilaterally introduced unscientific cash handling work norms to BPMs – regarding.

Ref: DG Posts Order No. 14-6/87-PAP Dated 15.12.2009.

Kindly refer to the DoP Order cited above tightening the cash handling work norms of BPMs with immediate effect. This Federation is pained to note that despite stiff opposition from all GDS Unions and Federations to the recommendation of Nataraja Murti Committee on this matter, the Department chose to implement the recommendation.

It is pertinent to note the under-mentioned two points:

1. Gopinath Committee agreed to the view point of staff side and though not concurred with the figures of 5000/- or 2000/- suggested by us, had recommended 10,000/- cash handling in a month as 1 point of work norm instead of harsh figures recommended by Nataraja Murti Committee;

2. The Department agreed in writing to consider all the view points of staff side on the recommendations of Nataraja Murti Committee before taking a final decision.

It is most unfortunate that the above points have been totally ignored and the same unscientific recommendation of Nataraja Murti Committee has been implemented in the name of Work Study Unit of Directorate. Even the suggestion of the Work Study Unit was not subjected to interaction with the staff side. It is a fact that the work norms as revised for cash handling work by the BPMs would be applied immediately for computing the work load and for fixing the TRCA Slabs of BPMs. This would definitely act harsh and thousands of BPMs would face reduction in their TRCA Slabs causing huge monetary loss. On the face of increasing transactions in BOs, the decision of the Department is an attempt to reduce the figures of work load to keep the wages of BPMs depressed. This is not the reward anticipated by the hard working BPMs nationwide. Naturally the GDS Unions have expressed their concerns and requested reconsideration.

This Federation would therefore urge upon you to kindly cause reconsideration of the issue to fix the work norm @ 5000/- cash handling as 1 point in order to protect the wages of BPMs.
