CGHS WEBINAR

 

CGHS, known for providing comprehensive health care services to its beneficiaries, is conducting a series of short webinars of 60-90 minute duration with active participation of its beneficiaries to provide information on common health related issues. These webinars are being scheduled at 4.00 pm on 2nd and 4th Tuesday of the month. A 30-40 minutes presentation by a CGHS Doctor will be followed by 30 minutes of answering of relevant questions from the beneficiaries

It is expected that these webinars will provide useful information to CGHS beneficiaries and create awareness on various health conditions, provide guidance on promotive care, lifestyle modification and also dispel many health-related myths and doubts.

The fiftieth in the series is being held on 27/12/2022 (Tuesday) at 4.00PM on “The Role of Ayurveda in Managing Life style Disorders" by Dr. T.S Shreeja, CMO (NFSG) I/c, Devnagar CGHS, Ayurvedic W.C New Delhi

 Periodical meeting was held with NFPE and its affiliate unions, associations. In the meeting SG, NFPE and all General Secretaries under NFPE were present. Other representatives from different affiliates were also in the meeting.

          From GRC, apart from General Secretary, Com A Veeramani, President and Com S Palav, Working President attended.

From official side, the Secry, DG, DDG (P), DDG (Mails), Sr DDG (PAF) and others attended.

Our present burning issues of all cadres were discussed appropriately.

We are very happy with today's meeting and expecting some positive outcome.

On receipt of the minutes, we will send to all Circles immediately.

Will the PRIME MINISTER be pleased to state:

 

(a) the amount which is paid as Fixed Medical Allowance to the retired Central Government employees by Government;

(b) the year in which the said amount was decided and whether it has ever been increased; and

(c) whether Government would consider increasing this amount?

MINISTER OF STATE IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS AND MINISTER OF STATE IN THE PRIME MINISTER’S OFFICE (DR. JITENDRA SINGH)

(a) to (c): It is submitted that Central Government Civil Pensioners/Family Pensioners who are residing in areas not covered under Central Government Health Scheme administered by the Ministry of Health and Family Welfare and corresponding health schemes administered by other Ministries/Departments for their retired employees and who are not availing OPD facilities under that scheme, are entitled to receive a monthly Fixed Medical Allowance (FMA) of Rs.1000/- per month for meeting expenditure on their day-to-day medical expenses that do not require hospitalization. The amount of Fixed Medical Allowance (FMA), which was fixed at Rs. 100/- per month in the year 1997 has been revised from time to time. In 2008, FMA was revised to Rs. 300/- per month and in 2014, it was again increased to Rs. 500/- per month. Lastly, the amount of FMA from Rs. 500/- per month was increased to Rs.1000/- per month with effect from 01.07.2017.

(a) the details of the total number of CGHS beneficiaries in the country, State/UT-wise including Rajasthan;

(b) the details of the beneficiaries in Sikar and Alwar in Rajasthan, district-wise;

(c) whether the Government is aware that several CGHS empanelled hospitals across the country including Rajasthan have stopped providing cashless facilities to CGHS beneficiaries due to pending dues of the Government;

(d) the list of hospitals whose payment has been put on hold/stopped during 2021-2022; and

(e) ) if so, the details thereof along with the measures taken in this regard?

(a) to (e): State/UT-wise details of the total number of CGHS beneficiaries in the country, including Rajasthan are at Annexure. There is no separate database pertaining to the districts of Sikar and Alwar. There has been a time lag on account of established procedures for processing the claims. However, the procedures are streamlined now.

 Will the Minister of RAILWAYS be pleased to state:

 (a) whether the Parliamentary Standing Committee in its report on 4th August 2022 has recommended for restoration of senior citizen concession to railway passengers for sleeper class and third AC passengers urgently as passenger traffic is nearing normalcy;

(b) if so, the reasons for non-resumption of senior citizen concessions for Railways despite the easing of the COVID-19 pandemic;

(c) whether it is true that the age limit of the senior citizens has increased from 60 years to 70 years and the reservation process is restricted to second sleeper class only, if so, the reasons therefor;

(d) the Government’s assessment of how discontinued concessions is likely to affect the number of senior citizens travelling;

(e) whether the Government is aware of how this decision is likely to impact the savings of senior citizens and the if so, the details thereof;

(f) whether private Airlines are also extending senior citizen concession to air passengers;

(g) if so, whether the Railways will accept the recommendations of the Standing Committee and restore passenger concession to senior citizens to increase passenger earnings in view of 63 lakh senior citizens who avoided journey without such concessions;

(h) whether the Government is also planning to resume concession fare Railway tickets for students and sportspersons as well and if so, the details thereof; and

(i) whether the concession is to be restored to reserved and unreserved second class passengers also and if so, the details thereof?

ANSWER

MINISTER OF RAILWAYS, COMMUNICATIONS AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW)

 (a)  to (i): A Statement is laid on the Table of the House.

(a): Standing Committee on Railways has advised to review and consider concession to senior citizens at least in sleeper class and 3AC.

 (b): Government gave subsidy of ₹59,837 crore on passenger tickets in 2019-20. This amounts to concession of 53% on an average, to every person, travelling on Railways. This subsidy is continuing for all passengers. Further concessions beyond this subsidy amount are continuing for many categories like Divyangjans, students and patients.

 (c): No such instruction has been issued.

 (d) & (e): Railways operate different types of train services like Garib Rath, Rajdhani, Shatabdi, Duronto, Vande Bharat, Gatimaan, Tejas, Humsafar, Mail/Express, Ordinary passenger etc. Apart from this different classes 1st AC, 2nd AC, 3rd AC, AC Chair Car, sleeper class, second class reserved/Unreserved etc are available on different fare structures for the use of passengers including Senior citizens who can travel as per their preferences.

 (f): Directorate General of Civil Aviation has not issued any guideline/ circular with regard to providing any concession to senior citizens in air travel.

 (g) to (i): As already mentioned in the reply to Part (b) above.
