Sir/Madam,
The attention of all Circles is invited to this office letter of even number dated 22.04.2025 (copy enclosed), whereby Circles were advised to maintain status quo in respect of extending the benefit of Para 16(2) of the CCS (Fixation of Pay of Re-employed Pensioners) Orders, 1986 to ex-servicemen re-employed as Postal Assistants / Sorting Assistants, pending clarification from the Department of Personnel & Training (DoPT).
2. The matter was again taken up with DoPT, the nodal Department. DoPT has reiterated that while the provisions of Para 16(2) of the aforesaid Orders are explicit, the posts of Postal Assistant / Sorting Assistant are not mentioned therein. DoPT has further advised that the Department of Posts may take an administrative decision in the matter, keeping in view the extant instructions.
3. Accordingly, the issue has been examined in detail, with the following observations:
3.1 Relevant provisions of DoPT O.M. dated 31.07.1986
Paras 4 and 5 of the DoPT O.M. dated 31.07.1986 relate to fixation of pay of ex-servicemen re-employed in posts other than clerks / storemen. Para 16(2) of the said Orders specifically applies to re-employment of ex-servicemen in clerical / storekeeper posts. It is also evident that the posts of Postal Assistant / Sorting Assistant are not mentioned in Para 16(2), as has already been clarified by DoPT.
3.2 Cadre distinction and historical position
A comparison of pay scales across successive
Central Pay Commissions, as shown below, clearly establishes that Postal
Assistants / Sorting Assistants have consistently been placed in higher pay
scales than 1/208369/2026 02-61/2024-PAP Lower Division Clerks / Junior Clerks
(now designated as Junior Secretarial Assistants):

Further, up to the 4th CPC, the minimum
educational qualification prescribed for LDCs was Matriculation, whereas it was
Intermediate (10+2) for Postal Assistants / Sorting Assistants. The 5th CPC
additionally mandated knowledge of computers for PA/SA. At present, the
prescribed qualification for PA/SA is Graduation, while for JSAs it remains
10+2. The relevant observations of the 5th CPC in this respect is mentioned as
under for reference:
3.3“62.11 The operative category at the clerical level enters as Postal
Assistants, presently in the scale of pay of Rs.975-1660 (erroneously written
as 1540), with minimum qualifications at entry being matriculation with added
value for every additional academic qualification. This category has two-time
bound promotions to the level of Rs.1400-2300 and Rs.1600-2660, on completion
of 16 and 26 years service, respectively. They will now be required to possess
10+2 standard qualifications with knowledge of typing and computers. The
modernization programme launched by the Department itself requires extensive
use of computers and modern instruments hitherto not in vogue. In their joint
memorandum, the demand of the Postal Federations for better pay scales in view
of the arduous duties combined with raising of qualifications and the need for
improvement in the efficiency of postal services, justifies higher pay scales
at entry. We recommend that Postal Assistants at entry may be placed in the
scale of pay of Rs.1320-2040.”
3.3 Historical comparison with similarly
placed cadres and change in nomenclature
(i) DG Posts Letter No. 2-68/61-P&A(P)
dated 10.09.1965 dealt with fixation of pay of ex-combatant clerks retired /
released from the Armed Forces on re-employment as clerks in the P&T
Department in the pay scale of Rs.110-240 (3rd CPC). The relevant portion reads
as under: 1/208369/2026 02-61/2024-PAP
“…The President is pleased to decide that the provisions of the Ministry of Finance O.M. No. F.6(8)-E.III/63 dated 11.04.1965 shall also be applicable to clerks in the scale of pay of Rs.110-240.“
(ii) Vide Directorate Letter No. 7-13/6-PE-I dated 05.09.1979, the designations of various Group ‘C’ and ‘D’ cadres in the Postal Department were revised. The designation of Time Scale Clerks / Time Scale Sorters was changed to Postal Assistants / Sorting Assistants without any change in pay scale, duties, or responsibilities.
(iii) DOPT O.M. No. 16/3/85-Estt. (Pay-l) dated 11.05.1987, issued pursuant to a decision of the National JCM, extended similar pay-fixation benefits to ex-combatant clerks released from the Armed Forces and re-employed as Telegraphists / Telephone Operators in the then Department of Posts & Telecommunications in the pay scale of Rs.260-480 (3rd CPC), revised to Rs.975-1660 (4th CPC). This pay scale was identical to that of Postal Assistants / Sorting Assistants at the relevant time. However, it is noteworthy that despite identical pay scales, the said benefit was not extended to Postal Assistants / Sorting Assistants.
4. Keeping in view the above facts and the historical differences in recruitment channels, different pay scales, prescribed qualifications, and nature of duties between PAs/SAs and LDCs (now JSAs), the DoPT order of 1987 that covers only Telegraphists /Telephone Operators and not the PAS/SAs and the fact that Para 16(2) of the CCS (Fixation of Pay of Re-employed Pensioners) Orders, 1986, does not explicitly cover PA/SA, it has been decided that the benefit of pay fixation under Para 16(2) of the CCS (Fixation of Pay of Re-employed Pensioners) Orders, 1986 cannot be extended to ex-servicemen re-employed as Postal Assistants/Sorting Assistants in the Department of Posts.
5. In cases where the benefit has already been extended to ex-servicemen re-employed as PA/SA, no recovery shall be made. However, their pay shall be re-fixed in accordance with Paras 4 and 5 of the DoPT O.M. dated 31.07.1986, after issuing a show-cause notice and disposing of their representation by a reasoned and speaking order. Waiver of recovery, in such cases may be considered on a case-to-case basis in terms of DOPT O.M. No 18/03/2015-Estt. (Pay-l) dated 02.03.2016 read with O.M. No. dated 01(14)/2016-E.II(A) (Part-III) dated 01.04.2024.

DEPARTMENT OF POSTS AND FLIPKART SIGN AGREEMENT FOR LAST MILE PARCEL DELIVERY SERVICES ACROSS INDIA

In a major step towards strengthening India’s e-commerce logistics ecosystem and enhancing last mile delivery capabilities across the country, the Department of Posts (DoP), Ministry of Communications and Flipkart India Private Limited have signed an Agreement for Last Mile Parcel Delivery Services.
The Agreement was signed today in New Delhi by Shri Neeraj Kumar Jha, General Manager, Parcel Directorate, Department of Posts, and Shri Harvinder Kapur, Director - Commercial, Flipkart India Private Limited, in the presence of Shri Adnan Ahmed- Chief General Manager, Parcel and CCS Directorate, Department of Posts, Shri Dippy Vankani- Director (Corporate Affairs), Flipkart India Private Limited and senior officials from both organizations.

The partnership aims to leverage the unparalleled reach and
trusted delivery network of the Department of Posts along with Flipkart’s
strong presence in India’s e-commerce sector to provide efficient, reliable and
customer-centric parcel delivery solutions across the country. Under the
Agreement, the
Department of Posts will provide last mile delivery services for Flipkart shipments across India.
Key Highlights of the Agreement:
- Nationwide Last
Mile Reach: Flipkart will utilize India Post’s extensive network for
parcel delivery services across urban, semi-urban and rural areas,
including remote and underserved regions.
- Comprehensive
Delivery Solutions: The services include delivery of prepaid and COD
parcels, OTP-based delivery authentication and real-time shipment
tracking.
- Enhanced Customer
Experience: The agreement focuses on faster deliveries, improved
operational coordination and seamless technology integration for efficient
parcel movement and delivery.
- Support to E-commerce Growth: The collaboration is expected to further strengthen the logistics infrastructure supporting India’s rapidly growing e-commerce sector.
Through this partnership, Flipkart will gain access to the Department of Posts’ vast network of over 1.6 lakh post offices and an unmatched delivery presence across India. This will enable wider market reach, improved delivery efficiency and enhanced serviceability, particularly in remote and rural locations.
Flipkart is one of India’s leading e-commerce companies, serving millions of customers across the country through a wide range of products and digital commerce solutions. The collaboration is expected to significantly strengthen the parcel business of the Department of Posts by enhancing utilization of its delivery network and logistics infrastructure. भारत के ई-कॉमर्स लॉजिस्टिक इकोसिस्टम को मजबूत करने और पूरे देश में अंतिम दूरी तक डिलीवरी क्षमताओं को बढ़ाने की दिशा में एक महत्वपूर्ण कदम के रूप में, डाक विभाग (डीओपी), संचार मंत्रालय और फ्लिपकार्ट इंडिया प्राइवेट लिमिटेड ने अंतिम दूरी तक पार्सल डिलीवरी सेवाओं के लिए एक समझौते पर हस्ताक्षर किए हैं।
आज नई दिल्ली में डाक विभाग के पार्सल निदेशालय के महाप्रबंधक श्री नीरज कुमार झा और फ्लिपकार्ट इंडिया प्राइवेट लिमिटेड के वाणिज्यिक निदेशक श्री हरविंदर कपूर ने डाक विभाग के पार्सल और सीसीएस निदेशालय के मुख्य महाप्रबंधक श्री अदनान अहमद, फ्लिपकार्ट इंडिया प्राइवेट लिमिटेड के निदेशक (कॉर्पोरेट कार्य) श्री डिप्पी वंकानी और दोनों संगठनों के वरिष्ठ अधिकारियों की उपस्थिति में समझौते पर हस्ताक्षर किए।
इस साझेदारी का उद्देश्य डाक विभाग की बेजोड़ पहुंच और भरोसेमंद डिलीवरी नेटवर्क के साथ-साथ भारत के ई-कॉमर्स क्षेत्र में फ्लिपकार्ट की मजबूत उपस्थिति का लाभ उठाकर पूरे देश में कुशल, विश्वसनीय और ग्राहक-केंद्रित पार्सल डिलीवरी समाधान प्रदान करना है। समझौते के तहत, डाक विभाग पूरे भारत में फ्लिपकार्ट शिपमेंट के लिए अंतिम दूरी तक डिलीवरी सेवाएं प्रदान करेगा।
समझौते की मुख्य विशेषताएं:

- व्यापक डिलीवरी समाधान: इन सेवाओं में प्रीपेड और कैश ऑन डिलीवरी (सीओडी) पार्सल की डिलीवरी, ओटीपी आधारित डिलीवरी प्रमाणीकरण और तत्क्षण शिपमेंट ट्रैकिंग शामिल हैं।
- ग्राहक के लिए बेहतर अनुभव: यह समझौता कुशल पार्सल आवागमन और वितरण के लिए तेज डिलीवरी, बेहतर परिचालन समन्वय और निर्बाध प्रौद्योगिकी एकीकरण पर केंद्रित है।
- ई-कॉमर्स के विकास को समर्थन: इस सहयोग से भारत के तेजी से बढ़ते ई-कॉमर्स क्षेत्र को समर्थन देने वाले लॉजिस्टिक इंफ्रास्ट्रक्चर को और भी अधिक मजबूती मिलने की उम्मीद है।

OFFICE MEMORANDUM
Subject: Change in the date of holiday on account of Id-u-Zuha (Bakrid) reg.
The undersigned is directed to say that the holiday on account of Id-ul-Zuha (Bakrid) was notified for 27th May, 2026, in the list of holidays for the year 2026 circulated vide this Ministry’s O.M.No.12/2/2023-JCA dated 3rd July, 2025, subject to change in date, depending on the sighting of the moon. It has now been brought to the notice of this Ministry that, in Delhi, Id-ul-Zuha (Bakrid) will be celebrated on 28th May, 2026.
2 Accordingly, it has been decided to shift the holiday on account of Id-ul- Zuha (Bakrid) to 28th May, 2026 in place of 27th May. 2026 as notified earlier, for all Central Government administrative offices in Delhi/New Delhi.
3. For Offices outside Delhi / New Delhi, the
Central Government Employees Coordination Committees or Head of Offices (where
such Committees are not functioning) can decide the date, depending upon the
decision of the concerned State Government.
