Sub: Request for protecting the postal employees against double discrimination on bonus ceiling and entitlement – reg.
Respected Sir,
This Federation seeks your kind attention and timely intervention on behalf of the entirety of postal employees on the issue of a possible discrimination from the Government in the matter of enhancement of ceiling of bonus and the continuing discrimination on the matter of denial of eligible days of productivity-linked-bonus.
The productivity as worked out by the department is arbitrarily reduced to 60 days every year while no such cap is being applied to departments like Railways. This year also the same arbitrary cap has been applied to postal employees causing resentment.
There are strong indications that the Ministry of Finance is considering enhancement of ceiling as per the amended Bonus Act to the railway employees only while denying the benefit to other central government employees including postal employees successively for the second consecutive year in spite of the amendment made in the Bonus Act by the Parliament last year.
It is humbly submitted that such a serious discrimination might escalate greater resentment amongst the other section of government employees including postal that may even lead to an identical situation as in the year 1996 when the entirety of CG Employees went on an indefinite strike for 7 days against discrimination.
This Federation once again seeks for your kind intervention in this volatile matter to insulate the postal employees against any possible discrimination by ensuring grant of PLB bonus @ 3500/= as per the Parliament amended bonus act as well as ensuring payment without any arbitrary cap restriction to postal employees.

Sub: Strong resentment over non-removal of unilateral cap in Postal PLB formula and denial of bonus ceiling under the Bonus Act – reg.
Madam,
This Federation conveys the strong resentment of the entirety of Postal Employees over the application of unilateral cap of 60 days interpolated into the Postal PLB formula behind the back of the staff side as well as the non-enhancement of bonus ceiling by the Government from 2500/= to 3500/= despite the Bonus Act amendment done by the Parliament last year.
To make the situation more serious, there are indications that the Government is contemplating enhancement of ceiling to 3500/= for the railwaymen and thus causing a serious discrimination against one section of PLB covered department from the other. Thus the postal employees are subjected to double discrimination in comparison to other PLB sections on eligibility based on productivity and entitlement based on ceiling.
It is pertinent to bring to your kind notice that an identical discrimination resorted to by the Government in the year 1996 had resulted in a big spontaneous industrial action of 7 days indefinite strike by the postal workers.
This Federation would seek your kind and timely intervention in this serious and volatile matter to cause prevention of any discrimination against the postal employees that may result in unrest and avoidable agitation in the postal department resulting in disturbance of tranquillity in the postal services that is facing a serious challenge from outside world.
