CONFEDERATION PRESS RELEASE ON THE UNION BUDGET

CONFEDERATION SECRETRY GENERAL ISSUED A PRESS STATEMENT EXPOSING THE RETROGRADE CHARACTER OF THIRD BUDGET CONSECUTIVELY PRESENTED BY HON'BLE PRANAB MUKHERJEE UNION FINANCE MNISTER
 
PRESS STATEMENT

26th February, 2010

 

 

The Budget presented by the Finance Minister, Shri Pranab Mukherjee  today is totally disappointing in so far as common people and  especially the workers are concerned.  The Finance Minister has allowed tax concessions to the extent of Rs. 26,000 crores under Direct taxes and decided to garner additional revenue of Rs. 46500 crores from indirect taxes including service taxes.  The share of Service taxes is to the tune of Rs. 3000 crores.  He has proposed to raise the excise duty by 2% across the board.  Most of the concessions in the indirect taxes come in the form of customs duty on imports. 

 

The increase in the revenue resources from indirect taxation has been made on the specious plea that the global economic recession has turned the corner and  the  Indian economy is poised for 8% growth.   For sustaining the growth in the economy, the common has to be burdened further and the rich to be spared of taxation, seems to be  the ideology of the Finance Minister.  Due to the unprecedented rise in prices of essential commodities especially food items, the common man is made to bear the brunt and nothing has been proposed by the Finance Minister to help him out. Due to the proposed increase in the excise duty on petroleum products and rolling back the concession offered earlier as part of the stimulus package,  there would be further increase in the prices of all essential commodities injecting further inflation. 

 

In the case of salaried tax payers, the Finance Minister has not thought it necessary to increase the non taxable maximum, whereas he has offered concession in the rate structure of those tax payers who are in higher income bracket of Rs. 3 lakhs and above.  While those in the income bracket of Rs. 3 lakhs and 8 lakhs would be enjoying a lesser tax burden, even the unskilled workers would be drawn into the ambit of income tax liability for the minimum taxation limit has been pegged down to what it was in 2009-10  For no valid reason, the standard deduction available to the salaried tax payers was withdrawn in 2005.  The repeated pleas made by the workers year after year have gone into the deaf ears of the Finance Minister.  The deduction was not restored whereas such deduction continue to be made available to other category of tax payers.

 


In the situation in which the workers are placed presently, there is no alternative to organizing united and militant struggles to force the Government to withdraw taxation proposals that inflicts unbearable burden on people at the lower strata of the society.

RAISE YOUR VOICE OF PROTEST AGAINST THE RETROGRADE NEW TAX CODE

UNION BUDGET HAS BEEN PRESENTED TODAY BY HON'BLE MINISTER OF FINANCE
INCOME TAX PROPOSALS ARE HARD HITTING AGAINST THE LOW SALARIED EMPLOYEES AND WORKERS - NEW INCOME TAX CODE IS TO BE IMPLEMENTED FROM 1.4.2010

Employees with an annual income of 1,60,000 alone are exempted from Income Tax - Over and above the amount, 10% Income Tax will be charged upto the ceiling of 5,00,000 annual income. The only minor change the Hon'ble Finance Minister has made to the earlier proposals of New Tax Code is that instead of 3,00,000 ceiling 5,00,000 ceiling is fixed for 10% Tax Bracket. This means even the lowly paid workers and employees in the Central Government Departments will have to pay tax of 10% above their annual income of 1,60,000/-. Even though the 20,000 infrastructural investment is exempted from tax over and above the savings of 1,00,00, We know that the poorly paid employees have no scope of savings from within their meagre income. Middle Class employees of Central Government Services are attracted to more taxation after the 6th CPC and this tax code only trying to extract tax from them.
On the other hand the Tax Relief to the higher bureacracy is very striking! The Finance Minister has said that 60% of tax payers would be benefited! yes - High wage earning top IAS line Officers are given a big relief by reducing their tax level by bringing their income upto 8 lakhs into 10% and 20% brackets and only over and above 8 lakhs income would invite 30% tax from now on. This is really a tax relief budget for high income group and hard hitting one for the low wage earning employees and middle class employees.


HON'BLE FINANCE MINISTER HAS TAKEN CREDIT FOR SUCCESSFULLY WEATHERING THE FINANCIAL CRISIS IN INDIA - But his announcement that disinvestment to the tune of 25,000 Crores would be done clearly shows that the Government did not assimilate the reasons for the relatively less impact of financial crisis on Indian Economy. All know very well that the existence of strong public sector financial institutions alone saved India from the depth of crisis but the disinvestment proposals clearly show that the Government has not taken the lessons of international crisis properly and succumbing to the pressures of neo-liberal forces.

Corporate world has welcomed the budget and it is only expected as the present budget is mainly a welcome relief to the corporate world!

The problem of price rise is alarming and the budget speech of Hon'ble FM only express hope that prices would come down! We are not able to understand any comprehensive steps contemplated by the Union Budget to control the prices. On the other hand the rise in cost of petrol and diesel coming effect from tonight itself is alarming! This will only escalate price rise and inflation further. The enhancing of central excise will also lead to further price rise. The lip-sympathy shown in the Presidential Speech against the price rise remains only on paper and the budget is working for increasing further inflation.

Let us raise our voice clearly and loudly - Hold Demonstrations as per the call of the Confederation of CG Employees & Workers on 10th March 2010 demanding modification of retrograde tax code; dropping of PFRDA Bill aiming privatisation of pension; and against the alarming price rise.

TWO SBCO EMPLOYEES ASSOCIATIONS TODAY DECIDED TO MERGE AND FUNCTION
AS A SINGLE ORGANISATION
 
A new and historic decision has been taken today by the General Secretaries and All India Presidents of  All India Postal SBCO Employees Association and Indian Postal SBCO Staff Association in a Special Meeting in New Delhi. In the special meeting Comrades K.Ragavendran [SG NFPE]; K.V.Sridharan [GS P3]; and P.Suresh [GS R4] also were present. The basic idea of the special meeting is to find out ways and means for having a fighting united organisation for protecting the basic interests of all SBCO Employees and Staff.

The Meeting took into consideration that unless these two organisations merge together and function as a single entity, it will be impossible to create a stronger trade union association for the cause of the SBCO staff. This is the aspiration of the basic membership of SBCO also.

With this task in mind, and in an atmosphere of mutual good will and accommodation, the leaders of both the SBCO Organisations came to the decision to merge their both Associations and henceforward to function under the banner of "All India Postal SBCO Employees Association" and to seek affiliation with the National Federation of Postal Employees after winning Government Recognition under CCS RSA Rules 1993.

It is also unanimously resolved that all SBCO employees would be approached jointly to get their signature in favour of "All India Postal SBCO Employees Association" to win Government Recognition in the ongoing process of Re-verification because of the fact that the interests of the SBCO Employees can be well protected only if the organisation of SBCO Employees enjoy Government Recognition.

It is also unanimously decided by the leaders of both SBCO Organisations that within one month of the finalisation of the Re-verification process, the All India Conference will be convened by Comrade Asit Das the General Secretary of All India Postal SBCO Employees Association and a unanimous team of Office Bearers will be elected with the representatives of both the SBCO Organisations as per the understanding reached in the meeting. The copy of the understanding signed by both the leaders is exhibited below [Scanned Documents] for the information of all our members.

The list of Authorised Office Bearers for each and every circle is also placed below. NFPE & P3 CHQ requests all the Circle Secretaries of NFPE Unions in general and the P3 Circle / Divisional / Branch Unions in particular to extend total cooperation to the representatives of SBCO Association for enrolling the SBCO Members immediately. This time our target is Recognition to our All India SBCO Employees Association with greater membership.

SECRETARY GENERAL NFPE & WORKING PRESIDENT CONFEDERATION ADDRESSING MEETING OF CG EMPLOYEES / POSTAL WORKERS IN PORTBLAIR [ANDAMAN & NICOBAR ISLANDS]




































































Comrade K.Ragavendran Secretary General NFPE & Working President Confederation addressed meetings of Non-Gazetted Govt.Officers including Teachers; All India Radio Employees of Andaman & Nicobar Islands including Postal Workers on 17.02.2010.

Comrade D.Ayyappan General Secretary Non-Gazetted Government Officers Association and Chief Organiser of Confederation in Andaman & Nicobar Islands organised the meeting. Comrade S.C.Biswas President of the same organisation presided over the meeting. There are some peculiar anomalies for the Teachers and Non-Gazetted Officers after the 6th CPC viz., the Headmasters are placed at a lower level than the teachers by the Pay Commission; the LGC [Lower Grade Clerks] with +2 Qualification and who work as Data Entry Operators are placed in pre-revised 3050-4590 scale. The Working President assured to discuss their issues with the leadership of Confederation for solution.



A Meeting of Postal Employees of Andaman & Nicobar was organised on 18.02.2010 by the P3, P4 & GDS Unions of Andaman & Nicobar Islands under the leadership of Comrade Stephen Fernandez the Divisional Secretary of AIPEU Group C Union. The Postal Employees are facing some peculiar problems like unable to avail leave; difficulties in going to mainland for medical treatment etc. There is a large number of waitlist of officials for going to mainland under Rule-38. The Secretary General assured to take up some of these important issues.

POSTAL JOINT COUNCIL OF ACTION CALLS FOR MASSIVE PROTEST DEMONSTRATION BEFORE PARLIAMENT

POSTAL JCA HAS GIVEN CALL FOR A MARCH TO PARLIAMENT ON 2.3.2010
MASS DEMONSTRATIONS AT CIRCLES / REGIONS / DIVISIONS / BRANCHES AND SENDING OF SPEED POST TO HONOURABLE MOC&IT ENDORSING THE POSTAL JCA LETTER TO MOC&IT

The Protest Demonstration is for calling the attention of the Government to the attitude of Unilateralism and Violations of written agreements by the Department of Posts. If we do not protest strongly then the unilateral introduction of several modifications in the promotional structure by distorting the existing basic rules would be a permanent phenomena. The written assurance to maintain status-quo of RMS & MMS on 1.12.2009 is being violated by DoP within a month. Destruction of RMS & MMS and Attacks on Postal Officials in the name of Delivery Hub etc are on the rise.

The Protest is also for calling attention for halting the attack on the GDS by unilaterally implementing negative recommendations of Nataraja Murti Committee on Establishment related matters and denial of Prorata and parity in PLB etc for GDS Employees. The Protest is also for getting the revision of wages for all Full Time and Part Time Casual labourers and Contingent workers and GDS Substitutes for whom the new wages from 1.1.2006 is denied so far.

The Call of the Postal JCA is a prelude to the future agitations and struggles. The Call for March to Parliament is a caution to the DoP to stop its course of unilateralism. A strong protest alone can make the DoP understand the seriousness of the situation.

Casual approach by Circles and Divisions and Branches in some places should not be repeated this time. The call of the Postal JCA is to be taken very seriously and Protest Demonstrations at Circle / Regional / Divisional / Branch level should be effectively organised on the same day of Parliament March. A copy of All India Postal JCA letter to Honourable Minister of Communications & IT should be sent by SPEED POST to the Hon'ble MOC&IT by all Circle / Divisional / Branch Secretaries.

Make the Call of the Postal JCA a tremendous success. It is a call of the Federations and GDS Unions for protecting our survival. Respond magnificently. Send Reports of your activities.

Circle Secretaries of Delhi – Uttarpradesh (Western UP) – Uttarakhand – Haryana – Punjab – HP – J&K – Rajasthan – Madhyapradesh are requested to mobilise maximum workers to the Parliament March in Delhi – Come with your banners and flags – Take the call seriously – Respond with all vigour.

GEAR UP THE MACHINERY FOR ACHIEVING MAXIMUM STRENGTH OF MEMBERSHIP UNDER VERIFICATION PROCESS FOR NFPE

Attention Divisional and Branch Secretaries

 
Re-verification of Membership has already started

Do not wait to obtain the Signatures from Members – Start the Work immediately

Conduct Divisional / Branch Working Committee Meetings without delay and allot responsibility to all Office Bearers and Executive Committee Members – Divide the offices into several groups and allot each group to a team of Office Bearers & EC Members

Try to increase the membership by appealing to members of all other organisations by attracting them to the ideology of our NFPE   

Guide them to visit the website of NFPE and encourage them to ask any questions they desire to ask with the headquarters through the "comments" in website or through emails – We will answer their doubts and queries and try to persuade them to join our organisation

Obtain signatures from members in 2 Declaration Forms – One will be submitted to Divisional Head and the other will be the file copy of the Divisional / Branch Union.

The name of the Union / Association should be clearly written in the Declaration Forms – Verify the Annexure-I to  write the full and correct name of the Union / Association – Please avoid any other short forms like P3 or P4 or R3 etc and write the full name of the Union only in the Declaration Form.

Hold weekly review meetings of the Divisional and Branch Executive Committee or Office Bearers Meetings to monitor the progress of the work done and to re-allot the remaining task to Office Bearers to ensure the target without fail.

Note down the members on vacation or long leave and try to reach them in their residential addresses instead of waiting for them to join duty – Reach them over phone and even send them the declaration forms by post and collect the same in time to include them.

All Divisional and Branch Secretaries are requested to take care that local rivalry or internal differences should not prevent any official from becoming members of NFPE Unions / Associations in any place. Any complaint of refusal of membership by the Divisional / Branch Secretary this time would only result in debarring the Office Bearer to hold the post until next verification five years afterwards. More over the General Secretary and Circle Secretary are empowered to enrol any member directly this time. So do not give room for any such complaints in any branch and a spirit of enrolling each and every one as our member should prevail.

Commence the work immediately

Encourage Office Bearers to take leave and go round the division and complete the task within two or three days

The task is great – but it has been thrust on us by the intervention of the Court – We have no choice but to u undertake the task in the interest of our great organisation –
NFPE & CHQ OF ALL AFFILIATED UNIONS & GDS UNION LEADERS ARE VISITING ALL CIRCLES AS PER THE CAMPAIGN TOUR PROGRAMME ALREADY CIRCULATED AND PLACED IN OUR WEBSITES - CIRCLE SECRETARIES ARE REQUESTED TO MAKE ALL ARRANGEMENTS FOR THE SUCCESSFUL CONDUCT OF THE JOINT CIRCLE COUNCIL MEETING.

Sub:- Scheme for Compassionate Appointment – Relative Merit Points and Procedure for selection.

 


The objective of the Scheme for Compassionate Appointment is to grant appointment on compassionate grounds to a dependent family member of a Government servant dying in harness or who is retired on medical grounds, thereby leaving his family in penury and without any means of livelihood. It is to relieve the family of the Government servant concerned from financial destitution and to help it get over the emergency. Keeping, I view the objective of the Scheme, the existing instructions relating to compassionate Appointment have time and again been reviewed/modified/simplified so that the system finally derived at shall be more transparent, efficient and uniform in nature.

 

The efficacy of the Scheme is based on its transparency. It is this aspect, which is foremost and hence while considering a request for appointment on Compassionate grounds by a Committee, a balanced and objective assessment of the financial condition of the family has to be made taking into consideration its assets and liabilities and all other relevant factors such as the presence of earning member, size of the family, ages of the children and the essential needs of the family etc. This is done to assess the degree of indigence among all the applicants considered for compassionate appointment within the prescribed ceiling of 5% of the direct recruitment vacancies.

 

 

The existing position has been reviewed in this Department and it has been decided by the competent authority that to achieve the objective of the scheme of the Compassionate Appointment and to ensure complete transparency, merits of the cases can be conveniently decided by allocating points to the applicants based on various attributes indicated in the references of DOP&T from time to time. Accordingly the Department has worked out a system of allocation of points to various attributes based on a hundred point-scale as indicated in the tables below: -

IN ADDITION TO THE ABOVE, CASES WHERE THE WIFE OF THE DECEASED OFFICIAL HAS APPLIED FOR COMPASSIONATE APPOINTMENT FOR HERSELF, SHE SHALL GET 15 ADDITIONAL POINTS AS GRACE POINTS. THIS WILL BE IN LINE WITH THE GENERAL PRINCIPLE THAT THE WIDOW NEEDS TO BE GIVEN PREFERENCE FOR COMPASSIONATE APPOINTMENT.

The above system of weightage not only awards objectivity to the entire method but also ensured complete transparency and uniformity in the selection process. The above method should be strictly followed with immediate effect, keeping in view the instructions issued by the Department of Personnel & Training from time to time.
