GDS COMMITTEE REPORT LIKELY TO BE DELAYED

 

 

Chairman GDS Committee Shri. R.S.Nataraja Murthi has not submitted his Report so far. The Secretary GDS Committee Shri.A.K.Sharma DDG is again ordered by the Department of Posts to continue to look after the responsibility of GDS Committee Secretary. This means the submission or GDS Committee Report is likely to be delayed further even though the Secretary [P] had told us on 1.9.2008 that within a week the Report would likely to be submitted.

 

We also learn that the basic approach of the GDS Committee is to follow the policy of pro-rata wages in comparison with Postman and Group D. Contrary to the illusions some comrades have, the GDS Committee is not likely to recommend either Status or Pension to the GDS. There may be improvement in matters of welfare and maternity leave etc but there may not be any recommendation for departmentalisation of GDS as was done by Justice Talwar Committee.

 

The Confederation's National Executive Committee meeting held on 26.08.2008 in which NFPE and the AIPEDEU also participated has decided to join with all willing organisations outside the Confederation on pay commission and GDS issues and go for organising a Strike Ballot and then an indefinite Strike.

 

The delay in submission of GDS Committee Report is to be opposed strongly. The Strike Declaration Day is to be observed by all of us on 19th September 2008. On that day as per the 18 Point Charter of Demands, let us demand submission of Nataraja Murthi Committee Report immediately and also for the grant of Status and Pension to GDS.

 

ORGANISE STRONG DEMONSTRATIONS ON 19TH SEPTEMBER 2008 FOR 18 POINT CHARTER OF DEMANDS INCLUDING PAY COMMISSION ISSUES – GDS COMMITTEE EARLY SUBMISSION AND GRANT OF STATUS AND PENSION – ENHANCEMENT OF BONUS CEILING TO 3500/- ETC.

 

ORGANISE OPINION IN FAVOUR OF INDEFINITE STRIKE.

 

 

NFPE DELEGATION DISCUSSED WITH MEMBER [P] ON FIXATION OF REVISED PAY FOR POSTMEN / TBOP POSTMEN / BCR POSTMEN / DSV / GROUP D MATRICULATE AND NON MATRICULATE AND THEIR TBOP / BCR ETC.

 

 

NFPE Delegation including the Secretary General and General Secretaries P3, P4 and R3 met the Member [P] and DDG [Establishment] and discussed about the instructions to be given by the Directorate on the matter of pay fixation in the revised pay bands for Postmen, TBOP and BCR Postmen, DSVs, Matriculate Group D and the TBOP and BCR Group D etc.

 

We have told that in the absence of clear instructions to grant higher Grade Pay to TBOP and BCR level Postmen and Group D,  many DDOs are likely to fix wrongly in the same Grade Pay for all including the Postman and TBOP/BCR Postman etc.

We pointed out that consequent upon upgradation of Postmen pay to 3200-5900 they are entitled to for Pay Band 1 with 2000/= Grade Pay. Consequently the TBOP Postmen are entitled for Grade Pay 2400/= and BCR Postmen are eligible for Grade Pay 2800/=.

 

The DSVs also are entitled to same level of Grade Pay of 2000, 2400 and 2800 for DSV, TBOP DSV and BCR DSV.

 

The Matriculate Group D who are going to be fixed with 1800/= Grade Pay. So the TBOP and BCR Group D are to be fixed in the next Grade Pay level.

 

Clarifications for pay fixation as above are likely to be released by the Directorate soon.

 

REVISED FIXATION FOR PAID SUBSTITUTES AND PART-TIME CASUAL AND CONTINGENT PAID

 

NFPE Delegation discussed with the Member [P] about the issue of fixation of wages for paid substitutes on the basis of the 6th CPC pay scales. A letter has been given requesting fixation of wages taking into account the HRA/Transport Allowance components also as per the Honourable Madras High Court Judgment.

 

Similarly it is requested to refix the remuneration payable to part-time and contingent paid staff also on the basis of the revised Group D pay implemented on the recommendations of the 6th CPC.

 

DEPARTMENT RELEASED ORDERS FOR EMPLOYMENT OF RETIRED POSTAL OFFICIALS AS SHORT DUTY STAFF AGAINST SHORTAGES

 

The Department has issued orders for 'Re-introduction of Short Duty Staff Scheme' vide No.37-40/2007-SPB-I dated 14.08.2007. Accordingly old pensioners of Postal Department can be engaged as short duty staff up to the age of 65 years. But such engagement is restricted to peak hour traffic in postal and RMS offices when workload is more than 50% of normal load. In addition during seasonal spell of work like Christmas etc also they can be employed. The SDPA can be engaged only for a maximum of 5 hours continuously per day or two spells of 3 hours per day but not more than 60 hours per person per month. Per hour payment is Rs.16.40 paise at present but reviewed as and when the PA/SA scale is revised. It is ordered that the SDPAs should not be engaged in cash handling and sensitive work.

 

This orders are released due to the constant approach of the General Secretary P3 [NFPE] for engagement of SDPAs against acute shortage as was agreed upon during the indefinite strike withdrawal negotiations held between the Department and the Staff Side in April 2007.
