CONFEDERATION NATIONAL EXECUTIVE

EXTENDED NATIONAL EXECUTIVE MEETING OF CONFEDERATION

Dear Comrades - The Extended National Executive of Confederation of CG Employees is meeting on 26th August 2008 in New Delhi to review the 20th August Strike participation by CG Employees and also the situation as obtaining after the announcement of the Government for implementing the recommendations of Pay Commission. Opinions from the membership is invited through your comments hereunder by clicking on " comments" underneath as to what line the Confederation should take in the present situation of announcement of 12% addition to the pay commission recommendations on pay fitment and rejection of staff side demands for modification?

12 % increase is ok But don t You think 4200 grade pay for BCRs and 2400 for PA and 2800 TBOPs is a bullshit? What is the logic behind this ? When a IPO is getting same grade pay . How on earth this could be a logic ? If any agitation at all needed we should go for this there should have been an another grade of 3200 and 3600 could have solv ed the problem

As our leaders commented this is the worst pay commission. Involved at stake is not only the pay but so many other issues like, fitment benifit, rate of increment, benefit on promotion, negative modification in r/o ACP scheme, revision of commutation table to the disadvantage of the employees,new base year for DA, and host of other recommendations promoting the privatization, outsourcing, and abolition.
Can we really call the 12%as addition to the pay? This amount is already been drawn by the employees and there is no addition. Hence, fitment formula and weightage for the service rendered should be fought for.Question of Allowances is also there. Is there any logic in not granting allowances from 01-01-2006?The delay in appointing the Pay Commission is not due to the employees. As a principle the employee should get his revised pay along with revised allowances.The ineffectiveness of JCM already cost the employees dearly in the form of non implementation of awards and revised bonus ceiling. No further dilution should be allowed.

The Grade pay for PA/SA cadre & TBOP/LSG should be revised to get a parity with BCR scale. This annomaliy should be strongly addressed to ensure a cordial work environment among the clerical staff.Revised ACP should addressed clearly and Postal clerical staff must be beniffited by its introduction.

unless the grade pay is revised the fitment benefit on 1.86 factor willbe nominal.govt's silence on abolidhion of Gr D post, enhancining of minimum pay,refusal of allowances from 1.1.2006 etc creats grave concern amongst staff

There is no mention about supervisory allowance. This will be viewed seriously with present working atmosphere

Dear Comrade Sumit - greetings - The Pay Commission did not agree to elevate the TBOP/LSG to PB-2. Therefore the only way before us is to attain it through cadre restructuring. We may also in addition try to get the promotional avenues increased using the opportunity now available for 3 ACP which has to be suitably modified for us or else embrace the 3 ACP system - All issues will be discussed with the department and already NFPE has demanded early formal meeting by the Department with the staff side. Please Await further news.

Dear Comrade Manickam - greetings -There was no recommendation by the pay commission on supervisory allowances - we have to convince the department on that - we have included it in our NOTE to Secretary [P] on which a formal meeting is being pressurized. We will pursue vigourously.

The order of Special Duty Allowances for the employess of North East should be clear enough to get the benifit to all CG employees posted in the region.This should be addressed in the Dte level to get a clear order on it.
