Sub: Required modifications in the Modified ACP Scheme – reg.
Dear Comrade,
The Postal Employees were hitherto covered under TBOP / BCR system of promotions / financial upgradation. Now after the 6th CPC we have also opted for the Modified ACP Scheme in lieu of TBOP/BCR Scheme. In our opinion there are certain issues in Modified ACP Scheme that require improvement. Therefore, we wish the Staff Side JCM may kindly take up the following modifications to be incorporated in the Modified ACP Scheme:
- Grant of ACP for officials promoted under departmental examination:
There are various departmental examinations that facilitate officials in one cadre to get promotion to another cadre. Such promotions taken under departmental examinations also are counted against the ACP. We feel this is not justified. Regular promotions in the same cadre can alone be counted against ACP and any promotion by examination that promotes the officials from his cadre to totally another cadre should not be counted against ACP. The individuals' efforts put in by officials for career prospects are now going against their own interests under ACP. This will dilute the spirit of officials to undertake efforts of career prospects. It will be ideal if ACP is granted from the date of such promotions obtained through departmental examinations in a new cadre instead of entire career of an official.
- Date of Effect:
The Modified ACP is given effect from 1.9.2008. It would be ideal if the Scheme is given effect from 1.1.2006.
- Stepping up of pay under ACP:
The Modified ACP is in force w.e.f. 1.9.2008. The existing financial upgradation schemes either ACP or otherwise are to be applied up to 31.08.2008. This causes certain anomalies like seniors who got financial upgradation before 1.9.2008 are drawing less salary than their juniors obtained financial upgradation under Modified ACP after 1.9.2008. This salary gap cannot be stepped up because of the condition that no stepping up in pay band or grade pay would be permissible with regard to juniors getting more pay on account of pay fixation under MACP Scheme. It is also stipulated that no past cases would be re-opened. It would be therefore ideal if the Seniors under ACP/Other Financial Schemes are permitted stepping up of pay to the level of their Juniors under Modified ACP Scheme.
- Benchmark:
The Modified ACP Scheme stipulates that the officials should have earned the benchmark 'Good' for their entitlement to ACP financial upgradations up to Grade Pay 6600/- in PB-3 and 'Very Good' bench mark to the Grade Pay of 7600/- and above. This needs a change and it will be ideal if the officials with no adverse remarks in their CRs should be granted ACP upgradations without any other benchmark conditions.
- Parity between Modified ACP and Regular Promotion:
The Modified ACP Scheme is altered adversely in comparison to the existing ACP Scheme on the matter of grant of pay scale or the present Grade Pay. Under the existing ACP Scheme the promotional ladder in the hierarchical promotion and the ACP financial upgradation are one and the same in granting the higher scale of pay. This has been adversely altered by the 6th CPC and accepted by the Government to the effect that under the Modified ACP Scheme the upgradation is limited to the next higher Grade Pay only and not the higher Grade Pay that may be available on regular promotion. It would be ideal if the status-quo under ACP Scheme is maintained and same Grade Pay as available under Regular Promotion is extended under Modified ACP Scheme also.
We request that the above issues may be considered by the Staff Side for taking up with the Government for appropriate remedial action.

Sub: Orders on Modified ACP Scheme – Exclusion of Drivers – regarding.
Ref: Modified ACP Orders No.4-7/(MACPS)/2009-PCC Dated 18.09.2009.
Sir,
Kindly refer to Paragraph No.5 of the Department's Orders No.4-7/(MACPS)/2009-PCC Dated 18.09.2009 on Modified ACP wherein it has been stated that the Postal Federations have requested to retain the existing structured scheme and it has been decided to continue the existing structured promotion scheme for drivers.
You are requested to refer the letters of our Federations vide Number PF-31/2009 Dated 29.08.2009 of NFPE and vide Number MACP/102/09 Dated 11.08.2009 of FNPO, wherein we have actually written seeking extension of the Scheme of Modified ACP to Drivers also on the grounds that the existing promotional system of MMS Drivers is not time bound and therefore it can run concurrently with the Modified ACP Scheme. Therefore the contention of the Para 5 of the DOP Order is not correct. Both our Federations have only desired extension of MACP Scheme in addition to the continuation of the existing regular promotion scheme to Drivers.
In addition to the above, we wish to point out that the regular promotions available to the Drivers are akin to the regular promotions available to Stenographers. The Stenographers are extended the benefit of Modified ACP Scheme in addition to their existing structured promotion scheme of 40:40:20. The present promotions available to Drivers are like the regular promotions available to other cadres only and not a time bound one. Therefore the Modified ACP Scheme may be made applicable to the Drivers also without taking a position that structured promotion and MACP Scheme cannot run concurrently.
Both the Federations would like to request that the issue may kindly be taken up if necessary with the DOPT for getting necessary orders for grant of Modified ACP to Drivers in addition to their regular promotions as like any other cadre under the MACP Scheme.
The exclusion of Drivers from the MACP Scheme and the non-availability of promotion on completion of 9, 15 and 20 years for want of vacancies at present have made the Drivers most disillusioned and discontent. Both our Federations therefore request you to intervene and cause action to ensure application of MACP Scheme in addition to their present regular promotions to Drivers in Department of Posts at the earliest.

Sub: Request for effecting corrections in the MACP Order – regarding
Ref: DOP Order No.4-7/(MACPS)/2009-PCC Dated 18.09.2009.

In continuation of NFPE – FNPO joint letter Number MACP/2009 Dated 22.09.2009 addressed to you on inclusion of Drivers from the purview of MACP Scheme, this Federation seeks the following further corrections and modifications in the Modified ACP Orders issued by the Department of Posts referred to above:
- In the Caption in Page Number 11 - The Statement showing Grade Pay admissible to different categories of staff in the Modified ACP Scheme w.e.f. 1.9.2009 should be actually w.e.f. 1.9.2008, since the Modified ACP Scheme has been given effect to from 1.9.2008.
- Page Number 11 – In the statement Serial Number 4: Postmen / Mail Guard – last column " 5200-20200 Pay Band-1 and 4200 Grade Pay" should be actually "9300-34800 Pay Band-2 and 4200 Grade Pay" since there is no Grade Pay of 4200 under PB-1.
- Similarly in Page Number 12 – In the statement Serial Number 5 – the Postal Assistant and allied cadres : In the last two columns the Pay Band 5200-20200 and Grade Pay 4200 and the Grade Pay 4600 should be actually " 9300-34800 Pay Band-2 and Grade Pay 4200 in Column No.7 and "9300-34800 Pay Band-2 and Grade Pay 4600 in Column No.8" since both the Grade Pay of 4200/- and 4600/- are related to PB-2 only.
- Similarly in Page Number 12 – In the Statement Serial Number 6 – the Junior Accountant cadre - Column Number 6, 7 and 8 the mention of Pay Band 5200-20200 should be actually "9300-34800 with Grade Pay 4200, 4600 and 4800 respectively, since all these three Grade pay are related to PB-2 only.
- In the same Page Number 12 – In the Statement Serial Number 7 – the Caretaker - In the last two columns the Pay Band 5200-20200 and Grade Pay 4200 and the Grade Pay 4600 should be actually "9300-34800 Pay Band-2 and Grade Pay 4200 in Column No.7 and "9300-34800 Pay Band-2 and Grade Pay 4600 in Column No.8" since both the Grade Pay of 4200/- and 4600/- are related to PB-2 only.
- It can be seen from the Illustration – 4 under Page Number 18, wherein the Cadre of Inspectors recruited in the PB-2 Pay Band goes to PB-3 Pay Band for its 3rd MACP. Similarly the Illustration – 2B under Page Number 16, wherein a Postal Assistant recruited in PB-1 and promoted to AAO Cadre in PB-2 is allowed to go over to PB-3 under his 3rd MACP. All these examples show clearly that all other cadres go from one Pay Band to next Pay Band too along with the change in Grade Pay to 4200/- or 4600/- or 5400/- accordingly. However in the case of Postal Assistants, Postmen / Mail Guards, Care Takers and all Allied Cadres etc, even when they earn the financial upgradation to 4200/- and still higher Grade Pay through 2nd or 3rd MACP, they are continue to be shown as under PB-1 Pay Scale only. This requires to be corrected.
This Federation requests you to cause to make the above corrections in the MACP Order at the earliest.
