Respected Sir,
The Postal Employees of ………………………… Circle on conducting a rally in the State Capital today as per the call of the All India Postal Joint Council of Action are submitting this Memorandum to you with a fervent appeal for your kind intervention by sending this Memorandum to the Government of India for immediate acceptance and implementation of the pay commission for three lakhs Gramin Dak Sewaks in the Department of Posts.
The Three lakhs Gramin Dak Sewaks were excluded by the Government of India from the purview of 6th Central Pay Commission but the Government had appointed a separate Committee headed by Shri. Nataraja Murti, a retired Postal Services Board Member to look into the wage revision issues of Gramin Dak Sewaks. That Committee had submitted its recommendations as early as in the month of November 2008. The Government of India is yet to accept and implement the recommendations of the above Committee with the modifications suggested by the unions even though the entirety of Central Government Employees has been granted with new pay scales as per the recommendations of the 6th Pay Commission one year before. Central Government has completely neglected 3 lakh Gramin Dak Sevaks while implementing 6th Central Pay Commission report. This grave injustice towards rural section is vehemently opposed by the unions.
Some sections of the Postal Employees in general and the Gramin Dak Sewaks in particular have embarked on a three days all India strike in the month of December 2008 to impress upon the Government to implement the recommendations with justified modifications. However even today there is no action for implementing the recommendations and the inordinate delay has caused extreme mental agony and disillusionment amongst the three lakhs of Gramin Dak Sewaks, who are the backbone of the Postal Department in the rural India. We are demanding therefore the immediate acceptance by Union Cabinet and release of orders for implementation of GDS pay commission recommendations incorporating the valid suggestions from the unions. Since the implementation is very much delayed, we urge for payment of entire arrears in one single installment unlike the case of Central Government Employees under 6th CPC. The Government of India should behave like a model employer and therefore we request your kind intervention with the Government of India to cause removal of all discrimination towards GDS employees' on issues like Bonus ceiling, irrational application of reduction of pay, allowances etc.
The Postal Joint Council of Action comprising of the National Federation of Postal Employees, Federation of National Postal Organisations, All India Postal Extra Departmental Employees Union and the National Union of Gramin Dak Sewaks has therefore been forced to embark upon a nationwide Programme of Action and in accordance with the decisions we the Postal Employees of ………………….. Circle are submitting this Memorandum to your Excellency seeking your kind intervention to advise the Government of India to implement the GDS Committee recommendations without any further delay, positively before 16thSeptember 2009 in order to avoid the entirety of Postal Employees, both regular and Gramin Dak Sewaks, going on a direct industrial action.
We request your Excellency to kindly forward our Memorandum to the Honourable Prime Minister of India and kindly use your good offices with the Government of India for immediate implementation of GDS Pay Commission recommendations for three lakhs of downtrodden Gramin Dak Sewaks working under the Department of Posts.
