NEW DEVELOPMENTS AND TASK
Dear Comrades,
There is lot of developments in various fronts. We want to update the entire membership with the information and other decisions of the Organisation for appropriate implementation. We request the Circle Secretaries to circulate this important circular to all the divisions and branches immediately.
1. INTERIM COURT STAY ORDERS ON VERIFICATION PROCESS:
On a Writ Petition filed by the All India RMS Assistant Superintendent & Inspectors Association, the High Court of Madras has granted an interim stay upto 18.06.2008 to the ongoing verification process. The Department of Posts has issued orders vide No.9/2/2008-SR dated 27.05.2008 to wait for further instructions regarding continuation of the verification process after expiry of the interim stay. We cannot submit the letter of authorization to the DDOs on 10.06.2008. The Department is making all efforts to vacate the stay orders and therefore our divisional and branch secretaries are requested to continue with collecting letters of authorization from all employees and keep them ready for submission.
2. BPEF FILED CASE AGAINST RECOGNITION OF NFPE / FNPO:
The BPEF Federation has filed a case in Patna High Court against the grant of recognition to NFPE and FNPO. The Honourable Court did not grant any stay order. We were aware of the move by the BPEF and had filed a caveat petition in Delhi High Court and Civil courts. However the BPEF has filed this case in Patna High Court. We are not in receipt of any Notice or Affidavit though NFPE is reportedly made a respondent in this case. We are engaging our Advocate in Patna to represent.
3. CIRCLES TO CONCENTRATE SBCO MEMBERSHIP:
According to the information reaching the Headquarters, the Civil Wing Association has crossed more than 35% membership level already. However the SBCO Association is yet to collect sufficient forms from members. We request that the Circle Secretaries of P3 to take additional and special care to guide our divisional and branch secretaries to collect more letters of authorization immediately.
4. CONFEDERATION PROGRAMME ON 25.06.2008:
The Secretariat of the Confederation has decided to organise a nationwide 3 Hours Mass Squatting on 25.06.2008 to back up the ongoing talks with the Secretaries Committee with ground level campaign and programmes and that strike will be necessary in the event of negotiations fail. To suit the Postal Employees who are working in scattered postal and RMS offices in different working hours, it has been decided that the 3 Hours Squatting will be conducted in the form of "MASS DHARNA" for 3 Hours in front of Divisional Offices or Head Post Offices / HROs etc all over the country. The timing of the above programme is left to the divisional / branch unions who may organise the programme in the forenoon or afternoon according to their local convenience by taking leave or during off hours of split duty etc. In order to reach out the entirety of the CG Employees leadership at all levels; it has also been decided to hold a state level convention in all State Headquarters by the CG Organisations in which confederation office bearers deputed by the Headquarters will attend. The NFPE Organisations have to take the lead in organising these conventions along with the State level COCs. These State level Conventions are to be organised between 16th to 20th June 2008 just before the Mass Squatting Programme on 25.06.2008. The Circle Secretaries and Divisional Secretaries from NFPE are to attend in these State Conventions of CG Employees Organisations. All Circle Secretaries of NFPE are requested to discuss with other CG leaders and arrange for the State Convention in the State Headquarters between 16.06.08 to 20.06.08.
5. FORMAL MEETING DURING THIRD WEEK:
The Programme of NFPE is successfully implemented in many parts of the country. On 29.05.2008 during the mass demonstration in front of Dak Bhawan, a delegation consisting of Secretary General NFPE and General Secretaries met the Secretary [P] and submitted the Resolution requesting settlement of 13 Point Charter of Demands. The Secretary [P] assured to hold the formal meeting with the Staff Side during the third week of June 2008. He had earlier suggested delayering of the LSG and promoting the PA/SA directly to HSG-II in PB2 with Grade Pay 4200/- and thereon to HSG-I and even Gazetted level. A Sub Committee consisting of official and staff side members is likely to be accepted in the formal meeting for going into the issue of cadre restructuring. All issues raised in the Note to Secretary [P] seeking modifications in the Pay Commission Report will be taken up in the formal meeting.
6. COLLECT ADVERTISEMENTS FOR POSTAL CRUSADER:
To overcome the financial problems of the NFPE it has been suggested to collect advertisements every month. It has also been suggested that those divisional and branch secretaries who collect advertisements may be allowed a 25% commission to the persons who help procurement of such advertisements. It is unfortunate that we have received only 10 advertisements so far to the special issue of our journal. Circle / Divisional / Branch Secretaries are requested to help the Federation in this regard.
7. POPULARIZE THE NFPE WEB SITE:
NFPE is maintaining a web site where all the latest developments and circulars are exhibited for the benefit of faster communication. Similarly the Confederation and P3 CHQ also maintain separate web sites. Our entire Circle, Divisional and Branch Secretaries as well as the basic members are requested to develop the habit of frequently visiting the web sites of NFPE, P3 and Confederation, at least twice in a week for latest news flash.
