Dear Comrades! After submission of its recommendations, the Pay Commission has now clarified in its official web site that the upgradation of non-matriculate Group D to PB-1 scale should also be given effect to from 1.1.2006 after completion of training within 6 months. The extract of the Pay Commission is reproduced below:
Placement of Group D in PB-1
As mentioned in para 3.7.9(i) of the Report, all Group D employees possessing prescribed qualifications shall be placed in the PB-I pay band of Rs. 4860-20,200 along with grade pay of Rs. 1800 with effect from 1.1.2006. Other Group D employees not possessing prescribed qualifications shall be retrained and after retraining they shall also be placed in the PB-I pay band along with grade pay of Rs. 1800 with effect from 1.1.2006. Arrears shall be payable in both the cases with effect from 1.1.2006. Further, retraining should preferably be completed with in a short period, say 6 months also, so that fixation in pay band PB-I and payment arrears of salary is not unduly delayed.

Comrade, We can welcome the up-gradation of the pay scale of non-matric Gr-D Officials in PB-1. In the same manner, up-gradation of the pay scales of PA/SA and LSG/TBOP should aslo be made. So the discussions on the matter should seriously be carried out in the Conferences all over India. The demands should be put forth logically and scientifically.
