Subject: Filling up of the vacancies of Postal Assistant/Sorting Assistant pertaining to the years 2009 and 2010 by direct recruitment.
Sir/Madam,
The existing Recruitment Rules of Postal Assistant/Sorting Assistant provide for filling up 50% of the vacancies by Direct recruitment. The remaining 50% of the vacancies are required to be filled up by promotion through a Limited Departmental Competitive Examinaiton and the unfilled vacancies are to be offered to the Gramin Dak Sevaks, possessing minimum educational qualification of 10+2 pass the Recruitment Rules further provide that only those Gramin Dak Sevaks will be eligible for being considered who secure marks not below the marks secured by the last direct recruit of the relevant category selected viz. Other Communities/SC/ST or OBCS of the same year. If the vacancies still remain unfilled those are required to be filled up by subsequent Direct Recruitment from amongst other open market candidates.
2. While there was no restriction in filling up the posts by promotion through Departmental Examination, the Circles on clearance of direct recruitment vacancies of the years 2006,2007 and 2008 under the Optimisation Scheme were directed vide this Department’s Letter No. 60-16/2009-SPB-I, dated 31st August, 2009 to ensure that the direct recruitment process is finalized and results declared by 31st December 2009. Consequent upon completion of the said direct recruitment process the Circles had the information about the marks secured by the last direct recruit of the relevant category selected. It would have facilitated the Circles to take action to fill up such vacancies, which remained unfilled after holding the Limited. Departmental Competitive Examination, by Gramin Dak Sevaks. If the vacancies have still remained vacant after considering the GDS such vacancies are to be added to the direct recruitment vacancies of the years 2009 and 2010 and filled up as advised vide this Departments letter of even number dated 22nd July, 2010.
3. If any Circle is still in the process of filling up the unfilled vacancies of the years 2006, 2007 and 2008 by GDS, they may report the present status to the Directorate by FAX and simultaneously expedite the action. Such Circles while advertising/circulating (by 20th August, 2010) the number of vacancies of the years 2009 and 2010 to be filled up by direct recruitment should clearly indicate that the number of vacancies is likely to increase. The Circles without fail should complete the process of filling up the unfilled vacancies by GDS latest by 23rd October, 2010 so that the number of vacancies which might still remain unfilled may be taken into account while Short-listing the candidates to be called for written examination and computer test to be held for direct recruitment.
