DEPARTMENT TAKING ACTION FOR FIXING DDG LEVEL MEETING ON OUR CHARTER OF DEMANDS

- GDS Committee: Department of Posts has finalised its proposals on the GDS Committee recommendations and the suggestions of Gopinath Committee. But the same are pending to be cleared by the Joint Secretary & Financial Advisor before submission to our Honourable Minister of Communications & IT. No official meetings are so far fixed by the Department with the Staff Side but our proposals have been submitted in writing to the Secretary [P]. Meanwhile the GDS Union as per their CWC decision, served another strike notice for launching an Indefinite Strike from 3.3.2009 if the implementation is not made before the end of February 2009. Comrade S.S.Mahadevaiah the General Secretary GDS Union met the Secretary General NFPE and the Deputy Secretary General NFPE on 16.02.2009 and sought the solidarity of the federation and affiliated unions for their strike. NFPE Federal Secretariat would meet and take a decision on this matter.
- Screening Committee: Exemption from the purview of Screening Committee to facilitate filling up of all the 24000 direct recruitment vacancies has been taken up by the Secretary Department of Posts before the Committee headed by DOPT Secretary. The meeting that was postponed from 21.01.2009 was held on 16.02.2009. Unfortunately the DOPT Secretary Committee did not agree to exempt the Postal Department from the purview of Screening Committee. It has only consented in principle to allow 1/3rd of all the direct recruitment vacancies including those lying vacant for more than a year to be filled up. This means we may be cleared of near about 8000 vacancies in all cadres for filling up shortly. It is ascertained that the Government has decided to totally scrap the Screening Committee w.e.f. April 2009 on its expiry in March 2009. This means in future all vacancies arising in every department will be filled up.
- Paid Substitutes / Casual: The file is being submitted today to DOPT on the re-fixation of wages of Paid Substitutes, RRR, Casual, Part-time contingent. The decision to submit to DOPT has been taken after the decision of the JS&FA in this matter. NFPE will shortly approach the DOPT through the Confederation leaders for clearance of the file early.
- Sponsoring Committee Rally: A mass rally of working class will be launched before the Parliament on 18.02.2009 at the call of the Sponsoring Committee or Trade Unions and Federations and Unions of Public Sector, Central Government and State Government employees organisations etc. The Rally is organised to oppose the policies of liberalisation causing global financial crisis and to protect the working class from the ill-effects of world recession. Confederation and NFPE are also participating in the Rally.
- Re-Verification: Fresh verification of membership will be ordered soon by the Department of Posts based on the verdict of Honourable High Court of Madras. The file has gone to the DOPT and on its clearance by the DOPT, the Department of Posts will issue orders intimating the dates of verification etc immediately on receiving the file back from the DOPT.
- DDGs level meeting on ATR: It was earlier decided during the 13.01.2009 meeting taken by the Secretary [P] with the NFPE and its affiliated unions / associations that on the Postal Sectional Charter of Demands separate meetings would be held with the respective DDGs. NFPE has submitted detailed note on the ATR to the department seeking such DDG level meetings. The Staff Branch has written to all DDGs drawing attention of the decision of the meeting held by the Secretary [P] for fixing dates for such meetings with the DDGs.
