ORAL EVIDENCE BEFORE GDS COMMITTEE
A delegation consisting of Comrade K.Ragavendran [Secretary General NFPE] and General Secretaries of affiliated unions / associations Comrades K.V.Sridharan [P3], Ishwar Singh Dabas [P4], Giriraj Singh [R3], P.Suresh [R4], S.P.Mukherjee [Admn], P.Rajanayagam [Postal A/Cs] as well as Comrades S.S.Mahadevaiah [General Secretary GDS], D.N.Giri [CHQ President GDS] and the Circle Secretary Uttarakhand GDS tendered oral evidence before the GDS Committee headed by Shri. Nataraja Murti on 4.4.2008 forenoon. The evidence took more than two hours and all the issues submitted in the GDS memorandum by the NFPE and the GDS Union were highlighted before the Committee.
The Departmentalisation of GDS; the method for Departmentalisation; Ensuring two career progression in GDS Service; protection of promotion to Group D on seniority basis even if the Group D posts are upgraded to Group C as per VI CPC recommendations; the issues of Social Security including Pension, Gratuity as per Gratuity Act 1972; enhancement of Group Insurance quantum to 1,50,000/-; Introduction of a system for Medical treatment; Changing the entire GDS Conduct and Recruitment Rules to end the discrimination in conduct and disciplinary matters between the GDS and the regular employees in line with the Supreme Court Judgment as well as making these rules statutory one; Facility for transfer to a vacant post; Free Insurance covering accident, natural calamity etc; Rationalization of leave with the facility to carry forward unutilized leave; Grant of 180 Days of Maternity leave for women GDS and special disability leave; Protection of wages by application of foot beat formula; Grant of Advances like Fan, Festival, Moped, HBA etc; Facilitating formation of cooperative societies for GDS; Full implementation of orders for conversion of GDS Mailmen in RMS larger platformed railway stations as Group D; Supply of uniforms to RMS GDS and outdoor GDS; Construction of work standards for GDS in RMS or straightaway departmentalizing RMS GDS as Group D since they work for 5 hours and more; Ending the discrimination between the RMS and Postal GDS to ensure RMS GDS also can become Mailguard through seniority basis in ½ vacancies like Postal GDS becoming Postman and various other issues were highlighted by the delegation.
The Chairman and the Member Secretary and other officials of GDS Committee had an interaction on many issues with us and even the Chairman Shri Nataraja Murti expressed that his endeavour would be to do as much good to GDS when we requested him to recommend a very positive report to the Government.
