Subject: Clarification regarding reimbursement of Payment Gateway (PG) Charges in air/railway tickets — reg.

Sir,

         I am directed to refer to Maharashtra Circle’s office letter No. Acctts B/Audit/Postal Dte/2024-25 dated 03.04.2025 on the subject cited above and to state that the Department of Expenditure (DoE), Ministry of Finance, vide I.D. Note dated 31.07.2025, has clarified that the Payment Gateway charges as per the RBI guidelines and GST on Payment Gateway charges, being charged by ATAs during online Air/Railway ticket booking are reimbursable. Therefore, it is requested to settle the claims accordingly.

2.  This issues with the approval of the Competent Authority.

Subject: Change of terminology used for specific category of account holders, viz. “Persons with unsound mind” in POSB Schemes.

Madam / Sir,

The matter related to usage of appropriate terminology, for specific category of persons with unsound mind often referred to as individuals with mental health conditions or intellectual disabilities, requiring a guardian to manage their financial accounts under the Post Office Saving Schemes and require special consideration within the legal framework, was under examination of this Department in consultation with Ministry of Social Justice & Empowerment, Department of Empowerment of Persons with Disabilities (Divyangjan), Ministry of Health and Family Welfare etc.

2. After detailed examination, It has been decided to use a common terminology as “Persons with mental illness or intellectual disability” in place of ‘persons with unsound mind’ in POSB Schemes, to address such categories of depositors mentioned above.

2. Henceforth, it is requested to use “Persons with mental illness or intellectual disability” in all forms and stationery and also in software, in place of “persons with unsound mind, henceforth. Necessary amendments will be made in Rules & Regulations in due course.

3. It is reiterated that this order intends to change only the nomenclature. All other conditions for opening & operating POSB schemes will remain the same.

4. It is requested to circulate these instructions to all concerned for information and necessary guidance. This may also be placed on the notice board of all Post Offices in the public area.

5. This issues with the approval of the Competent Authority.

Following Broad Guidelines to be considered by the TPC: –   a) Upon promotion to HSG-II / HSG-I / HSG-I (NFG) posts, and subject to the availability of vacancies, officials shall be allotted to the same Division as far as possible. If allotment to the same Division is not feasible, they may be posted to a nearby Division. b) While allotting Regions to newly promoted officials, pending transfer request for change in Region shall be considered first before allotment of Region to newly promoted officials.

Following Broad Guidelines to be considered by the TPC for allotment of Division to LSG: – a) Upon promotion to LSG posts, and subject to the availability of vacancies, officials shall be allotted to the same Division as far as possible. If allotment to the same Division is not feasible, they may be posted to a nearby Division. b) While allotting Divisions to newly promoted officials, pending transfer request for change in Division shall be considered first before allotment of Division to newly promoted officials.

Note: For Postman, Mail Guard, MTS and equivalent Cadres and other Units, which are not covered above, Circle will make similar Committees.

2. In addition to above, following are also clarified –

(i) For first review of the allotments/transfers/postings in the Circles’ next authority higher than the approving authority may be the Competent Authority. For second and last review, the next authority higher than the first reviewing authority may be the Competent Authority. In case CPMG is the approving authority or the first reviewing authority’ review may rest only with CPMG and cases need not be sent to the Postal Directorate.

(ii) If post of any member/chairman of the committee is vacant, the officer (holding/looking after the additional charge of the said post) may be the member/chairman of the Committee as the case may be.

3. Any guidelines / instructions, issued earlier, containing provisions which are contrary to what have been stated in this communication shall be deemed to have been modified to the extent mentioned.

4. Contents of this letter may be brought to the notice of all concerned for information and strict compliance.

5. This issues with the approval of the Competent Authority.
