NFPE WRITES TO THE DEPARTMENT

 

●Sub:  Filling up of vacant GDS posts in RMS.

 

No. PF-17/2011                                               Dated: 25th  January, 2011

,

            As you aware, the Directorate has issued orders to stop filling up vacant posts of GDS in RMS Offices. It was told that this measure is taken in order to facilitate combination of the duties of GDS posts for converting the posts as Group D posts.

 

            Even after a lapse of six months, no action has been taken by the department for combination of the duties of the vacant posts with the existing GDS. As a result hundreds of GDS posts are remaining unfilled for month together in RMS.

 

            I request you to take necessary action either for immediate filling up of all vacant GDS posts in RMS or for combining the duties for converting the posts as Group D posts.

●Sub:  Filling up of vacant posts of Driver in MMS.

            "Consequent on scrapping of Screening Committee for Annual Direct Recruitment "the Department has initiated action for filling up of Direct Recruitment vacancies in all cadres. But it is regretted to note that action for filling up of Direct recruitment vacancies of Drivers in MMS is yet to be taken by majority of the Circles.

 

            I request you to cause instructions to all Circle Heads to expedite action for filling up , of all vacant posts of Drivers , by  direct recruitment .

●Sub: Revision of out Station Allowance (OSA) payable to RMS Staff.

 

No. PF-16 /2011                                                   Dated: 25th  January, 2011

 

            Kindly recalled the discussion our Union representatives had with you on 12.07.2011,on the items raised in the July 13th Strike Charter of demands. It was assured that orders revising the OSA payable to RMS Staff will be issued without any delay.

            It is regretted to note that even after a lapse of eight months orders are yet to be issued .

            It request your kind intervention to ensure early release of the OSA revision orders.

●Sub:  (i) Inordinate delay in revision of wages and

            (ii) Indiscriminate outsourcing of duties of Casual Labourers and part-time   contingent     employees of the Department of Posts.

No.PF -50 /2011                                  Dated: 25th  January, 2011

            This has a reference to our earlier letter No.PF-51/2010 dated 16.10.2010.

            As per the Supreme Court Judgement Casual labourers  are to be paid wages on pro-rata basis with reference to the minimum wages paid to Group 'D' Staff . Consequent on implementation of Sixth CPC recommendations, Govt. of India has revised the minimum wages of Group 'D' employees in the month of September, 2008,with effect from 1.12006 .It is regretted to note that even after a lapse of two years , the wages of the Casual Labourers are not revised w.e.f 1.1.2006.

            As per clarificatory orders issued by the Directorate, the work hitherto performed by the Casual labourers in Administrative Offices are to be compulsorily outsourced. Based on the above orders Casual labourers who have been continuously working for more than 1o to 30 years and made as outsourced employees and their wages has been drastically reduced.

            In some Circles and Divisions even the Sweeping and Scavenging work done by Casual Labourers of operative offices are also compulsorily outsourced, by misinterpreting the Directorate Orders. They are denied pro-rata wages as Casual Labourers, instead they are treated as outsourced workers and reduced hourly wages are paid.

            Most of the Casual Labourers and Part-time Contingent employees belong to the socially and economically backward and marginalized sections of the society. They and their families are leading a miserable life and hence this downtrodden employees needs protection and sympathetic treatment.

            I once again request your immediate intervention in the case, so that

(a)  Orders revising the wages w.e.f. 1.1.2006will be issued without any further delay and

(b)  Status-quo will be maintained in respect of casual labourers and part-time contingent employees who are already in service as on 1.1.2006 and their duties shall not be outsourced under any circumstances.
