GAZETTE NOTIFICATION ISSUED SHALL BE IMPLEMENTED IN LETTER AND SPIRIT

Hon'ble Minister of Communications as well as Minister of State have cleared the crucial file regarding Merger of Accounts cadres of P & T, with clear cut instructions to all concerned Authority to comply with them in respect of the following three items:

1.      All information sought by the Steering Group for Merger may be supplied by  Officers of any rank in the Departments of Posts & Telecom

2.      All promoted officials (465 waitlisted officials) may be relieved within Three Days time enabling them  to assume charge and

3.      Gazette Notification issued by the DOT to be implemented true to its letter and spirit.

Now the position is specific and categorical. Now, it has become our duty to give final touch to this hard won product of struggle by accepting the Provisional offer of promotion immediately and ready to undergo the proposed Training/Promotion.

It is, therefore, requested that all qualified officials may approach their concerned CCA, DOT and accept the offer of Promotion as per the Pro forma enclosed therein. This need not be confused with the question of Relieving order to be issued by DOP which will follow soon.

As per the Promotional Orders issued, even those officials who have earlier passed IPO exam and jointed as IPO or promoted ASP also are included. Therefore there is no problem for them too appear before the Controller in DOT in order to accept the promotional offer.

This is regarding issuing of provisional appointment order by DOT for the JAO waiting list candidates as AAO . It is learnt that the DOP is delaying in issuing the order after the merger of DOP and DOT has agreed by both the departments. It is well known fact that DOP has slept over the merger issue for past two years without taking any decision on the merger issue. Finally the DOT has issued provisional appointment order as per the waiting list provided by the DOP which includes the names of IP/ASP who are qualified as JAO. It is learned that the DOP has some reservation on many issues such as issuing provisional appointment order for IP/ASP also among other things. Your Association had brought the news and pleaded with secretary for issue of order to wait listed JAO qualified officials including IP/ASP but till date no order has been issued by DOP. It shows the DOP has planning to exclude the names of IP/ASP from the waiting list arbitrarily.

AAO being having grade pay of Rs. 4800/- has so many promotional avenues, it is a boost to the waitlisted JAO qualified candidates but the DOP has taken anti employees stand by denying the promotion for the last 20 years without taking any efforts to liquidate the waiting list . When the employees themselves with the help of Association have taken efforts to bring the DOT and DOP under one umbrella, it is strange to note that the DOP, instead of helping the employees has denied their promotion.

It is understood that the DOP is afraid of mass exodus of IP/ASP on the plea that the work of various circle will become standstill. It is unfortunate that the DOP instead of relieving the IP/ASP as AAO, trying to subvert the issue on flimsy grounds, If IP/ASP were given promotion as AAO more IP will get as ASP and PA will get the opportunity of becoming as IP, such is the case why the DOP is delaying the issues is nothing but an anti employee attitude. I request your union to take up this issue with secretary DOP for issue of early order and set the motion of promotion avenues to those wait listed JAO qualified candidates, IP/ASP and PAs early.
