GDS INDEFINITE STRIKE CALL UPDATE
 
First round of conciliatory talks is held today by the Regional Labour Commissioner with the GDS Union and the Department of Posts. This will be continued again on Monday on 15.12.2008 but there may be discussions on the demands for modifications of Nataraja Murti Committee recommendations with the GDS Union by the Senior Officers Committee headed by the Chief PMG Delhi Circle Shri. Gopinath either tomorrow or day after.

TOTAL SOLIDARITY TO GDS INDEFINITE STRIKE

 

NFPE Federal Secretariat that met on 9.12.2008 thoroughly discussed the entire developments taken place since our earlier Federal Secretariat Meeting held on 8.11.2008. The submission of Nataraja Murti Committee recommendations; the need for united struggle to get the negative recommendations rejected and necessary modifications accepted by the Government; the decision of the all India Convention of NFPE held at Guntur for launching a united Indefinite Strike from 6.1.2009 on a common Postal Charter of Demands and on a common CG Employees Charter of Demands; the submission of Indefinite Strike notice for strike from 17.12.2008 by the GDS Union undermining the decisions of the NFPE Unions for a joint strike with preparations during December etc have all been considered by the Federal Secretariat.

 

Though the NFPE Federal Secretariat was of unanimous view that the GDS Union should have fallen in line with the decision of the NFPE for a joint Indefinite Strike from 6.1.2009 for which Notice should be served on 19.12.2008 and hectic strike tour from 21.12.2008 to 4.1.2009 to ensure total participation of postal employees on a Postal Charter of Demands of both GDS and regular employees for ensuring better victorious results, the Secretariat has assessed that the GDS Union is not likely to withdraw the strike notice served by it and therefore the situation emerged is very crucial in the interests of three lakhs of GDS and to our movement.

 

The NFPE Secretariat was of the considered opinion that irrespective of the stand taken by the GDS Union, the movement cannot allow the GDS to be isolated at the time of their struggle for modification of the recommendations of Nataraja Murti Committee that is loaded with many anti-GDS recommendations. The Secretariat considered that any failure would result in losing the gains registered by the NFPTE – NFPE movement during the past four decades for GDS and therefore the Federation and all the affiliated Unions / Associations cannot but take a firm stand to render total solidarity to the GDS by joining the Indefinite Strike from 17.12.2008. It was in this background the following resolution was unanimously adopted:

 

RESOLUTION OF FEDERAL SECRETARIAT

 

The Federal Secretariat of NFPE which met at the office of the NFPE on the afternoon of 9.12.2008 on analysing the entire development of events taken place including the situation arising out of submission of Indefinite Strike notice by the GDS Union, has unanimously resolved to call upon the entirety of postal regular employees to extend total solidarity to the striking GDS by joining the Indefinite Strike from 17.12.2008 and make the strike programme of GDS a grand success. 

 

This Secretariat also resolves unanimously to call upon the Postal Board to hold meaningful negotiations immediately with the Staff Side and reject the negative recommendations of the GDS Committee as well as to modify them as demanded by the unions / federations and avert the Indefinite Strike in the larger interest of three lakhs of Gramin Dak Sewaks and also to protect tranquillity and peace in Department of Posts.

 

NFPE AND AFFILIATES SERVE NOTICE TO DEPARTMENT

                     

NFPE and all Affiliated Unions have submitted a joint letter dated 9.12.2008 to the Secretary [P] expressing the above decision of the Federal Secretariat and intimating that this letter may be treated as a Strike Notice. The Department was requested to immediately hold negotiations with the Staff Side for modifying the recommendations of Nataraja Murti Committee as demanded by the unions / federations in order to avert a strike and to maintain peace.  NFPE SERVES ULTIMATUM ON POSTAL CHARTER OF DEMANDS

 

In accordance with the decisions of the All India Convention of NFPE at Guntur, a letter of ultimatum containing the Postal Charter of Demands as formulated by the Convention was submitted to the Secretary [P] on 10.12.2008. It is a 19 points Charter of Demands as furnished below. But the full text of the Charter of Demands including the Sectional Charter of Demands submitted on 15.02.2008, which forms part of the present Charter of Demands also, can be downloaded from our websites.

 

The Department is requested to hold meaningful negotiations and settlement on all these vital issues of postal employees before 18.12.2008. It was also intimated that as per the decision of the All India Convention, failure to negotiate and settle will result in an Indefinite Strike during the first week of January. CHARTER OF DEMANDS

 

  1. Modify and improve the recommendations of Nataraja Murti Committee and reject the retrograde recommendations [list of modifications / rejections endorsed separately].
  2. Re-fix the wages all Paid Substitutes – RRR Candidates – Part Time / Contingent w.e.f. 1.1.2006 on the basis of 6th CPC Revised Pay Scales.
  3. Exempt Postal Department from the purview of Screening Committee and fill up all vacant posts in all cadres immediately.
  4. Hold Periodical Meeting and JCM Departmental Council / RJCM Regional Council meetings as per the schedule.
  5. Implement all issues of April 2007 Strike Settlement.
  6. Negotiate and settle the sectional charter of demands submitted by Federations and unions on 15.02.2008.
  7. Finalise Cadre Review for all cadres – creation of a separate establishment for System Administrators and redressing their current problems.
  8. Improve the ACP and make it applicable to Postal Employees.
  9. Remove all trade union victimisation in all Circles and end irrational application of Contributory Negligence orders.
  10. Do not introduce new schemes without consultations with the Staff Side.
  11. Withdraw the SLP against the RRR Candidates and absorb them immediately.
  12. Grant immediate fixation of higher scale as per 6th CPC to TBOP/BCR Postmen / Mailguards.
  13. Grant higher pay scales to Head Mail Peons at par with Postman / Mailguard.
  14. Grant Notional fixation for Artisan Grade I in MMS w.e.f. 1.1.1996 at par with the Railways and Defence.
  15. Redistribute the LSG / HSG II / HSG I posts for Circle Offices including DPLI Kolkata.
  16. Withdraw decentralisation of PLI/RPLI functions of Circle Offices.
  17. Stipulate periodicity of deputationists to Circle Offices and recruit new incumbents.
  18. Ensure integration of all Accounting streams in DOP under PA Wing and stop the proposed move to decentralise Postal Accounts.
  19. Restore the 3 year periodicity for promotion to Senior Accountant cadre.

                                                          NATIONAL EXECUTIVE OF CONFEDERATION ON 13.12.2008

 

The National Executive of Confederation of Central Government Employees will meet on 13.12.2008 in New Delhi. This meeting is expected to review the action taken on the decisions of the extended National Executive and resolve future course of action to be taken including organizing an Indefinite Strike.

 
BUILD UNITY FOR STRUGGLE

 

NFPE will take every effort to unite the entire organizations for the struggles in line. We are discussing with FNPO leaders for forging struggle unity. We are discussing with the leaders of Confederation for synchronizing the struggle of all in a comprehensive manner to ensure total unity during struggle. NFPE Secretariat is aware of time constraint on all of us in general and on the rank and file leadership in particular in organizing struggles. Let us take things on its priority. Let us first concentrate on our first task of winning the GDS demands through 17.12.2008 Indefinite Strike or through negotiations prior to that. The other struggles shall take its importance after the first phase is over. The task is stupendous and the decision of GDS Union to go ahead without waiting for others has made the task more complex and complicated. Still we have our historical responsibility and role to play in the larger interest of three lakhs of GDS and the whole movement itself. Let us play our united role. Let us commence the preparations with war footing.

NFPE SERVES ULTIMATUM TO DEPARTMENT ON REGULAR EMPLOYEES ISSUES ALSO

NFPE SERVED LETTER OF ULTIMATUM TO DEPARTMENT ON POSTAL CHARTER OF DEMANDS ALSO
 
NFPE SECRETARY GENERAL AND ALL GENERAL SECRETARIES SERVED NOTICE FOR SOLIDARITY INDEFINITE STRIKE TO SECRETARY TODAY
 
Dear Comrades!
 
This day morning a letter signed by all General Secretaries of NFPE affiliated unions / associations and the Secretary General intimating total solidarity to GDS Indefinite Strike has been served on the Secretary Department of Posts, intimating that all the Postal Employees will embark upon the indefinite strike w.e.f. 17.12.2008. The copy of the letter dated 9.12.2008 addressed to Secretary [P]  was already exhibited in the website yesterday but one line is added at the end of the letter as follows: " This letter may please be treated as Strike Notice". The full text of the corrected letter is also reproduced below.
 
Accordingly all Postal, RMS, MMS, Administrative and Postal Accounts will be on indefinite strike from 17.12.2008 if the negotiations are not held to settle the demands of the Staff Side on modifications of Nataraja Murti Committee recommendations.
 
Another letter of ultimatum by the Federation also is submitted to the Secretary Department of Posts today morning with the Charter of Demands containing all GDS and Regular Postal Employees issues as per the decision of the Guntur All India Convention of NFPE Unions / Associations. The entire text of letter and the updated Charter of Demands also are reproduced below. We have requested immediate negotiations and settlement of all these demands before 18.12.2008 and intimated that as per the decision of the All India Convention a Strike Notice for indefinite strike during first week of January 2009 would be served on 19.12.2008.

The Federal Secretariat of NFPE that met on 9.12.2008 has considered the submitted report of Nataraja Murti Committee and the constitution of a Senior Officers Committee for considering the implementation thereof. It has also considered the Note submitted by the NFPE as well as by the different GDS Unions / Federations seeking modification in the report. The fact that no discussion over the modifications requested by the staff side is forthcoming is also engaged the attention of the Federal Secretariat.

 

The All India Postal Extra Departmental Employees Union has served a Notice for Indefinite Strike from 17.12.2008. In this background the Federal Secretariat after a thorough discussion on 9.12.2008 has resolved to request the Postal Board to commence meaningful negotiations with the Staff Side to modify the Nataraja Murti Committee recommendations and settle the demands to avert the Indefinite Strike for preservation of tranquillity and peace in the services.

 

The resolution adopted in the Federal Secretariat requesting negotiations and also expressing solidarity by the regular employees to the strike action of GDS is enclosed for favour of your kind information and necessary action. This letter may please be treated as Strike Notice.

Sir,

 

This Federation is constrained to bring to your kind notice that the All India Convention of all Circle Secretaries and CHQ Office Bearers of all affiliates of this Federation held at Guntur on 29.11.2008 has resolved to submit the enclosed Charter of Demands to the Department for settlement and to launch an Indefinite Strike in the event of non-negotiated settlement.

 

It can be seen that almost all the demands were taken up with the department for long. Many issues were submitted to the department through unions wise Charter of Demands in the month of February 2008 [15.02.2008]. Unfortunately no attempt to convene any meaningful negotiation with the Staff Side is forthcoming causing grave concern and disillusion amongst the entirety of postal employees.

 

It is in this background that the All India Convention of NFPE unions and associations took the decision to submit the enclosed Charter of Demands and request for a negotiated settlement. It is also decided by the above all India Convention that in the event of a non-negotiation by the department for a negotiated settlement before 18th December 2008, the entire postal employees shall have to embark on an Indefinite Strike in the first week of January for which a formal Notice shall have to be served on 19th December 2008.

 

This Federation is confident that you will personally intervene in this matter and cause serious discussions with the Staff Side on the long pending vital issues of the employees' to restore peace in the minds of the employees and to avert any unpleasant development that may disturb the tranquillity in our services.

 

We therefore request for your kind and immediate action that may be appropriate to bring about a negotiated settlement.

NFPE Federal Secretariat meeting held today evening at the office of the NFPE. Office Bearers of NFPE and General Secretaries of P3, P4, R3 and R4 participated. The Secretariat thoroughly discussed the whole situation and decided unanimously that when the three lakhs of GDS are on strike, NFPE and all its affiliated unions and associations cannot remain as spectators. In order to strengthen the strike and to strengthen the negotiations for an acceptable settlement and to reject the retrograde recommendations of the Nataraja Murti Committee, the Secretariat has resolved to call upon the entirety of Postal, RMS, MMS, Administrative and Postal Accounts employees to extend total solidarity by joining the indefinite strike from 17.12.2008.

A National Convention on the above subject will be held at New Delhi on 12th December  2008. The Venue will be the FICCI Auditorium, near Mandi House, New Delhi. The Convention is slated to be between 11.00 AM to 3.00 PM. It is being co-sponsored by All India State Govt. Employees Federation, Bank Employees Federation of India, All India Insurance Employees Association and the Confederation of Central Govt. Employees and Workers. The Convention is conceived to be of not only educative but also to co-ordinate and canalize all efforts to register an emphatic protest against  the proposed reforms in the Banking, Insurance and Pension Sectors being attempted by the UPA Govt. at the fag end of their tenure.
 
It has also been decided to organize a mass demonstration in all State Capitals on the same day jointly by the Comrades of the Sponsoring Organisations. The COC Secretary of the State Capitals are requested by the Confederation Headquarters to get in touch with the leaders of AIIEA, BEFI and AISGEF and finalise the local programme as to the local requirements. NFPE requests all Circle Secretaries and leaders to co-ordinate with the General Secretaries of C-O-Cs in this matter. Those comrades who are interested to take part in the Convention in New Delhi on 12.12.2008 are welcome to attend. They will have the opportunity to witness the National Executive Session of the Confederation on 13.12.2008 also.

FEDERATION IS INVITED FOR TALKS ON MODIFICATIONS IN GDS COMMITTEE REPORT

DEAR COMRADES!
 
The Senior Officers Committee headed by Shri.Gopinath the Chief Postmaster General constituted to go into the recommendations of the Nataraja Murti Committee has invited NFPE for discussion. The NFPE has already submitted a list of modifications to be necessarily made in the GDS Committee Report to safequard the interests of the three lakhs of GDS. A delegation of NFPE will attend the discussion shortly. Exact date of discussion is being ascertained by the Senior Officers Committee to suit the convenience of all organisations to attend the discussion.
 
The above discussion however is likely to be at any time in the next week before 18.12.2008. The developments, the trend of discussion, the approach of the Committee towards all the basic modifictions sought by us etc will be immediately placed in our websites after the meeting is over.
 
NFPE All India Convention in which the Circle Secretaries and CHQ Office Bearers from P3, P4, R3, R4, Admn, Postal Accouts, GDS Unions / Associations and NFPE Office Bearers participated in Guntur on 29.11.2008 has already decided to negotiate on the above issues and serve a Notice for indefinite strike on 19.12.2008 with the strike to commence from 6.1.2009 if there is no positive results out of the negotiations.

DEAR COMRADES! NFPE is receiving emails and comments from TBOP officials, RTPs, System Administrators and PO&RMS Accountants etc that their problem is not finding a place in the Charter of Demands.

All the above problems are already covered under the Sectional Charter of Demands submitted to the Department in March 2008, which is a demand in the present charter of demands also. The 19 Points in the Charter are only the broad headlines and when we publish the entire sub-heading demands inside each main 19 heads, each and every demand will be clear for all. Full demands list will be placed in the website after the Charter of Demands is further improved with the suggestions from membership and the General Secretaries finalise the Charter shortly before submission on 19.12.2008 to Government.

We only request all to suggest whatever opinion comrades want to send without forming wrong opinions that their issues are omitted like that. The Charter is being improved and full charter when published comrades can see the entire demands in one place. No issue of any section of employees will be omitted by us in the Charter of Demands.

STRIKE NOTICE TO BE SERVED ON 19.12.2008

 

POSTAL CHARTER OF DEMANDS COVERING GDS NATARAJAMURTI COMMITTEE ISSUES AND REGULAR EMPLOYEES ISSUES

 

NATIONWIDE STRIKE PREPARATION TOUR BY ALL INDIA AND CIRCLE LEADERS FROM 21.12.2008 TO 4.1.2009.

 

Dear Comrades,

 

NFPE All India Convention comprising all the Circle Secretaries of NFPE Unions / Associations and the CHQ Office Bearers and Federation Office Bearers and many Circle Secretaries and Office Bearers of GDS Union held at Guntur on 29.11.2008 has unanimously decided to go on Indefinite Strike from 6.1.2009 on a Postal Charter of Demands.

 

The Convention of its first kind since the foundation of NFPE in which all the Circle Secretaries and All India Office Bearers – who are the leaders of the movement of the NFPE – has also decided to request the Confederation to synchronize its Indefinite Strike with this strike from 6.1.2009 and serve a Indefinite Strike Notice on all Pay Commission related demands.

 

The Convention came to the unanimous conclusion that only a united action by all will help the rejection of all negative recommendations of Nataraja Murti Committee and modify it to the satisfaction of the three lakhs GDS.

 

The GDS Committee has submitted its recommendations which are being considered by a Senior Officers Committee for implementation. The Unions and Federations have submitted letters seeking modifications in the Report which are to be considered by the above Senior Officers Committee. A negotiations has to follow before finalisation of issues for implementation.

 

The Convention therefore decided that there shall be an ultimatum upto 18.12.2008 to the Government for holding negotiations and satisfactory settlement failing which the Notice for Strike shall be served on the Government on 19.12.2008 by holding mass rallies in New Delhi and in all State Capitals and Divisions and to commence the Indefinite Strike from 6.1.2009.

 

The following Charter of Demands has been adopted by the All India Convention for negotiations and Indefinite Strike if negotiations failed.

 

CHARTER OF DEMANDS:

 

  1. Modify and improve the recommendations of Nataraja Murti Committee and reject the retrograde recommendations [list of modifications / rejections endorsed separately].
  2. Refix the wages all Paid Substitutes – RRR Candidates – Part Time / Contingent w.e.f. 1.1.2006 on the basis of 6th CPC Revised Pay Scales.
  3. Exempt Postal Department from the purview of Screening Committee and fill up all vacant posts in all cadres immediately.
  4. Hold Periodical Meeting and JCM Departmental Council / RJCM Regional Council meetings as per the schedule.
  5. Implement all issues of April 2007 Strike Settlement.
  6. Negotiate and settle the sectional charter of demands submitted by Federations and unions during March 2008.
  7. Finalise Cadre Review for all cadres.
  8. Improve the ACP and make it applicable to Postal Employees.
  9. Remove all trade union victimisation in all Circles and end irrational application of Contributory Negligence orders.
  10. Do not introduce new schemes without consultations with the Staff Side.
  11. Withdraw the SLP against the RRR Candidates and absorb them immediately.
  12. Grant immediate fixation of higher scale as per 6th CPC to TBOP/BCR Postmen / Mailguards.
  13. Grant higher pay scales to Head Mail Peons at par with Postman / Mailguard.
  14. Grant Notional fixation for Artisan Grade I in MMS w.e.f. 1.1.1996 at par with the Railways and Defence.
  15. Redistribute the LSG / HSG II / HSG I posts for Circle Offices including DPLI Kolkata.
  16. Withdraw decentralisation of PLI/RPLI functions of Circle Offices.
  17. Stipulate periodicity of deputationists to Circle Offices and recruit new incumbents.
  18. Ensure integration of all Accounting streams in DOP under PA Wing and stop the proposed move to decentralise Postal Accounts.
  19. Restore the 3 year periodicity for promotion to Senior Accountant cadre

 

The Charter of Demands will be finalised in consultation with the General Secretaries before submission to Department of Posts.

 

The Convention also decided that the Demands Charter to be finalised by the National Executive of the Confederation on 13.12.2008 in New Delhi will also be endorsed by the NFPE and submitted along with the Strike Notice.

 

The Convention resolved to accord top priority during negotiations for settlement.

 

The Convention was not attended by the GDS General Secretary in spite of invitations. But a number of Circle Secretaries and Office Bearers of GDS Union attended and desired a joint struggle on a common charter of demands.
