SUCCESSFUL FEDERAL EXECUTIVE MEETING

NFPE FEDERAL EXECUTIVE SUCCESSFULLY HELD IN THIRUVANANTHAPURAM
 
 
ACP SCHEME ACCEPTED BY THE EXECUTIVE
 
 
Dear Comrades,
 
The Federal Executive of NFPE held its two days session on 22.09.2008 and 23.09.2008 in P&T House, Thiruvananthapuram [Kerala]. Many decisions were taken in the Executive. A detailed Circular will be released shortlY by the Federation. Major decision taken with regard to ACP and Cadre Restructuring is flashed hereunder:
 
1. Unanimously decided to give  letter to the Department of Posts immediately from the Staff Side accepting the ACP Scheme of financial upgradation in place of TBOP/BCR.
 
2. All Affiliated Unions / Associations of NFPE will finalise as like P3 CHQ a detailed Scheme of Cadre Restructuring for their respective cadres and give it to NFPE and the Federation would consolidate the same and submit to the Department of Posts. The Scheme finalised by P3 CHQ would be endorsed by the Federation to the Department of Posts for processing.

  1. I would like mention here that in Department of Atomic Energy, earlier LDCs were given ACP to the next higher grade ie. UDC. And UDCs were getting ACP in 5000 scale (ie. senior clerk).

    Now after implementation of 6CPC it seems that they are going to give ACP scheme to LDC to the 3200 scale (5CPC scale) ie. below UDC scale and for UDCs they are going to give (4500 scale).

    Here it is to be mentioned that UDCs and LDCs have been already treated as helpers by 6CPC, and now it has been verified by the Department.

  3. really happy that the decision was in favour of acp

    now simce the first instalment of arrears have been drawn, the next two questions on the minds of the entire postal staff fraternity is regarding the time for implementation of ACP and the other when second instalements get payable

    please clarify whether convening of DPCs and checking of ACRs are to be followed in ACP also. I guess, since this is only financial upgradationa nd not promotion, these will not be required.

    If DPCs and ACRs are required, then I presume that it would atleasst take one years time from now for implementing the ACP

Dear Comrade Anil - The modification made by the 6th pay commission to deny higher scale as per the existing hierarchical set up but grant only the next grade pay has caused this problem to Atomic Energy employees and in all other departments including MMS under Department of Posts. It is against this the Staff Side given a Note to Cabinet Secretary but not accepted - Let us carry on the united effort to change the negative change brought about by the pay commission and the Government soon.

Dear Comrade Janapati - Let us not become pessimistic and frustrated - All the regular employees shall stand with GDS as soon as the GDS Committee Report is submitted in October 2008 if the recommendations are retrograde. Our NFPE Federal Executive on 22.09.2008 in Thiruvananthapuram h as authorised the Secretariat to take any decision for struggle in this matter and NFPE will not hesitate to organise struggles in support of GDS cause in consultation with the All India Union of GDS if the GDS Committee rejects justice.

    I would like to mention that there is no any efforts are made for the system Administrator cadre to brought in to the higher pay scales or othrwise. Kindly clarrify the matter. and if so kindly taken up the proposal for same with the DOPT for system Administrators in the department of posts.

    very happy to see that the acp decision was arrived at unanimously. I guess that the entire postal fraternity will back up this decision of yours

    by the way, untill 22nd september, tyhe news were regulalrly updated and we were following this site regularly. Now, I find that the news are not being updated regulalrly and its almost been a week time that the latest news has not been updated. Kindly cause immediate action for ensuring regular updations .

    in what time from now, we can expect its implementation in our Department.

    also whether, arrears will be paid if an official gets finnacial upgradation after 01.01.2006 on completion of 10, 20 & 30 years

    please also clarify if, convening of DPCs is a must for this acp

    please take up the issue of enhgancing PL Bonus to Rs 3500/- as notified by the Government last year. I think we can proceed on this legally, if govt fails to enhance the limit since the government itself vide their gazzette notification have ordered for implementation last year itself.

    What is the result of Thiruvananthapuram meeting held on 22 & 23.09.08. NFPE web site has not been updated from 23.09.08 onwards. Kindly update the website and intimate the following points pending for consideration at Department of Posts:

    1) ACP scheme.
    2) Cadre restructing.
    3) Granting of higher pay scale to TBOP/ACP-1.
    4) What are saving matches for eariler posts.
    Web site is not updated till 10 days. Kindly update and intimate the present position.
    Sep-19 was treated as strike declaration day. What is the result? When will we go on strike?

  12. Dear Comrade Chennu - Thiruvananthapuram Federal Executive has decided to accept the Modified ACP Scheme and the letter to the Department of Posts joinly by NFPE and FNPO is submitted today. On Cadre Restructuring and other details connected to that will be flashed later after NFPE submits comprehensive Cadre Restructuring proposals for all cadres.

Dear Comrade Srikanth - nice to get such interactions - yes i was on tour and i had some technical problems in uploading in the absence of broadband connectivity - REached headquarter today only - thanks for your support behind the leadership on ACP decision - the letter of consent for ACP to the Department of Posts is being given to Secretary [P] today afternoon - Implementation of ACP will be specified in the ACP Orders and we have to wait for that - DPC is a must and all conditions attached with promotion will all be applied for ACP also - On Bonus Ceiling the matter has already been taken up by us and the Staff Side Secretary also spoken with the Finance Secretary - We are just awaiting the file to come out of the MOF and then we will know the decision of the Government - Regards.

    whether the higher grade pay for TBOP has taken up while cadre re-structuring? If so, what is the grade pay allotted for TBOP/ACP-1 in the proposed cadre re-structuring by the NFPE to the Government.

  16. Dear Comrade Sivaprasad - Under ACP Scheme no jumping over any Grade Pay is permitted. It will always be to 2800/= Grade Pay from 2400/= Grade Pay. On the other hand cadre restructuring is a new promotional ladder in place of LSG/HSG and the idea is to ensure people go to 4200/= Grade Pay for their first promotion. Let us be clear that ACP is upgradation and cadre restructuring is promotion.

    In your reply given to chennu on 19.09.08 you have said the following few lines:
    "Dear Comrade Chennu - the demand for upgrading 4500-7000 into pre-revised 5000-8000 on par with Telecom was indeed raised by NFPE in our Note to Secretary [P] on 17th April 2008. However the Department not agreeing to take up the issue in that angle but proposes delayering of LSG so that PA can directly go into 4200 Grade Pay as first promotion. Our concern is to ensure not only LSG but also TBOP able to reach 4200 Grade Pay. The Cadre Restructuring that we are working out is only in that angle.

    In the above reply you have given to comrade chennu that the cadre restructuring that we are working out is to ensure not only LSG but also TBOP able to reach 4200 Grade Pay.

    The reply is contradicting with the reply given to me on 29.09.08.

    Hence i request you sir kindly intimate whether the cadre restructing is working out in that angle. If not kindly work out in that angle to allot Rs.4200/- as grade pay to TBOP/ACP-1 as you said in your earlier reply to chennu.

Dear Comrade Sivaprasad - TBOP or ACP scale of pay cannot be changed or modified to 4200/- grade pay in the background of pay commission's rejection of our demand unless we could delayer that promotional level- The only thing possible is to ensure through cadre restructuring that our first promotional ladder is 4200/= and entry level is 2800/=. Then employees without any stagnation move up in the ladder to that level - However ACP is different as it is only upgradation and under the extant rules on ACP no one can jump over any grade pay - This means any one who is to temporarily stagnated for his promotion for more than 10 years will be placed under ACP only in 2800/= grade pay if we could not otherwise eliminate that layer itself . We try to delayer 2800/= Grade Pay itself in the promotional ladder by suggesting under restructuring for elevating the entry scale itself to 2800/= grade pay. My earlier comment that we try to take TBOP also to 4200/= Grade Pay was in the background of our thinking to better the promotional ladder through cadre restructuring to skip staying in 2800/= level.But presently we are proposing 2800/= Grade Pay level for entry level of PA cadre itself.
