Dear Comrades! As I was out of headquarters between 19th September to 28th September 2008 and the inability to upload links in the website because of some technical difficulties – the NFPE website could not be updated. I have reached Headquarters today morning. Some Orders released during the past week are placed in our website for your downloading:

LTC ORDERS INCREASED OFFER TO NEW RECRUITS

Date of Effect is 1.9.2008.

Fresh Recruits will for the first 8 years service be given 3 Home Town and 1 All India LTC during a bloc year period.

Parents and Step Parents are now included in the Family of a Government Employee for the purpose of LTC.

Travel entitlements will be the same for both official tour and LTC.

Travel entitlements altered to allow AC 3 Tier to officials below 4200 Grade Pay; AC 2 Tier for 4200/4600/4800 Grade Pay; Economy Class by Air / AC 2 Tier for Grade Pay 5400 and 6500 and so on.

Total 60 days leave encashment permissible for LTC during entire career @ 10 days per LTC that will not be deducted from the EL at credit for encashment at the time of retirement.

TRAVELLING ALLOWANCE

Date of Effect is 1.9.2008.

The mileage earned by air travel by a Government Officer will here after words be used only for official tour of other officers.

Daily Allowance on Tour discriminates between official to official. While Hotel Room entitlement at varying level can be understood, the daily allowance for food is also different from one to another even though there is not going to be any change of price for food items in Hotels for person to person. The meaning is that while a lower grade official on tour with a higher official should eat less and less nourishment foods while his superior on tour can eat more nourishment.

CONVEYANCE ALLOWANCE

Date of Effect is 1.9.2008

Fixed Conveyance Allowance rates revised and when DA crosses 50% in the revised Pay Structure, then 25% should be added to the rates also.

CARETAKING ALLOWANCE

Date of Effect is 1.9.2008

10% of Revised Pay and Grade Pay will be paid.

Posts of Caretakers shall be merged with the general Ministerial Cadres in all Departments.

FAMILY PLANNING ALLOWANCE

Date of Effect 1.9.2008.

Family Planning Allowance doubled subject to a minimum of 210/= per month.

Grade Pay 1300 to 2400 = 210/=

Grade Pay 2800 = 250/=

Grade Pay 4200 = 400/=

Grade Pay 4600 = 450/=

Grade Pay 4800 = 500/=

Grade Pay 5400 = 550/= and so on.

ENCASHMENT OF LEAVE &

ELIGIBILITY TO ENCASHMENT OF LEAVE Orders also released by DOPT.

  1. SIR, I JOIN DEPARTMENT OF POST AS A POSTAL ASSISTANT ON 23RD JANAUARY 2007. MY OLD INCREMENT MONTH IS NOVEMBER ACCOURING TO MY TRAING PERIOD. SIR, I GOT ONLY 1 INCREMENT IN 6TH PAY COMMISSION IN 18 MONTH. ACCOUNTANT SAYS THAT I DON'T COMPLEAT 6 MONTH IN REVISED PAY AS ON 01 JULY 2007. SO I CAN'T GET INCREMENT IN JULY 2007. THIS IS VERY UNFORTUNATE FOR OUR BATCH. SIR KINDLY DO SOMETHING FOR US. OR PROVIDE SUGGESSION FOR US.

Dear Comrade Vinay - the Pay Commission has recommended that only those employees who complete 6 months period in the Revised Pay Structure as on 1st July are to be granted with the increment on 1st July - This causes an adverse impact on may officials who were recruited during the first half year period - NFPE has taken up this issue with the Confederation and accordingly the matter will be taken up with the Government for removing the condition of six months in the revised pay structure - The issue is focussed already in the 21 Point Charter of Demands of Confederation, which has been published in our website also - Regards.

  3. sir,
    Removal of six months condition will solve only future fixation problems, on promotion. This will enable officials to get the increment for promtion in the actual month and the usual annual increment in July.
    But it will not solve the increment problem in the year 2006. Even without six month condition, an official getting increment in Feb 05 will get his next in July 06 only.
    Kindly include this in demand 16, to minimise the loss:
    " An increment in old scale for those who have completed 6 months in the old scale as on 01.01.2006 should be given before fixation of pay"

  4. Dear Sir, I have visited Kolkata during last week in some official purpose. I stayed there in official accommodation. Now, on the basis of new TA/DA, how can I prepare the TA bill? My grade pay is 2400. Kindly give a picture on this matter.

Dear Comrade Kanivel - the demand of removing the condition of 6 months in revised pay structure means in practice every one will get his usual increment on the due date in February to June and then again on and from 1.7.2006 as per the new system of annual increment. We have discussed the issue in confederation and then only the demand is coined accordingly.

Dear Comrade Sumit - Since your official tour is after 1.9.2008 you have the benefit of claim as per the revised rates entitled for 2400/= Grade Pay level. you have stayed in official accommodation notwithstanding whatever you have spent in lieu of that accommodation in actual only can be claimed. Your claim for local travel within Kolkata if any can be 50/= per diem and food bills upto 100/= per day can be reimbursed. Please note that you have to submit the hotel bills for the food expenditure.

  7. Thank you for your reply on my question about TA/DA. But how can I get the bill of my food during transit 28 hours transit period from Guwahati to Kolkata through train. During this period what would be my DA?

  8. Dear Sumit even in train the IRCTC will issue bill for the total meals expenses which you are supposed to demand and get to fecilitate your claim of DA.
