ONTO OUR 3rd FEDERAL EXECUTIVE MEETING AT THIRUVANANTHAPURAM

22-23rd September 2008

 

 
Dear Comrades!

 

We are going into our 3rd Federal Executive Meeting at Thiruvananthapuram in Kerala within a year since the 7th Federal Council Session held in Kolkata in October 2007.

 

Both the earlier Federal Executive Committee meetings were held in New Delhi. Due to developments that warrant our frequent meeting of Federal Executive, we are quickly going into our third session after the December 2007 and April 2008 Sessions.

 

The first meeting in December was to chalk out the strategy if pay commission recommendations are negative. The second meeting was in the background of submission of recommendations by the 6th CPC to the Government and our exercises over seeking modifications with regard to both common demands and sectional issues.

 

As you all comrades know very well, this third Federal Executive is entrusted with the task of taking important decisions in the immediate aftermath of implementation of pay commission recommendations. The Confederation of Central Government Employees in its National Executive analysed the whole situation and as all basic issues are rejected by the Government, unanimously decided to go for an Indefinite Strike after adequate preparations including Departmental level All India Conventions and strike ballot. This 3rd Federal Executive will deliberate on that in order to endorse the decisions of Confederation.

 

The much delayed Formal Meeting between the Department of Posts and Postal Staff Side has been completed on 16.09.2008 and we know the reactions of the Department on our sectional issues. In the background of the formal meeting now it is our task to deliberate and finalise our stand on Modified ACP Scheme; Finalise the detailed proposals on Cadre Restructuring to better our promotional avenues and to over come the age old problem of TBOP/LSG lower scales etc; Consider the delay in submission of GDS Committee Report and our counter action; Consider the reaction of the Department towards PO&RMS Accountants, System Administrators, Marketing Executives, MMS staff and other issues. Indeed this is a very important Executive.

NOTICE

 

It is hereby notified that in accordance with Article 12 of the Constitution of NFPE the meeting of the Federal Executive of the National Federation of Postal Employees shall be held in the P&T House, Near GPO, Thiruvananthapuram [Kerala] PIN: 695001 on 22.09.2008 and 23.09.2008 for considering the following agenda. The Executive shall commence at 9 A.M and shall go into the night session also considering the heavy agenda and therefore the presence of all members of Federal Executive is requested well in time.

 

AGENDA

 

  1. Review of activities of Federation since last Federal Executive – Consideration of Secretary General's Report thereto.
  2. Review of performance of one-day Strike on 20th August 2008.
  3. Consideration of the decisions of the Extended National Executive of Confederation held in New Delhi on 26th August 2008 including Strike Ballot and Indefinite Strike and endorsement thereof.
  4. GDS Issues – Demand for Status of Civil Servant and grant of pension – Nataraja Murti Committee Report – our efforts for joint action with GDS Union on a common charter of demands.
  5. Consideration of Pay Commission related issues with regard to Postal Employees and the reaction of the Postal Department on the Note of NFPE seeking modifications - Consideration of the modified 3 ACP Scheme and shifting from TBOP/BCR Scheme to ACP Scheme as well as pursuing the demand for cadre restructuring in the Department of Posts.
  6. Removal of 60 days cap in the Productivity Linked Bonus for Postal and the enhancement of bonus quantum ceiling to 3500/-.
  7. Issues of Casual, Part-time, contingent, substitutes etc and the formation of an all India Union for these categories under NFPE with Associate Membership.
  8. Removal of Ban on Creation of Posts and Scrapping of Screening Committee and filling up of 2006-07 ADR Vacancies.
  9. Implementation of Arbitration Award on OTA and payment of all pending OTA Bills and TA Bills etc.
  10. Verification of Membership – Court stay orders and the present position and the consequences – Situation with regard to SBCO and Civil Wing Associations.
  11. JCM National Council / Departmental Council / Reconstitution of Regional Council / and holding of Periodical Meeting – situation thereof.
  12. Reorganisation of Postal Accounts and Administrative Wing.
  13. Expansion of Franchisee outlets and fresh outsourcing of more permanent work by the Department.
  14. Postal Crusader – form, content and expenditure.
  15. Financial Review.
  16. Any other item with the permission of Chair.

    It is seen that the issue of System Administrators don't figure in the agenda. As SA are waiting desperately, kindly take the issue seriously and make all out effort to get a seperate cadre formed by the Department. We have suffered a lot as RTP PAs.

    We hope our experience as RTPs will not be repeated this time also
    as SAs.

Dear Comrade - the issue of System Administrators is included under item number 5 of the agenda - the Note to Department by NFPE contains all pay commission related issues of postal employees including SAs, MEs, TBOPs etc. Please do not have any thought of concern as we do have every problem in our agenda as well as in our mind.

  4. TBOP AND BCR AGREEMENTS WERE UPGRADING OF POSTS TO HIGHER SCALES.THE DECISIONS WERE TAKEN IN DEPARTMENTAL COUNCIL OF JCM LIKE 20% PROMOTION .
    THEY WERE UNDONE BY THE DEPARTMENT UNILATERALLY AND MADE IT FINANCIAL UPGRADATIONWITHOUT ANY OBJECTION FROM UNIONS.
    MATCHING SAVING WAS FOR UPGRADATION OF POSTS.BUT NOW NO UPGRADATION BUT MATCHING SAVING REMAINS.
    NOW WE HAVE NO IDEA AT WHAT BAND AND GRADE PAY PB1 WILL AFTER 30 YEARS.
    WE ALSO DON'T KNOW WHAT IS BCR SCALE AFTER 26 YEARS.
    THAT IS WHY WE ARE CONFUSED ON ACP.IT SHOULD NOT BE THE NUMBER OF PROMOTIONS,BUT THE AMOUNT OF PAY THAT GUIDE US TO ADOPT PROMOTION SCHEME.

  5. Dear Comrade Devanand - You know that despite our protest only the Department is adamantly persisting with the concept of financial upgradation even though it is a decision of the JCM DC. The matching savings that we have given out will have to be negotiated for constructing our new promotional ladder called Cadre Restructuring. Regarding ACP Scheme is concerned, as we elucidated from the official side on 16.09.2008 in the formal meeting with the department, for PA/SA cadre, the first ACP will be in 2800 Grade Pay, Second ACP will be in 4200 Grade Pay and the Third ACP for those who have completed 30 years of service it will be in 4600 Grade Pay.
