CELEBRATE CENTENARY OF CALCUTTA POSTAL CLUB
BABU TARAPADA MUKHERJEE - FATHER OF P&T TRADE UNION MOVEMENT ESTABLISHED THE GENESIS OF THE FIRST TRADE UNION IN P&T IN 1908 BRAVING THE TYRANNY OF BRITISH RULE.
Dear Comrades!
One Hundred Years has gone by since the establishment of 'Calcutta Postal Club' - the genesis of the first trade union organisation in disguise - and let us celebrate the big event on 20th September 2008.
It was the days of colonialism and tyranny of British Imperialism. Trade Union was considered as a capital crime against the Royal Rule. No one could even dream about democratic or trade union rights in that time. Even submission of Memorandum or Supplication has to begin with the prayer of permission for submitting a Memorandum! No Attendance timing; No time factors; No dependable gradation lists; No question of consultations with staff representatives; No trade union rights including right to form a trade union organisation!
Comrade Babu Tarapada Mukherjee - the great personality acclaimed by one and all as the Father of P&T Trade Union Movement - who got the courage and vision and wisdom to establish 'CALCUTTA POSTAL CLUB' - a platform fecilitating employees to assemble in a place in the name of recreation club - and use it very cleverly for infusing working class consciousness and trade unionism as early as in 1908, is to be rememberd today by one and all.
Every big trea has a small beginning. Without that beginning no big organisatin could however emerge out from the sheath of the seed. The 'CALCUTTA POSTAL CLUB' was the seed - the beginning - the emerging out of the total darkness - that gave rise to the historical and militant first All India basedTrade Union of the Postal Workers "The All India Post office and RMS union' in 1921. The first All India Conference that was held in Lahore witnessed the historic presidential speech of Comrade Babu Tarapada who thundered that 'Workers are not Beggers'.
NFPE calls upon all our Affiliated Organisations at all levels - to celebrate the great event of establishment of 'CALCUTTA POSTAL CLUB' on 20.09.2008. NFPE is glad to announce that our West Bengal Circle Unions are organising Statewide celebrations to commemorate the historic event. NFPE is the offspring of that militant class conscious movement originated from 'Calcutta Postal Club' - Let us look back with pride that our movement has crossed one hundred years of glory and unrelenting struggles in defence of the interests of Postal Workers.
Let us get rejuvenated by the centenary celebrations to carry forward our battle against the attacks of neo-liberal economic policies and globalisation that once again try to impose the similar conditions of existence that existed 100 years back in 1908.
LONG LIVE THE GLORY OF BABU TARAPADA the FATHER OF OUR TRADE UNION MOVEMENT.

Can you kindly explain me as to whether the cases involving Rule-38 transfers are admissible for antedating or advancement of increment on par with junior who is getting more pay than his junior?
ReplyDeleteI was appointed as PA in the department on 10.1.94 with date of increment as 1 st September. My Junior whose DOA as 8.4.95 appointed at PA in another division with date of increment as 1 st January came on mutual transfer to my division on 1.6.96. I was drawing more pay than my junior in the pre-revised scale as on 1.1.96. He also stands junior in my divisional gradation list. In the revised scale he got fixed his pay as Rs.4000 + 100 (increment month) = Rs.4100 as on 1.1.96. I was got fixed Rs.4000/- as on 1.1.96 and got Rs.4100/- on my next increment on 1.9.96. Kindly advise me whether my increment on 1 st September, 96 can be antedated/preponed on par with my junior to 1 st January,96 who came on mutual transfer on 1.6.96 to my division.
Dear Comrade raju - Stepping up of pay to the level of a junior is permitted only in case of comparison between the junior and senior of the same recruiting unit. In this case it appears both are from different recruiting units and therefore cannot be permitted under the Rules.

ReplyDeleteIn the 6 th pay commission, the officials of increment in the months of January and from August to December are more benifited. loosers are the officials of increment months from Febraury to June. The officials of January increment have got 2 increments in 2006 (in old scale on 1.1.06 and new scale on 1.7.06. The officials of December increment have got next increment within 7 months in 2006. But the officials of Febraury increment have got annual increment after 16 months. Why this disparity among the officials whose increment months are not with their hands or in their own accord. Luck plays the role in some of the officials. Need equal justice.
Dear Comrade raju - it is not correct to say that the officials whose increment due in february are getting only after 16 months. The Clarificatory orders of the MOF is very clear that all who are placed in the revised in the pay structure on 1.1.2006 would get their annual increment of 3% in the new pay on 1.7.2006.

ReplyDeleteK/s your reply to Mr. Raju's comments. Those who got their increment in Feb 2005, gets their next increment in July 2006. Is the difference between Feb 2005 & July 2006 not 17 months?.
Dear Comrade Kanivel - the problem of delayed increment is being taken up by us in the Standing Committee and the issue is now included in the charter of demands of confederation also. We demand grant of increment for all on 1.1.2006 and thereon again on 1.7.2006 to set right the problem of undue delay in grant of annual increment.
