Digital Life
Certificate (DLC) introduced for convenience of Pensioners and elder citizens
has crossed the record One crore mark in the ongoing campaign "DLC
3.0"
Disclosing this
here today, Union Minister Incharge Personnel/DoPT/ DARPG Dr Jitendra Singh
said, this landmark will go a long way in bringing ease of living for elder
citizens and live up to the vision of Prime Minister Shri Narendra Modi as
expressed by him in the recent episode of "Mann Ki Baat" last Sunday.
PM Shri
Narendra Modi in 116th episode of Mann Ki Baat on 24.11.2024 had said, “Now, by enabling the Digital Life Certificate, things have become
very simple; the elderly do not have to go to the bank. Elderly do not face any problem on account of technology. Making
the elderly tech savvy. Today, with such efforts, the number of people
receiving Digital Life certificates has crossed the 80 lakh mark. Among these,
more than 2 lakhs are such elderly people whose age has crossed even 80.”
Dr Jitendra
Singh, Minister of State Personnel, Public Grievances and Pensions said, “The
vision of Prime Minister Modi for Digital Empowerment of Pensioners being
achieved through successful implementation of DLC Campaign 3.0. All key
stakeholders – Pension disbursing banks, Department of Pensions and Pensioners
Welfare, Controller General of Defence Accounts, Ministry of Railways,
Department of Telecom, Department of Posts, IPPB, UIDAI and Pensioners Welfare
Associations are working with whole of government approach to realise the
vision of Digital Empowerment of Pensioners.”
Dr Jitendra
Singh had launched the Nation-wide Digital Life Certificate Campaign 3.0 for
Digital Empowerment of Pensioners from National Media Center, New Delhi. The
DLC Campaign 3.0 is being held in 800 cities/ towns of India from November
1-30, 2024.1984 camps have been held from November 1-25, 2024, in 800
cities/districts, 1.8 lac postmen deployed across the country.
100 lakhs DLCs
generated by 26.11.2024, 30,34,218 DLCs i.e more than 30% of DLCs generated
through Face Authentication. There is 202 times increase in DLCs submitted
through Face Authentication under DLC Campaign 3.0. As part of the Campaign, 5
Mega camps have been organized, 3 in Delhi, 1 in Bengaluru and 1 in Hyderabad
involving all stakeholders.
During the
camps, Pensioners and Pensioners’ Welfare Associations conveyed that the
development of Digital Life Certificates was a huge step towards making life
easy for pensioners, particularly the old, disabled and those hospitalized.
Dr Jitendra
Singh said that this achievement is a testament to Government of India’s
unwavering commitment to harnessing digital tools for the benefit of every

The Cabinet
Committee on Economic Affairs (CCEA) has approved the Income Tax Department’s
Permanent Account Number (PAN) 2.0 Project. This project aims to streamline and
modernise the process of issuing and managing PAN and TAN, making it more
user-friendly and efficient. With existing PAN database of 78 crore PANs and
73.28 lakh TANs, the project addresses the requirements of taxpayers, focusing
on consolidation of multiple platforms/portals and efficient services to PAN/
TAN holders.
Currently,
PAN-related services are spread across three different platforms: the e-Filing
Portal, UTIITSL Portal, and Protean e-Gov Portal. With the implementation of
PAN 2.0, all these services will be integrated into a single, unified portal.
This one-stop platform will handle comprehensively issues/matters related to
PAN and TAN, including application, updates, corrections, Aadhaar-PAN linking,
re-issuance requests, and even online PAN validation. By doing so, the Income
Tax Department endeavours to simplify processes, eliminate delays, and improve
grievance redressal mechanisms.
The PAN 2.0
Project is also a significant step toward aligning with the Digital India
initiative. It focuses on eco-friendly, paperless processes while establishing
PAN as a common identifier for all digital systems of specified Government
agencies.
Key features of PAN 2.0:
• A single portal for all
PAN/TAN-related services to simplify access for users.
• Eco-friendly paperless less processes to reduce paperwork.
• PAN will be issued free of cost, with quicker processing times.
• Personal and demographic data will be protected through enhanced
security measures, including a PAN Data Vault.
• A dedicated call
centre and helpdesk to address user queries and issues.
This upgrade is
designed to enhance the overall experience for taxpayers by ensuring faster
service delivery, effective grievance redressal, and better protection of
sensitive data. The project will also make it easier for users to apply for
PAN/TAN online, updatsse their details, and validate PAN information digitally.
By consolidating and re-engineering these processes, the Income Tax Department
has taken a significant move towards creating a seamless, transparent, and
inclusive system for taxpayers.

QUESTION 1
What is PAN 2.0?
PAN 2.0 Project
is an e-Governance project of ITD for re-engineering the business processes of
taxpayer registration services. The objective of the project is to enhance the
quality of PAN services through adoption of latest technology. Under this
project ITD is consolidating all processes related to PAN allotment/updation
and corrections. The TAN related services are also merged with this project.
Besides, PAN authentication/validation through online PAN validation service
will be provided to user agencies such as financial institutions, banks,
government agencies, central and state government departments etc.
QUESTION 2
How PAN 2.0 will be different
from existing setup?
- Integration of Platforms: Presently,
the PAN related services are hosted on three different portals (e-Filing
Portal, UTIITSL Portal and Protean e-Gov Portal). In the PAN 2.0 Project,
all PAN/TAN related services will be hosted on a single unified portal of
ITD. The said Portal would host all end-to-end services related to PAN and
TAN like allotment, updation, correction, Online PAN Validation (OPV),
Know your AO, AADHAAR-PAN linking, verify your PAN, request for e-PAN,
request for re-print of PAN card etc.
- Comprehensive use
of technology for paperless processes: Complete online paperless process
as against prevailing mode
- Taxpayer facilitation: Allotment/updation/correction of PAN will be done free of cost and e-PAN will be sent to the registered mail id. For physical PAN card, the applicant has to make a request along with the prescribed fee of Rs 50 (domestic). For delivery of card outside India, Rs. 15 + India post charges at actuals will be charged to the applicant.

- Whether existing PAN CARD Holders will be
required to apply for new PAN under the upgraded system?
- Do you need to change your PAN number?
No. The existing PAN card holders
are not required to apply for new PAN under the upgraded system (PAN 2.0).
QUESTION 4
Do people have
an option to get corrections done on PAN, like name, spellings, address change
etc?
Yes. If existing
PAN holders want to make any correction/updation of their existing PAN details
such as email, mobile or address or demographic details such as name, date of
birth etc., they can do so at free of cost after the PAN 2.0 Project commences.
Till the time the PAN 2.0 project is rolled-out, the PAN holders can avail the
Aadhaar based online facility for updation/correction of email, mobile and address
free of cost by visiting the below URLs:

In any other
cases of updation/correction of PAN details, the holders can do so using the
existing process either by visiting physical centres or applying online on
payment basis.
QUESTION 5
Do I need to change my PAN card
under the PAN 2.0?
No. The PAN card
will not be changed unless the PAN holders want any updation/correction. The
existing valid PAN cards will continue to be valid under PAN 2.0.
QUESTION 6
- A lot of people have not changed their
addresses and are continuing with old address. How will the new PAN
be delivered?
- By when will the new PAN Card get
delivered?
No new PAN card will be delivered
unless the PAN holder requests for it owing to any updation/correction in their
existing PAN. The PAN holders who want to update old address, they can do so
free of cost using Aadhaar based online facility by visiting the below URLs:

Accordingly, the address will be updated in the PAN database.
QUESTION 7
- If new PAN cards are QR code enabled, will
older ones continue to function as it is?
- What will QR code help us with?
- The QR code is not a new feature, and it
has been incorporated in the PAN cards since 2017-18. The same will be
continued under PAN 2.0 project with enhancements (dynamic QR code which
will display latest data present in PAN database). PAN holders having an
old PAN Card without QR code have an option to apply for a new card with
QR code in existing PAN 1.0 eco-system as well as in the PAN 2.0.
- The QR code helps in validating the PAN
and PAN details.
- Presently, a specific QR reader
application is available for verification of QR code details. On reading
through the reader application, complete details, i.e., photo, signature,
Name, Father’s Name / Mother’s Name and Date of Birth is displayed.
QUESTION 8
What is - the
"Common Business identifier for all business-related activities in
specified sectors"?
In the Union
Budget 2023, it was announced that for the business establishments required to
have a PAN, the PAN will be used as the common identifier for all digital
systems of specified government agencies.
QUESTION 9
Whether Common Business
identifier will replace the existing unique taxpayer identification number i.e.
PAN?
No. PAN itself will be used as a
Common Business identifier.
QUESTION 10
What does the “Unified Portal”
mean?
Presently, the
PAN related services are hosted on three different portals. In the PAN 2.0
Project, all PAN/TAN related services will be hosted on a single unified portal
of ITD. The said Portal would host all end-to-end services related to PAN and

QUESTION 11
For people holding more than one
pan, how will you identify and weed out the extra PAN?
As per the
provisions of Income-tax Act, 1961, no person can hold more than one PAN. In
case a person holds more than one PAN, he/she is obliged to bring it to notice
of Jurisdictional Assessing officer and get the additional PAN
deleted/de-activated.
In the PAN 2.0,
with the improved systems logic for identification of potential duplicate
requests for PAN and centralized and enhanced mechanism for resolving the
duplicates would minimize the instances of one person holding more than one

Pramaan is the vision of the Prime Minister, Shri Narendra Modi for Digital
Empowerment of Pensioners. All key stakeholders – Pension disbursing banks,
Department of Pensions and Pensioners Welfare, Controller General of Defence
Accounts, Ministry of Railways, Department of Telecom, Department of Posts,
IIPB, UIDAI and Pensioners Welfare Associations are working with whole of
government approach to realise the vision of Digital Empowerment of Pensioners.
Department
of Pensions and Pensioners Welfare launched the Nation-wide Digital Life
Certificate Campaign 3.0 for Digital Empowerment of Pensioners at National
Media Center, New Delhi on 6th November 2024. The DLC Campaign
3.0 is being held in 800 cities/ towns of India from November 1-30, 2024. 1575
camps have been held from November 1-17, 2024 in 800 cities/districts, 1.8 lac
postmen deployed across the country.
In this
campaign, the Department of Pension & Pensioners’ Welfare is putting all
efforts to create awareness amongst all pensioners regarding DLC-Face
Authentication technique by way of banners / posters placed strategically in
offices and all Bank Branches / ATMs. All Banks have created a team of
dedicated staff at their branches having downloaded the desired apps in their
smart phones who are using this technology extensively for submission of Life
Certificates by the pensioners. In case, the pensioners are not able to visit
the Branches due to old age/illness/weakness, the Bank officials are also
visiting their homes/hospitals for the above purpose.
The
Pensioners’ Welfare Associations are extending their full support to the
Campaign. Their representatives are motivating the pensioners to visit the
nearby Camp locations and submit their DLCs. The officials from Department of
Pension & Pensioners’ Welfare are also visited major locations through-out
the Country to assist pensioners in use of various digital modes to submit
their Life Certificates and monitoring the progress very closely.
As a
result, Digital Life Certificate (DLC) Campaign 3.0 has made remarkable
progress by the end of 2nd second week, achieving significant milestones in its
mission to bring convenience and accessibility to pensioners across the nation.
The campaign has successfully generated over 77 lacs Digital Life
Certificates by the end of 2nd week of launch of the 3.0 Campaign,
out of which about 1,77,153 pensioners above 90 years old and 17,212
pensioners between 80 – 90 years category could submit their DLCs from the
comfort of their home/locations/offices/branches. This incredible momentum
underscores the commitment of our pensioners, banking institutions, and
government agencies towards a digitally empowered India. A lot of excitement
has been observed amongst all the stakeholders, particularly sick / very old
pensioners at all the locations.
KEY HIGHLIGHTS OF THE CAMPAIGN INCLUDE:
- Mega Camps: As
part of the Campaign, 4 Mega camps have been organized, 2 in Delhi (4-5
November), 1 in Bengaluru (8 November) and 1 in Hyderabad (12 November)
involving all stakeholders. Secretary PPW participated in all these camps
and encouraged pensioners to adopt digital modes of submission of LCs.
- Bank-wise
Achievements: SBI and PNB are leading the Campaign by generating more
than 9 lacs DLCs by the end of 2nd week of the month-long Campaign, while
Canara Bank and Central Bank of India registered impressive performances
by generating 1 lacs and 57,000 DLCs respectively.
- State-Wise
Progress: Maharashtra led the way with over 10 lacs certificates
generated, followed by Tamilnadu and West Bengal 6 lacs each. Uttar
Pradesh has also done well with more than 5 lacs DLCs.
- Departmental
Contributions: The Defence Department stood out with a 21 lacs
DLCs, while the Telecom Department generated an impressive 3.1
lacs DLCs. Civil Departments also contributed significantly with
over 3.4 lacs certificates generated.
- IPPBs
Performance: IPPB generated 4.4 lacs DLCs by the end of 2nd week
of the campaign. IPPB has played key role in delivering doorstep delivery
of services.
- Face
Authentication: Advanced authentication methods such as Face
Recognition contributed to 24 lacs certificates, making up 34%
of the total DLCs generated. There is 204 times increase in DLCs
submitted through Face Authentication under DLC Campaign 3.0.
This
campaign is a testament to DoPPW’s unwavering commitment to harnessing digital
tools for the benefit of every pensioner. All stakeholders extended their
full support to this campaign. This momentum shall continue to make DLC
