TO POSTAL EMPLOYEES COUNTRYWIDE STRIKE
ON 10TH August 2022 AGAINST CORPORATISATION /
PRIVATISATION
The Postal Joint Council of Action (PJCA) including National Federation of Postal Employees (NFPE) and Federation of National Postal Organization (FNPO) has served the Charter of Demands for which Notice of Strike of one day strike on 10.8.2022 is served.
The Centre of Indian Trade Unions (CITU) supports the Charter of Demands and One day strike call of PJCA. The CITU expresses its serious concern about the casual approach of the Ministry to the demands of the Postal Employees and calling meeting only after serving of Notice of Strike on 5.8.2022.
The neo Liberal Policies pursued by the Union Govt are heading every Department towards Privatization in one or the other way. The National Monetization Pipe line has laid down the road map towards it. The Corporatization of the Postal department is de facto paving way for Privatization towards which several outsourcing schemes on postal department’s work in one or the other way are being actively pursued. The Statement of the Hon’ble Prime Minister “Business of the Govt is not to do the Business” communicates the intention of the Govt. Given that approach of the Govt the statement of the Ministry that there is no proposal to promote corporatization/privatization can no way be relied upon.
Further the process of revamping of existing Franchise scheme and the other such process pursued are creeping privatization done in disguised way. The increasing number of work force in one or the other way without same and similar wages, service conditions and social security denote the precarisation process of nature of the jobs. The 17 demands of the PJCA are worth considering hence the CITU urges of the Govt to consider the demands with all seriousness and to strengthen the Postal Services under the Govt.
CITU reiterates its full support to postal employees united countrywide strike action on 10th August 2022 and calls upon the working class and the people and also its affiliate unions to organize solidarity in support of the striking postal employees.

Will the Minister of Finance be pleased to state:
(a) whether it Is a fact that wholesale inflation has accelerated to 30-year high at 15.8 percent with the result that Wholesale Price Index(WPI) has also zoomed and likely signals are of continued inflationary upward pressure;
(b) whether in spite of rising in WPI, the increase in Dearness Allowance for Central Government employees and Dearness Relief for pensioners remained at three per cent, and if so, the reasons thereof; and
(c) whether Government would consider the increased WPI and approve DA/DR at higher rates while approving the next instalment of DA/DR to Government employees/pensioners and if not, the reasons therefor?

(a) Yes, Sir. As per Wholesale Price Index (WP), inflation of 15.88% has been registered in the month of May, 2022 which is highest in the last 30 years (from April 1992). However, the aforesaid rate of inflation has reduced to 15.18% in the month of June, 2022. Details are given in Annexure-I.
(b) & (c) No, Sir. Calculation of Dearness Allowance (DA)/Dearness Relief (DR) to Central Government employees/pensioners, is not based on WPI based inflation. DA/DR to Central Government employees/pensioners is calculated on the basis of rate of inflation as per All India Consumer. Price Index for Industrial Workers (AICPI-IW) released by Labour Bureau (Shimla), Ministry of Labour and Employment.

क्या वित्त मंत्री यह बताने की कृपा करेंगे किः
(क) क्या यह सच है कि थोक मुद्रास्फीति 30 वर्ष के उच्च स्तर 15.8 प्रतिशत पर पहुंच गई है जिसके परिणामस्वरूप थोक मूल्य सूचकांक (डब्ल्यूेपीआई) में भी उछाल आया है और संभावित संकेत इस बात के हैं कि मुद्रास्फीतिकारक उर्ध्वमुखी दबाव बना रहेगा;
(ख) क्या बढ़ते थोक मूल्य सूचकांक के बावजूद भी, केंद्र सरकार के कर्मचारियों के लिए महंगाई भत्ते और पेंशनभोगियों के लिए महंगाई राहत में केवल तीन प्रतिशत की वृद्धि हुई है, और यदि हां, तो इसके क्या कारण हैं; और
(ग) क्या सरकार बढ़े हुए थोक मूल्य सूचकांक पर विचार करते हुए सरकारी कर्मचारियों/पशनभोगियों को दिए जानेवाले डीए/डीआर की अगली किस्त की संस्वीकृति प्रदान करते समय उच्च दरों पर डीए/डीआर संस्वीकृत करेगी और यदि नहीं तो, इसके. क्या कारण हैं?

(क) जी, हाँ। थोक मूल्य सूचकांक के अनुसार, मई, 2022 के माह में मुद्रास्फीति 15.88 प्रतिशत दर्ज की गई है जो पिछले 30 वर्षों (अप्रैल, 1992 से) में सबसे अधिक है। तथापि, मुद्रास्फीति की उपर्युक्त द दर अब घटकर जून, 2022 माह में 15.18 प्रतिशत हो गई हैं। इसका ब्यौरा अनुबंध-I में दिया गया है।
(ख) और (ग): जी, नहीं। केन्द्र सरकार के कर्मचारियों/पेंशनभोगियों के लिए महंगाई भत्ता (डीए) महंगाई राहत (डीआर) की संगणना मुद्रास्फीति संबंधी थोक मूल्य सूचकांक (डब्ल्यू पीआई) के आधार पर नहीं की जाती है। केन्द्र सरकार के कर्मचारियों/पेंशनभोगियों के लिए महंगाई भत्ता/महंगाई राहत की संगणना श्रम ब्यूरो (शिमला), श्रम और रोजगार मंत्रालय द्वारा जारी किए गए औद्योगिक कामगारों के लिए अखिल भारतीय उपभोक्ता मूल्य सूचकांक (एआईसीपीआई-आईडब्ल्यू) के अनुसार मुद्रास्फीति की दर के आधार पर की जाती हैं।

Will the Minister of Finance be pleased to state:
(a) whether it is a fact that Government is considering not to constitute 8th Central Pay Commission (CPC) to revise salaries, allowances and pension of Central Government employees and pensioners;
(b) if so, the details thereof and the reasons therefor;
(c) whether it is also a fact that 7 CPC had recommended that Government should review the salary, allowances and pension of employees and pensioners every year rather than forming a new Pay Commission after a long period of ten years; and
(d) if so, the reasons for not implementing the recommendations of 7th CPC so far?
ANSWER

(a) No, Sir.
(b) Does not arise.
(c) The Chairman of 7th CPC in his forwarding of the Report in Para 1.22 had recommended that the matrix may be reviewed periodically without waiting for the long period of ten years. It can be reviewed and revised on the basis of the Aykroyd formula which takes into consideration the changes prices of the commodities that constitute a common man’s basket, which the Labour Bureau at Shimla reviews periodically. It is suggested that this should be made the basis for revision of that matrix periodically without waiting for another Pay Commission.
(d) This issue has not been considered by the Union Cabinet while according the approval for the revision of pay and allowances based on 7th CPC.

क्या वित्त मंत्री यह बताने की कृपा करेंगे किः
(क) क्या यह सच है कि सरकार केंद्र सरकार के कर्मचारियों और पेंशनभोगियों के वेतन, भत्तों और पेंशन में संशोधन के लिए आठवें केंद्रीय वेतन आयोग (सीपीसी) का गठन नहीं करने पर विचार कर रही है;
(ख) यदि हां, तो तत्संबंधी ब्यौरा क्या है और इसके क्या कारण हैं;
(ग) कया यह भी सच है कि सातवें केन्द्रीय वेतन आयोग ने सिफारिश की थी कि सरकार को कर्मचारियों और पेंशनभोगियों के लिए दस साल की लंबी अवधि के बाद नया वेतन आयोग बनाने के बजाय इनके वेतन, भत्तों और पेंशन की समीक्षा प्रत्येक वर्ष करनी चाहिए; और
(घ) यदि हां, तो सातवें केन्द्रीय वेतन आयोग की सिफारिशों को अभी तक लागू नहीं करने के क्या कारण हैं?

(क) जी, नहीं।
(ख) प्रश्न नहीं उठता।
(ग) सातवें केन्द्रीय वेतन आयोग के अध्यक्ष ने अपनी रिपोर्ट अग्रेषित करते हुए पैरा 1.22 में यह सिफारिश की थी कि मेट्रिक्स को दस वर्ष की लंबी अवधि की प्रतीक्षा किए बिना आवधिक रूप से पुनरीक्षित किया जाए। इसे एक्रॉयड फार्मूला आधार पर पुनरीक्षित और संशोधित किया जा सकता है। जिसमें ऐसी उपयोगी वस्तुओं के मूल्य परिवर्तनों को विचार के लिए शामित्र किया जाता है जो सामान्य व्यक्ति की जरूरतों में शामिल होती हैं, जिनकी शिमला स्थित श्रम ब्यूरो आवधिक रूप से समीक्षा करता है। सुझाव है कि नए वेतन आयोग की प्रतीक्षा किए बिना उस मेट्रिक्स को आवधिक रूप से संशोधित करने के लिए इसे ही आधार बनाया जाना चाहिए।
(घ) सातवें केन्द्रीय वेतन आयोग के आधार पर वेतन और भत्तों के संशोधन के लिए अनुमोदन प्रदान करते समय केन्द्रीय मंत्रिमंडल द्वारा इस मुद्दे पर विचार नहीं किया गया है।
