What was termed as the biggest initiative of financial
inclusion in the country by the Prime Minister at its launch, the India Post
Payments Bank (IPPB), a ‘Digital-First Bank’ built on the rails of wide
physical distribution network of India Post under the Ministry of
Communication, Government of India, has announced a major milestone since inception
towards achieving its financial inclusion goals through digital banking.
Today, IPPB announced that it has crossed the
five-crore customer mark in 3 years of commencement of operations to become one
of the fastest growing digital payments bank in the country.
IPPB opened up these five crore accounts in
digital and paperless mode through its
1.36 lakh Post Offices, out of which 1.20 lakh
are in rural areas with the help of about 1.47 lakhs doorstep banking service
providers. With this, IPPB has achieved the world’s largest digital financial
literacy programme by building a financially aware and empowered customer-base
leveraging the strength of 2,80,000 Post Office employees. IPPB has further
stated that it has taken the digital banking to the grassroots-levels through
Interoperable Payments and Settlement Systems of NPCI, RBI and UIDAI offering
services in over 13 languages.
Interestingly, out of the total account
holders, around 48% were women account holders; while 52% were male that
indicated the Bank’s focus on bringing the women customers under the banking
network. About 98% of accounts of women were opened at the doorsteps and over
68% of women were availing DBT benefits. In yet another milestone, IPPB revealed
that it attracted youths to avail digital banking services. Over 41% of account
holders were in the age group of 18 to 35 years.
Speaking about this landmark occasion, Shri
Vineet Pandey, Secretary, Department of Posts said, “At India Post, we are
committed towards becoming one of the largest financial inclusion networks in
India, covering both urban and rural India. Reaching to five crore customers in
a short span of 3 years speaks of the success of this model of providing cost –
effective, simple, easy and secure digital ecosystem, particularly to rural
India. We are happy that we could empower rural women too, to avail the banking
services at their doorsteps.”

With this view, IPPB has been able to leverage
upon its parental strength of Department of Posts and is steadily transforming
and reshaping the financial inclusion landscape across the country. In the near

citizen-centric financial services, including credit, at the doorstep by
leveraging India stack such as JAM, Sahmati etc.

to empanelled HCOs of pensioner beneficiaries through Referral Module,
irrespective of City / WC where the card is registered.
With reference to
the above-mentioned subject the undersigned is directed to state that this
Ministry is in receipt of representations from CGHS pensioner beneficiaries in
availing treatment facilitates on a visit to another CGHS covered city IWC. The
matter has been reviewed and it is decided to issue the following
clarifications in this regard:
i CGHS card is valid at any Wellness Centers
in India for availing CGHS facilities,
irrespective of the WC/ City, where it is registered.

Scrap New Pension Scheme and restore Old
Pension Scheme. Grant compensation for no deposit or delayed deposit of
contribution under NPS.

Withdraw orders of putting restriction for
holding two terms in union and implementation of Rule 15(i)(c) of CCS (Conduct)
Rules – 1964. Stop attack on unions.

Ensure consistent and fast
NSP-1connectivityto all offices, supported by adequate NSP-2backup. . Enhance
capacity of Finacle server. Ensure convenient availability of SAP and
Employees.
5.
Membership verification for GDS and grant of
limited Trade Union facilities to the AIPE Union –GDS at par with BPEF Unions.
Implement remaining recommendations of Shri Kamlesh Chandra Committee for GDS
particularly ACP, promotion and Medical Insurance. Workload norms for BPMs and
ABPMs must be reviewed. Withdraw Directorate orders for not taking the issue of
GDS by Federations.
6.
Stop Nodal Delivery Centres for Delivery of
Parcels and Central Delivery Centres delivery of Speed Post Letters.
7.
Settle all Covid related issues. Grant
Special leave for Covid treatment to all employees including GDS. Regularize
absence due to lockdown as work from home as per direction of DOPT. Include
Postal and GDS employees in priority list for Vaccination. Grant compensation
Rs. Ten Lakh to the family of deceased employee due to Covid. Grant of
Compulsory Compassionate appointment to one ward of the deceased employee due
to Covid-19.
8.
Fill up all vacant posts in all cadres
including HSG-II/HSG-I posts by relaxing the norms. Allow HSG-I RMS officials
to take part in PSS Group ‘B’ and AAO Exam. Fill up vacant posts of Canteen
Staff. Recruitment should be made by the Department of Post instead of SSC.
Grant of Special Allowance to PO & RMS Accountants.
9.
Payment of DA/DR arrears for 18th months
with held period and grant notional benefit for pensionery payments for the
officials who retired during this period.
10.
Settle the issues of denial of increment
after 180 days as on 1st July to the officials who opted the fixation on
promotions /financial upgradation. 180 days may be treated as 6 months.
11.
Implement Cadre restructuring in all left
out Categories in Department of Post.
12.
Stop harassment of officials in the name of
unscientific business targets, Login, Maha login days for IPPB and other business
related works and compelling the officials to work on Sunday and Holidays for
melas etc.
13.
Withdraw Rule 265 of Postal Manual Volume IV
regarding yearly examination in sorting forgranting annual increment for SAs in
RMS.
14.
Resume all transit sections of RMS whenever
the trains start operation. Allow minimum 50 seats in all sections and two
doors for mail exchange and Discontinue RTN (Road Transport Network).
15.
Stop merger and closure of L-2 Mail offices.
Strengthen L-2 offices by introduction Parcel Huband Speed Post Centres. Fix
norms for work-in CRC.
16.
Conduct physical meetings of all types
regularly at all levels,

Stop Downsizing & Decentralization of
Postal Accounts. Repatriate all officials who have been transferred to PAO
Vijayawada against their option. SCF quota to Sr. Accountant for promotion in
AAO Cadre. Allow Postal Accounts officials in PSS Group ‘B’ Exam.
18.
Stop harassment of SBCO officials in the
name of contributory negligence factor. SBCO should be brought under control of
DA(P) / GM(Finance) with change in nomenclature
19.
Maintain separate Identity of all Cadres
i.e. PA CO/PA SBCO etc.
20.
Absorb Part-time, Full time Casual labourers
against MTS and GDS vacancies.
21.
Upgradation of APAR as one time measure.
22.
Five Days week in Postal & RMS offices.

CGHS,
known for providing comprehensive health care services to its beneficiaries, is
conducting a series of short webinars of 60–90-minute duration with active
participation of its beneficiaries to provide information on common health
related issues. These webinars are being scheduled at 4.00 pm on 2nd
and 4th Tuesday of the month. A 30-40 minutes presentation by a CGHS Doctor
will be followed by 30 minutes of answering of relevant questions from the
beneficiaries.
It
is expected that these webinars will provide useful information to CGHS
beneficiaries and create awareness on various health conditions, provide
guidance on promotive care, lifestyle modification and also dispel many
health-related myths and doubts.
The
twenty-ninth in the series is being held on 11/01/2022 (Tuesday) at 4.00PM on
"How to address the issues/concerns of a teenage child" for CGHS
beneficiaries by Dr. Radhika Jindal, Associate Professor Endocrinology, SJ
Hospital, New Delhi.
