            LARGE PARTICIPATION OF GDS MEMBERSHIP ALONG WITH Gr.C., POSTMAN/Gr.D MEMBERS OF NFPE (MORE THAN 500) FROM ALL CORNERS OF  ANDHA PRADESH WERE WITNESSED THE CONVENTION AND MADE  IT A GRAND SUCCESS.

            THE CONVENTION INAUGURATED BY COM.K.RAGHAVENDRAN BY ENGHLITING THE POLICIES OF            NFPE, HISTORICAL BACKGROUND AND ITS MILITANT ACTIVITIES FOR THE EMANCIPATION OF GDS AND THE NEED OF FORMATION OF AIPEU-GDS(NFPE) IN A DETAILED MANNER.

            COM.K.V.SRIDHARAN IN HIS SPEECH  CATEGORICALLY POINTED OUT THE NEED OF RURAL POSTAL NET WORK AND THE ROLE OF GDS IN THE DEPARTMENT, POSIBILITY FOR THE DEPARTMENTALIZATION OF BOs AND REGULARIZATION OF GDS, FUTURE ACTIVITIES OF THE AIPEU-           GDS(NFPE) AND DIRECTED ALL THE CIRCLE LEADERSHIP TO BUILD THE NEW GDS UNION AS A STRONGEST ONE IN A.P CIRCLE.

MADRAS HC RULES OUT NO QUOTA IN PROMOTION DISABLED IN A RECENT DECISION, THE HON’BLE HIGH COURT OF MADRAS HAS RULED THAT DISABLED CANDIDATES, WHO ARE ENTITLED TO 3% RESERVATION IN JOBS, CANNOT SEEK EXTENSION OF THE BENEFIT TO PROMOTIONS AS WELL.  WHILE THE COURT DISMISSED  A WRIT PETITION SEEKING RESERVATION OF 3% OF VACANCIES IN PROMOTIONS FOR DISABLED PERSONS, THE COURT OBSERVED THAT EVEN UNDER THE PROVISIONS OF THE PERSONS WITH DISABILITIES (EQUAL OPPORTUNITIES, PROTECTION OR RIGHTS AND FULL PARTICIPATION) ACT, 1995, RESERVATION CAN BE MADE ONLY AFTER IDENTIFICATION OF POSTS. THOSE PROVISIONS ARE CONTEMPLATED ONLY FOR INITIAL APPOINTMENT AND NOT FOR PROMOTIONS.

MINUTES OF COMMITTEE OF CADRE RESTRUCTURING OF MMS STAFF HELD IN THE CHAMBERS OF PMG (BD, MKTG & TECH), % CPMG AP CIRCLE, HYDERABAD ON 11TH & 12TH JUNE 2012                                                                                                                                                           

             A committee comprising of following members constituted by Secretary Post vide Directorate letter no. 01/01/2011-sr dated 20.01.2012 on the Cadre Restructuring of MMS Staff met on 11.06.2012 and 12.06.2012 in the office of the Chief Post Master General, A.P. Circle, Hyderabad.

1.         In the meeting the committee further discussed at length, the suggestions of staff side; members regarding existing recruitment rules of various cadres of MMS, i.e. Technical & Non-Technical cadres.

2.         The staff side and official side members unanimously made specific recommendations for technical cadres and non-technical cadres based on their functional requirements.

3.         The committee also discussed the matching saving needed to some cadres to address financial implications of certain recommendations made with reference to these cadres.   This matching savings needed for some cadres will be prepared and submitted by the Director (MV). The same will be discussed in the next meeting and incorporated in the final report of the committee. 

4.         The next meeting will be held on 13th of July 2012.  It was decided to discuss the final draft report on the cadre restructuring committee on MMS in that meeting and submit the final report to the Department by 25.07.2012.

NATIONWIDE CONFEDERATION

TOUR PROGRAMME COMMENCED IN KERALA

AND MAHARASHTRA

            The all India tour decided by the National Executive to campaign the 14 Point charter of demands of Confederation and to mobilize for the march to parliament on 26^th July 2012 picked up momemtum with the campaign tour commencing on 5.6.2012 in Kerala and Maharashtra . Three meetings were organised in Kerala Circle viz., Thiruananthapuram on 5^th; Ernakulam on 6^th and Calicut on 7^th June. On the same dates in Maharashtra State also the tour was undertaken in Mumbai, Pune and Nagpur in which the Secretary General of Confederation comrade KKN Kutty and other leaders participated.

            Comrades K.Ragavendran [Working President Confederation]; K.P.Rajagopal [Secretary General ITEF]; and Sreekumar [Additional Secretary General Audit] representing the Headquarters addressed in all the three meetings and explained the Charter of Demands and the importance of the Programme of Action including March to Parliament and the one-day Strike Action to be announced during the march to Parliament. Many leaders of Kerala also addressed these meetings including the leaders of many Affiliates of Confederation as well as the Pensioners Association and AIDEF.

            On behalf of Kerala State Committee, it was announced in the meeting that on June 14^th conventions at all District levels are being organised and after the March to Parliament a grand Jatha commencing from Kasargod and ending in Thiruvananthapuram covering the entire Kerala State will be launched. Large number of mobilisation to Delhi march to Parliament is being planned from Kerala and quota for each District has been allotted by the State Committee.

CABINET DEFERS DECISION ON PENSION REFORMS BILL

            Amid differences among allies, the government on Thursday deferred a decision on the changes in the crucial Pension Fund Regulatory and Development Authority Bill, 2011.

            “It (the PFRDA Bill) was taken up and deferred”, said a Minister after the Cabinet meeting in New Delhi.

            Among the UPA allies, Trinamool Congress has been quite vociferous in opposing the pension and insurance reforms.

            Railway Minister Mukul Roy, who represents TMC in the UPA government, did not speak on the issue during the Cabinet meeting, sources said.

            The Cabinet, as per the agenda, was scheduled to approve changes in the PFRDA Bill in light of the recommendations of the Standing Committee on Finance, to pave way for passage of the bill in Monsoon session of Parliament next month.

The Cabinet, sources said, was required to take a view on the proposal of ensuring assured returns to pension fund subscribers, as suggested by the Committee, headed by senior BJP leader Yashwant Sinha.

            The PFRDA Bill, which has been pending for several years, seeks to open the pension sector to private sector and foreign investment.

            The proposed legislation was introduced in the Lok Sabha on March 24, 2011.

The PFRDA Bill provides for establishment of a statutory authority to undertake promotional, developmental and regulatory functions in respect to pension funds.

            Interim PFRDA is functioning since 2003 through an executive order.

            PFRDA, set up as a regulatory body for pension sector, is yet to get statutory powers as the Bill pertaining to that effect lapsed in Parliament with the expiry of last Lok Sabha in 2009.

EXPECTED DA FROM JULY 2012 MAY BE 7% AGAIN             Subject to AICIN data for the next two months remaining in the current level, the following assumption is being made.             The AICPIN data for April 12 has been recently published. It rises to 4 points and reached 205. We know that D.A. is calculated on the basis for 12 months average. To calculate the D.A. payable from 1st July 2012, we need the figures of May and June 2012 which are to be released on 30.06.12 and 31.07.12 respectively. If the data remains for the next two months in the same level, i.e. 205, the hike will be 7%. Even if it marginally drops 1 point in any of the months, the rise will be still 7% which will take the total D.A. to 72%.             Considering the latest hike in petrol price, it is unlikely that the index may drop in the next months. So we can guess the next D.A. hike @7%, revising our previous guess work.

PROCUREMENT OF BICYCLE FOR POSTMEN

DG(POSTS) No 1-6/2011                                      Dated 04^th June 2012

            The Department intends to provide specially designed bicycles to the Postmen all over the country during 12^th Five Year Plan to help delivery staff carrying the mail of various sizes of articles in their beats for delivery to the public.

            It is proposed to design and develop the box of fiberglass or any other light weight durable material for carrying the mail/articles to be attached with the postal bicycle.

            A committee has been constituted comprising of PMG, Agra Region, Agra as a Chairperson, Director Postal Service (Mails & Speed post), O/o CPMG, Delhi Circle, Director (MV), Mail Business Dn. Postal Directorate and two representatives of recognized postmen service unions, Shri. I.S.Dabas, General Secretary, AIPEU Postmen & Group 'D', NFPE and Shri T.N. Rahate, General Secretary, N.U.Federation of National Postal Organizations are nominated as members who will look into the design, development of the bag/box of fiberglass/PBC or any other light weight durable material for carrying the mail/articles to be provided  with the postman bicycles.  The bicycles design should also look like as the brand ambassador of Department of Posts.

            The committee will submit their report within 3 months.
