IMPLEMENTATION OF PAY COMMISSION ORDERS AND TASKS

 

Dear Comrades!

 

The implementation of 6th Pay Commission's recommendations has started already on the basis of the decision of the Union Cabinet. The final decisions of the Government are unilateral as far as the Confederation is concerned. Major demands including justified Minimum Wages, Uniform 40% Fitment formula, enhanced Transport allowance for lower grade staff etc are ignored. The intention to deny very decent arrears is clear from the decision to grant hike in allowances only from 1.9.2008. Even the reduced arrears are going to be paid in instalments only. The Confederation National Executive has correctly taken a decision to unite with all possible CG Organisations including the Defence Employees Federation and undertake a Strike Ballot and Indefinite Strike to win justice.

 

All the Affiliates of Confederation are called upon by the National Executive to convene an all India Departmental Convention in preparation of strike. NFPE Federal Executive on 22nd September will finalise the details of such a National Convention of NFPE in which all CHQ Office Bearers and Circle Secretaries of all NFPE Unions / Associations shall take part.

 

19th September 2008 – Strike Declaration Day

 

All NFPE Unions are called upon to implement the call of the Confederation National executive on 19th September 2008 as "STRIKE DECLARATION DAY" by holding protest demonstrations throughout the country. Highlight the 18 Point Charter of Demands to the employees [Charter already printed in Postal Crusader – Sep 2008 issue] and create awareness that what is accepted by the Government is actually very less to Group C and D employees and a bonanza to Secretaries of Government and Group A officers. It is our endeavour to create a situation for strike and force the Government to negotiate with the Confederation for better results. Acceptance of present decisions of Government would bring huge loss to us after the euphoria of arrears payment is over. The Strike Charter will be further improved with additions suggested to it by all soon and the same may be taken from our websites before 19th September.

 

POSTAL SECTIONAL ISSUES

 

We had a meeting with the Secretary [P] on 1.9.2008. We also submitted a list of items for discussion in a formal meeting. The meeting is being fixed by the Directorate. We feel time has come for switching over to 3 ACP Scheme. It may take a long time to improve the TBOP/BCR to match three upgradations involving intense negotiations with the future outcome unclear. The DOPT may not agree any scheme to be improved beyond the level of benefit made available under ACP and this may pose bottlenecks in improving a better upgradation system under TBOP/BCR. The better option is to embrace 3 ACP and then address the negative point in the ACP Scheme against the interests of the Promotees. The point that when IPO Promotees can get 2 ACP under the present 2ACP Scheme and may get the third ACP also hereafter, why the other Promotees alone should be denied the same benefit? We have a strong case at our hands. We can pursue it to our benefit after entering into the 3 ACP Scheme. The Federal Executive on 22nd September shall take a final decision.

 

In addition to 3 ACP Scheme which is an upgradation only, we have already discussed with the Secretary [P] on Cadre Restructuring which is over due. The Department has requested us to submit a comprehensive Note on this point for its consideration. We are comparing different Cadre Restructuring Schemes in operation in other departments and after finalizing in the Federal Executive, NFPE would submit it to the Department. This shall create better promotional avenues to all cadres of Group C and D [including upgraded] and remove whatever anomalies exist in the present day promotional schemes. A remedy to the age old LSG/TBOP lower scale also shall have to be sorted out under the Cadre Restructuring. The issue of Despatch Riders, Sorters in Postal Accounts, Marketing Executives etc would all be covered under the Cadre Restructuring.

 

The other issues of importance like PO&RMS Accountants, System Administrators, Charge Hand in MMS, Parity in Treasury Allowance for PO Treasurers and Supervisory Allowances for all supervisory staff including selection grade Postmen / Mail guard are going to be discussed with the department soon as the Directorate has agreed to convene the formal meeting shortly.

 

GDS COMMITTEE REPORT

 

The GDS Committee headed by Shri. Nataraja Murthi has completed its work. The Report is likely to be submitted today or Monday. We have already taken a decision in the Confederation National Executive that our Indefinite Strike shall contain the important demand of Status and Pension of GDS in a prominent way. Therefore denial if any by the GDS Committee to recommend Status of civil servants to GDS and Pension shall not be acceptable to us. The NFPE Secretary General has already made it clear in the GDS CWC meeting that any struggle of GDS in this regard will receive total support of all regular employees of Postal Department. Federal Executive on 22nd September shall discuss and take a decision.

 

BONUS PLB 2007-2008

 

We have requested the Secretary [P] that the unilateral cap applied to curtail the entitlement of PLB to Postal Staff by the MOF should stop. Secretary [P] agreed to take up this with the MOF. The Confederation is moving the DOPT for getting the order for enhancement of quantum ceiling from 2500/- to 3500/-. We are pursuing both the issues and all efforts would be taken for release of Bonus Orders before Puja.

 

SPECIAL DONATION TO NFPE

 

NFPE has called upon all the affiliated Circle / Divisional / Branch Unions to send Special Donation to NFPE by collecting Rs.100/- [One Hundred Only] per Member during the pay commission arrears payment. The Office Bearers of the Federation on Foreign Service from 2006 to till date shall get their arrears only through the NFPE and Department will not pay. The higher revised pay has to be paid in future also. The Federation has developed a huge debt and without the cooperation and involvement from all, we cannot overcome the grim situation. We appeal to all to take up this task with all earnestness to strengthen the finances of NFPE immediately. The Special Donation to NFPE shall be sent to the following address by DD/Cheque/MO:

    As suggested several times earlier, Indefinite Strike is the last resort to achieve something provided it is organized with inclusion of all the unions / associations irrespective of cadres and wings concerning all Central Govt. establishments nationwide. Hope, the Federal Executive meeting on 22nd instant will certainly discuss in this regard.
    Secondly, while discussing postal sectional issues, you are silent on the issues concerning Business / Marketing Executives whose contributions can't be ignored consequent upon establishment of BD Directorate to run the Department for earning more and more revenue. Hope, the proposed discussions of the Federal Executive on 22nd instant will certainly include this particular issue also.
    Thirdly, The TBOP/LSG and BCR/HSG-II officials of Postal Department have suffered a lot for a period of 12 years. At all a decision is taken for indefinite strike, this particular issue must be prioritised with due care addressing the anomalies existed so far. The cadre restructuring proposal should also be lined up on the same analogy.

Dear Comrade Samal - yes the Confederation Executive Resolution is clear to the extent that we should discuss with the Defence Federation to include them also in the programme and strike to make the platform of struggle as broad based as possible. But if you mean by all unions 'the Railways also' then the possibility is dim. The Railways are apparantly satisfied with the Government announcement. we have to think about strike excluding Railways only for the present. The issue of marketing executives is not ignored but bracketed under cadre restructuring through which higher pay scale be attained - there is no other alternative for them and also for TBOP/LSG - Await for the outcome of our Federal Executive where ur view points would be given due consideration

    Thanks a lot for your assurance to consider our suggestions.All such suggestions should be given due weightage since every individual effort can certainly make a definite difference. To be very honest, N F P E has alone won several struggle programmes and it knows how to work with a difference.we don't consider the Confederation weak without Railway when NFPE is there. If everything goes favourable, Bhubaneswar Division will certainly show you the difference.
    Can we adopt an agitational programme to completely ban implementation of the recommendations of the Sixth CPC if our suggestions are not acceded to ?

    I feel proud to introduce myself as a member of NFPE. NFPE is the only service union which used to start trade union activities like strike/ dharana etc even for common men issue and other unions are availing the benefits without their contribution. We know that Govt. has a British role to create difference among all service unions. But in some issues our friends of other unions are telling that they have interest to participate, but no instruction is being issued by their HQ. As a member, my suggestion is to make negotiation with other Unions/ Associations of India Post irrespective of cadre before issuing notices for indefinite strike. If all unions / Associations will be united like Banks & insurance sectors public service will be hampered & that will paralyse the Govt. Indian Railway is not India. Except Railway if others will be united the attendance of Railway staff will not be effective to earn revenue for Govt. of India. Rather Railway staff will take their pay without earning a coin as revenue. They may be restricted to enter in to Central Govt. Co-ordination committee when they will come with their problems. But we must organize the strike in such a manner which results achievement of target.
    Regarding cadre restructuring the steps taken by NFPE is appreciable. 6CPC does not have any idea about the work of Marketing Executives & System Administrators. So the comments given by 6CPC �functionally not justified� is not acceptable. It is the duty of India Post to narrate how staff are being exploited by the administration to perform the duty of M.E/ S.A without any financial benefits. They are the field staff who are working sincerely to complete the assigned work like AMM ADMI / PROJECT ARROW etc in time. Even there is no such clear cut ruling for their traveling expenditure. Controlling authorities are issuing orders without settling previous tour expenditures. Total hierarchy depends on them but nobody thinks for their difficulties. Marketing of premium products & computerization work will change the public idea on India Post. So my sincere request to my Secretary General to take up this issue in the Federal Executive for further course of action .
