FORMAL MEETING BY MEMBER PERSONNEL

 

MEMBER [P] HELD FORMAL MEETING WITH NFPE & FNPO

 

NFPE represented by Comrades K.Ragavendran [Secretary General]; K.V.Sridharan [General Secretary P3]; Ishwar Singh Dabas [General Secretary P4] and Giriraj Singh [General Secretary R3].

 

Staff Side demand for implementation of 3ACP Scheme for Postal and that too w.e.f. 1.1.2006 has been agreed by the Department. Staff Side is to give consent for switch over to ACP from TBOP/BCR Scheme.

 

Department agreed for cadre restructuring – It is stated by the Member [P] that already the department is working on it and the Department acknowledges the  necessity to elevate the grade of Postmasters – The Staff Side is to submit detailed proposals early – Broad proposals would be again discussed with the Staff Side before acceptance by the Postal Board. Staff Side proposals will now be aimed at removing the age-old problem of denial of TBOP higher pay etc. Sorter / LDC / DEO Merger of Postal Accounts will be taken up in Cadre restructuring.

 

Our demand for separate cadre / establishment to ensure higher pay scale for System Administrators has been agreed to be processed – Staff side is to give detailed proposals to Department soon – The Department will take it up with the DOPT for approval. 

 

Staff Side demanded that the PO&RMS Accountants Special Allowance to be given the same fixation benefit like JAOs in the background of 3ACP Scheme. The Department agreed to submit the proposal again to DOPT.

 

Marketing Executives Higher Pay Scale can be taken up along with the Cadre Restructuring.

 

Anomaly of lower pay for seniors in comparison with the new recruits in the same cadre is pointed out by the Staff Side. The Department asked us to give a letter in this matter.

 

Staff Side is requested to give letters on issues like Artisans – Charge Hand – Drivers – Technical Postal Assistant in MMS – Para Medical Staff – Civil Wing PA – Post Office Treasurer and RMS Cashier disparity – etc and after considering them the anomalies will be referred to the Anomaly Committee consisting of both Official and Staff Side Members under the Scheme of JCM Departmental Council.

 

Now we go the Federal Executive Meeting in Thiruvananthapuram on 22nd September with the official view points of the Department available with us. We will finalize our proposals for Cadre Restructuring of different cadres in that meeting before discussing with the FNPO and submission of the same to the Department thereafter.

  1. It is a good news for us that Department has agreed to give the benifit of 3 ACP w.e.f. 01.01.06. What would be grade pay 3 ACP starting from PA level. Please give a detail.

    Congratulation for ocnvbincing the govt. for 3 acp scheme. But the employees are interested to know the status of the Bonus viz., 60 days + and 3,500/-.

    I am not from the Postal Dept. However, I would like to highlight the anomalies in ACP Scheme of VIth pay commission.

    Suppose a person join in 3050-75-3950-80-4590 normally one would expect after 10 years he would get the scale of 4000-100-6000 and after twenty years 5000-150-8000
    and after 30 years 5500-175-9000
    ( in the old acp one would get this after 12 and 24 years)

    Where as in the new acp a person joining in 3050-75-3950-80-4590 (grade pay 1800) would only get acp to the scale of 3200-85-4900 and its grade pay of 1900 and again after 20 years gets grade pay of 4000-100-6000 with grade pay 2400 and after thirty years he would get 4500-125-7000 with grade pay 2800.

    This is what one will get after thirty years of service. One won't reach PB2 in his serivce carrier. Even if one manages to get one promotion he will not reach pb2 with grade pay 4200.

    As in pb1 they have given purposely somany scales getting a jump is difficult.

    In my case i got 2 ACP after 12 and twenty four and I am working in the scale of 5000-150-8000. I would only get grade pay 2400 instead of 4200 as I am not promoted to the post.( would like to have your comments)

  4. Dear Comrade Sumit - Under the ACP Scheme as modified by the 6th CPC and improved by the Government, the officials who could not get their regular promotion will get ACP to next Grade Pay. Accordingly a direct recruit PA/SA in 2400 Grade Pay would get his I, II and III ACP respectively to 2800, 4200 and 4600 Grade Pay after 10, 20 and 30 years. A direct recruit Postman / Mailguard on 2000 Grade Pay will similarly go to 2400, 2800 and 4200 Grade Pay. In case of Promotees that promotion would be adjusted against the number of ACP is the only negative condition in the whole scheme of ACP.

  5. Dear Comrade Sathish - The Adhoc Bonus [non-PLB Sections] have got their adhoc bonus of 30 days @ 2500/= without any change in ceiling. For PLB Sections like Railways, Defence and Postal the figures are yet to be compiled and verified by the MOF - It will take some more time - Meanwhile NFPE / Confederation has called upon for launching a Programme on 19th September for demonstration and sending a Savingram to Honourable Finance Minister to enhance the ceiling to 3500/=.

Dear Comrade Rajendra Prasad - This modified version of ACP Scheme recommended by 6th CPC, which also accepted by Government with the improvement of 3rd ACP is responsible for this problem in many departments where the ACP was so far made on the available hierarchical set up. Now that the condition is to upgrade only to the next Grade Pay this problem is coming up. The Staff Side National Council alrady discussed it with the Cabinet Secretary for rejecting the modified negative approach of Pay Commission.But the Government did not agree but only increased the number to three. This issue has been included in the Charter of Demands of Confederation for agitation and redressal. However as I understand, the promotion / upgradation already granted to an official under the existing schemes cannot be undone by a subsequent promotional / upgradational scheme. So your Pay will have to be protected by the corresponding level of PB only.
