Sub: Merger of
Single handed Post Offices in delivery offices - Case of West Bengal Circle
Sir,
It has been brought to our notice that
the West Bengal Circle Administration has issued orders to merge single handed
Post Offices into delivery offices nearby.
In this connection we would like to
invite your kind attention towards an agreement reached between unions and administration in
the meeting held in the month of July-2011 on Strike Charter of Demands, in
which assurance was given by the then Secretary (P) that no Post Office will be
merged or closed. If it will not be feasible to run those due to some
unavoidable circumstances, it will be shifted or relocated in some new emerging
area of the city concerned.
Further the closure or merger of Post Offices will reduce
the strength of Establishment. Senior Citizens and other needy persons taking
services from their nearby Post Offices will have to move to a far place and it
will adversely effect the customer base.
After introduction of Cadre Restructuring in PA Cadre,
all single and double handed Post Offices have been designated as LSG Post
Offices. If the number of single handed Post Offices will be reduced than the
same number of LSG employees will have to move for other places and it will
cause more dislocation to the staff.
We have several rounds of discussions with Member (P) and
Secretary (P) that for the need of maker and checker procedure under CBS, all
single handed Post Offices should be converted into double handed by deploying the surplus staff from some
branches of bigger Head Post Offices after CSI implementation.
Based on the above facts, we would urge upon you to
kindly issue suitable instructions to CPMG West Bengal and other CPMGs not to
close or merge single handed Post Offices, which will not be in favour of staff
as well as administration.
