GEAR UP THE MACHINERY FOR ACHIEVING MAXIMUM STRENGTH OF MEMBERSHIP UNDER VERIFICATION PROCESS FOR NFPE

Attention Divisional and Branch Secretaries

 
Re-verification of Membership has already started

Do not wait to obtain the Signatures from Members – Start the Work immediately

Conduct Divisional / Branch Working Committee Meetings without delay and allot responsibility to all Office Bearers and Executive Committee Members – Divide the offices into several groups and allot each group to a team of Office Bearers & EC Members

Try to increase the membership by appealing to members of all other organisations by attracting them to the ideology of our NFPE   

Guide them to visit the website of NFPE and encourage them to ask any questions they desire to ask with the headquarters through the "comments" in website or through emails – We will answer their doubts and queries and try to persuade them to join our organisation

Obtain signatures from members in 2 Declaration Forms – One will be submitted to Divisional Head and the other will be the file copy of the Divisional / Branch Union.

The name of the Union / Association should be clearly written in the Declaration Forms – Verify the Annexure-I to  write the full and correct name of the Union / Association – Please avoid any other short forms like P3 or P4 or R3 etc and write the full name of the Union only in the Declaration Form.

Hold weekly review meetings of the Divisional and Branch Executive Committee or Office Bearers Meetings to monitor the progress of the work done and to re-allot the remaining task to Office Bearers to ensure the target without fail.

Note down the members on vacation or long leave and try to reach them in their residential addresses instead of waiting for them to join duty – Reach them over phone and even send them the declaration forms by post and collect the same in time to include them.

All Divisional and Branch Secretaries are requested to take care that local rivalry or internal differences should not prevent any official from becoming members of NFPE Unions / Associations in any place. Any complaint of refusal of membership by the Divisional / Branch Secretary this time would only result in debarring the Office Bearer to hold the post until next verification five years afterwards. More over the General Secretary and Circle Secretary are empowered to enrol any member directly this time. So do not give room for any such complaints in any branch and a spirit of enrolling each and every one as our member should prevail.

Commence the work immediately

Encourage Office Bearers to take leave and go round the division and complete the task within two or three days

The task is great – but it has been thrust on us by the intervention of the Court – We have no choice but to u undertake the task in the interest of our great organisation –
NFPE & CHQ OF ALL AFFILIATED UNIONS & GDS UNION LEADERS ARE VISITING ALL CIRCLES AS PER THE CAMPAIGN TOUR PROGRAMME ALREADY CIRCULATED AND PLACED IN OUR WEBSITES - CIRCLE SECRETARIES ARE REQUESTED TO MAKE ALL ARRANGEMENTS FOR THE SUCCESSFUL CONDUCT OF THE JOINT CIRCLE COUNCIL MEETING.
Rise up to the task – NFPE has total confidence that our experienced leadership at Circle / Divisional / Branch level will once again come out with great success.

    From the date of entry in our department and till last reverification process,I was an
    active member of NFPE P3.But due to some retrograde steps taken by our union against the interest of groupc cadre I was left with no option but not to renew by membership last time.Because of their ineffectiveness and lack of long term vision,the present condition of group c cadre is pathetic.The following are few among them.
    1.Before 5th cpc the pay scale of both the IPOs and LSG PAs were identical.The appointing power and disciplinary power of both these cadres were same.The same is the case for ASPOs and H.S.G11 officials.But after 5th CPC IPOs were placed in the pay scale of HSG 11 and ASPOs were placed in the pay scale of H.S.G1 post.The LSG cadre was left out altogether.Everyone was found content when PAs got Rs.4000 scale.They failed to foresee the immenet danger which has come after the 6th CPC.
    Similarly,While the pay scales of both the ASPOs and HSG1 were identical, ASPOs were given Gazetted status while it was denied to HSG1.SGs excuse was that
    if we got Gazetted status ,we won't get bonus.Is Gazetted status equivalent to a paultry bonus of Rs.6000 or Rs.7000.What a pity.
    Pay commission by pay commission IPOs and ASPOs are climbing the ladder while our selection grade officials are lagging behind.In their representation to DG requesting grade pay of Rs4600, IPOs/ASPOs association has gone to the extent of stating that they are supervising LSG and HSG11 officials and so their GP should be above that of HSG11.The content of lr no DG(P) No.17-/92 Inspn.dt.18-5-93 was that since BCR officials were functioning as SPMs in LSG and HSG11 officies then, IPOs/ ASPOs can carryout inspections/ enquiries in these offices also.But the position has changed and now pucca LSG and HSG11officials are manning these posts.The department has decided in favour of granting GP of Rs4600 to IPOs.The another point in their representation was that the grade pay of the supervisor (IPO) should be above that of the supervised (HSG11).If we apply the same logic, then the GP of the LSG official (Supervisor ) should be above that of the GP of a PA (Supervised) who got third MACP ie.Rs.4600.
    Union is not for safeguarding the interest of promotees at the cost of direct recruites.Amidst bleak career prospects,Department introduced Fast Track Promotion but has to drop it due to Union's opposition.With the subscription money collected from members like me, class 111 union filed case(FTP) against our interests.We were also members of this union.If this is the case ,how can we continue.
    Last but not the least,to bring efficiency,the Department has created Postmasters cadre and opened a way for a PA to become a Senior Postmaster, a position a PA could not dream of unless he became an IPO.116 Gr.B posts from IPO line are being given to General line.IPOs association should have objected to this. But it is irony to see that the opposition is comming from NFPE and not from IPO union.6th CPC has clearly stated that Promotion should not be given but it should be earned.
    My request is that those at the helm of affairs should see reason and act purely for the interest of
    the cadre as a whole which they represent.Moreover, since HSG11 and HSG1 are now being categorised as Group B cadre, the possibility of a seperate union for these cadre may also be looked into.
    I would not have written these matters but for the encouragement the SG has given in the website to ask any questions.
    I hope, the union will respond to the points I raised in the above column.
    If satisfied,I will certainly rejoin our beloved union and work as a disciplined comrade as before.

Dear Comrade Ajikumar - Greetings - We are working in a system called Pay Commissions and we have no system of bilateral wage settlement like Public Sectors - Naturally therefore the recommendations of the Pay Commissions have a positive or negative effect on various cadres every time the Pay Commission recommend something - It is a fact that the 5th CPC disturbed the parity between the LSG and IPOs and HSG-II and ASPOs. But the trade union movement tried everything in its capacity to change the injustice - We organised strikes and we fought legal battles too - Unfortunately we failed - The 6th CPC also did not set right the injustice but inadvertently it amalgamated the pay scales of S9, S10, S11 and S12 which sorted out the injustice for HSG-II / BCR because they could go to 6500-10500 level with GP 4200 - The HSG-I also therefore got 7450-11500 as we have demanded before the p ay commission - Only the issue of LSG-TBOP could not be sorted out but we have taken up through cadre restructuring and also in anomaly committee - We have to wait for the fruit - No need for despair and no need to leave our traditional organisation - Individuals may be wrong but the organisations are never wrong - The second we came to know about the issue of higher Grade Pay to IPOs recommended by DoP to MOF, NFPE did not waste any time in demanding elevation of GP to HSG-II and HSG-I. - By the way we are told by the Department in the Anomaly Committee that the MOF did not accept the recommendations of the DoP for higher GP to IPOs - This is for your information - We are not against examination system for youth to become supervirsors but we want a proper balance between the seniors and merit candidates with discussion with the staff side - No discussion was entertained when fast track was introduced causing problems - No discussion is again entertained now while unilaterally creating Postmasters Cadre which envisages 100% LSG Postmasters Posts for examination only - How can a trade union agree to 100% vacancies for examination only? - Your view point that Group B Postmasters 116 posts is available for the first time to General Line is wrong - these posts already we have under examination system for the General Line - Not a single vacancy beyond 6% of Group B posts available to General Line is increased or offered to us now as you wrong think - Do you agree that the Department can create any system of cadre without any discussions with the staff side? Can they take away the promotion avenue to LSG Postmasters for all seniors in one stroke? Then what about the role of the staff side? I repeat that we are not against examination system - We are for both examination and seniority-cum-fitness arrangement under proper quota for both - You should have entered into proper discussion with us before leaving our organisation on wrong understanding of the issues - Anyway i am glad that you have offered to re-enter our organisation and i appeal to you to come back to the fold of our traditional NFPE and play your role - Let us resolve the issues together and with vision - Regards
