FNPO SECRETARY GENERAL HAS WRITTEN ABOUT GERMAN STUDY TOUR IN RMS SENTINEL APRIL ISSUE CALLING NFPE TOOK UNETHICAL STAND

NFPE DELEGATION MET DDG [ESTT] WHILE ADG [ESTT] INFORMED US THAT NO NAMES FROM FNPO HAS COME FOR ANOMALY COMMITTEE AND THAT NO PROPOSALS FROM FNPO RECEIVED ON CADRE RESTRUCTURING - FNPO OFFICE WAS IMMEDIATELY CONTACTED FROM THE CHAMBER OF DDG ITSELF AND COMRADE GKP WAS INTIMATED OF THE SITUATION - NOT OUR INVENTION OR FALSE PROPAGANDA BUT ONLY WHAT WAS STATED BY THE DEPARTMENT OFFICERS.

FNPO WRITE UP IN RMS SENTINEL APRIL ISSUE:

 

Visit to Germany from 23.3.2009 to 27.3.2009

 

The Dept. deputed the following to visit Germany (Bonn) to participate in a study tour from 23.3.2009 to 27.3.2009.

1. Sri.Subhas Chander (Director SR), 2. S.Samuel, GS AIA ASPOs & IPOs, 3. M.Mohana Rangam, GS AL AASRMS & IRMS, 4. D.Theagarajan, GS NUR 'C' and 5. T.N.Rahate, GS NUPE PM & Gr.'D'.

 

In the year 2007, the Dept. proposed the above programme and sought the names of General Secretaries from the following Associations:-

 

1. P3 2.P4 3.R3 4.ASRM/IRM 5.ASP/IPO.

Subsequently NFPE Federation requested the Dept. to include the name of their Secretary General for the tour. This was accepted by the Dept. After that, some Associations like R4 and DPA also requested for inclusion of the names of their General Secretaries. This was also accepted by the Dept. Due to various reasons, the study tour of Germany did not materialize in 2007 and 2008. All of a sudden, the Directorate intimated 17 office bearers for undertaking the above study tour vide DG Posts No.10-10/2007-Trg Dated 25.2.2009. The Directorate intimate the participants should be present in Delhi on 5.3.2009. I intimated the Dept. my inability to undertake the tour upto 10.3.2009. On the morning of 10th March, the Directorate called me over phone and asked me to procure official passport. In the evening of 10th March, they discussed about the restriction from MOF in regard to reduction of members for visit to Germany. I volunteered of self to exclude my name.

 

Meanwhile one of the Federations objected to include my name in the list for tour. On hearing this unsavoury action by the other Federation, I have made up my mind to participate in the study tour despite my hectic domestic work. I procured official passport on 12.3.2009 at 5.30 p.m. and informed this to the Directorate on the same day.

Had the other Federation discussed the matter with us, we would have gladly joined with them and we would have insisted the administration to include the name of the Secretary General in the study tour. Unfortunately the other Federation adopted unethical practice. [All italics & emphasis added]

Dear Comrade Theagarajan,
 
Greetings. I am astonished to read your unsavoury and baseless comments against our Federation published in RMS Sentinel April 2009 Issue under the General Secretary's Letter. I am deeply wounded by reading your comments for two reasons. First they are baseless and you could have understood the whole issue and the nature of our objections from the letter of our Federation to the Secretary Department of Posts, published in the Postal Crusader April issue. Secondly for your statement that you would have recommended for the inclusion of Secretary General NFPE in the German Study Tour, had our Federation approached you in this matter.
 
To set the records straight, I would like to inform you that the stand of the NFPE is that on all such matters involving the Staff Side, the Federations should be consulted about the names of the staff side representatives. As from your comments it is apparent that you have been consulted by the Administration in this matter. The Department had obviously consulted your Federation but not our Federation. There were no consultations with the major and Number One Federation 'NFPE' regarding the selection of representatives of staff side from NFPE either before or after the MOF restrictions while you have been provided with the courtesy of consultations as a Second Federation.  As you have correctly mentioned that the name of the Secretary General NFPE was included by the Department when we pointed out the omission. But the Department once again omitted the SG NFPE without consulting us. This is an insult to our Federation. I am not able to understand as to what objections your Federation can have on this issue. It is a matter of our right which the Department undermined.
 
Your contention that our Federation objected to the inclusion of the Secretary General FNPO is baseless and a figment of your imagination. I would only wish that you would refrain from making such wild observations that cannot be substantiated by facts. Our considered stand is that the representatives of your Federation would naturally be made by your Federation and we have no say in that matter. But the Department cannot make the selection of NFPE representatives on its own or in consultation with your Federation. In fact we ascertained about the omissions of three representatives of NFPE from the list of 17 on 12th March only and our three General Secretaries of P3, P4 and R3 raised the issue on 13.3.2009 only. By the time you have obtained your official passport on 12th evening itself. Therefore we cannot understand as to how you could have heard about our so called unsavoury [!?] stand and make up your mind to participate in tour and applied and got the passport on 12th itself? In fact the NFPE objection was recorded with the Department only on 17th March 2009, which explains the clear stand of our Federation on the whole issue.
 
The main contention of NFPE that the ratio of 5:2 shall be maintained on staff side representatives between NFPE and FNPO cannot be ignored either by the Department or by your Federation. The National Council, Departmental Council, Regional Council, Anomaly Committees and other Sub Committees will only have 5:2 ratio representations between NFPE and FNPO. The Department and your Federation are very well aware of this situation. Any violation on this matter by the Department is a matter of serious concern for us and we are unable to understand as to what objection your Federation can have in this issue except that your unnecessary comments against NFPE appears to have been made to please some one in the Postal Directorate.
 
Finally, I would like to state that your comment that you would have insisted the Administration to include the Secretary General NFPE in the Study Tour had we discussed the matter with you shows traces of arrogance. NFPE, being the major and Number One Federation, is not at the mercy of your Federation for claiming our rights as an organisation. If the Department undermines our rights then it is our responsibility to take objection. We do not require any one's help for claiming our own rights as the major contingent of the Staff Side in the Department of Posts. NFPE never adopts unethical practices and I am only anguished to hear such unethical comments from you, especially when I am of the impression that we have been maintaining best understanding of unity as partners of JCA.
 
I hope you would at least understand our position now.
