ADOPTED RESOLUTION FOR SOLIDARITY TO GDS STRUGGLE
 
ADOPTED RESOLUTION FOR LAUNCH OF A PROGRAMME OF ACTION ON POSTAL CHARTER OF URGENT DEMANDS
 
GDS COMMITTEE PROPOSALS STILL NOT SUBMITTED TO MOF
 
Dear Comrades!
 
 The Federal Secretariat of NFPE has met on Monday [23.02.2009] in the Office of the NFPE. It has considered the situation with regard to the issue of implementation of GDS Committee recommendations and the Indefinite Strike Notice served by the GDS CHQ and other programme of action by the GDS Union. The Secretariat also considered the request of the GDS General Secretary for support from the NFPE and its affiliated Unions / Associations. As matter stands today, the proposals of the Postal Department on the GDS Committee and Gopinath Committee are under the scruitiny of JS&FA. The proposals are not yet gone to the Ministry of Finance. There is wide spread fear that the delay may cause the implementation postponed beyond elections.
 
NFPE Federal Secretariat has therefore unanimously decided to extend solidarity support to the GDS issues and the call of the GDS Union for an indefinite strike from 3.3.2009 and has called upon the Circle / Divisional / Branch Unions of NFPE Organisations to organise Solidarity Demonstrations in front of all work spots on 3.3.2009.
 
NFPE Federal Secretariat has also adopted another resolution for launching an intensive Programme of Action starting from 3.3.2009 on the following 'POSTAL CHARTER OF URGENT DEMANDS'. This was considered absolutely necessary in the background of the fact that the DOPT against its own orders denied any exemption to Postal Operative Department from the purview of Screening Committee immediately. The assurances held out by the Honourable Ministers and the Department that they would get the exemption have not been translated into practice. But we are afraid that the Honourable Minister might have proposed outsourcing of postal operations in this background. More over the Department is yet to supply the proposals it has sent to DOPT on Postmasters' Cadre and we learn that there is no higher Grade Pay for LSG Postmasters even under the proposed Postmasters' Cadre. The proposals of the STaff Side for a Cadre Review is yet to take off but before finalising cadre review, the department is going ahead for creation of Postmasters CAdre without any higher scale of pay for any one. This is most disappointing. The Project Arrow Offices are turning out to be a place of torture to staff because of shortage of staff and other reasons. NFPE calls upon the entirety of membership to launch the Programme of Action as follows to focus the attention of all people.
 
CHARTER OF URGENT DEMANDS
 
1. Implement GDS Committee recommendations with the modifications sought by staff side without any delay.
2. Seeking intervention of the Honourable MOC&IT and the MOSC&IT for getting exemption from the purview of the Screening Committee for filling up the existing 24000 direct recruitment vacancies of 2005-2006; 2006-2007; and 2007-2008.
3. Finalise Cadre Review for all cadres in department of posts.
4.Stop the creation of Postmasters' Cadre.
5. Supply full strength in Project Arrow Offices without creating shortage in other offices.
6. No outsourcing of Postal Operations.
 
PROGRAMME OF ACTION:
 
1] 3.3.2009: DEMONSTRATION IN FRONT OF ALL WORK SPOTS.
 
2] 16.3.2009 TO 30.3.2009: CAMPAIGN FORTNIGHT TO UNLEASH POWERFUL PROPAGANDA AMONGST THE EMPLOYEES BY PRINTING CIRCULARS - CONDUCTING PADA YATRAS / CYCLE YATRAS - HOLDING GATE MEETINGS - PRESS CONFERENCES ETC.
 
3] 16.4.2009: MASSIVE DHARNA BEFORE CIRCLE / REGIONAL / DIVISIONAL OFFICES.
 
4] NFPE FEDERAL EXECUTIVE WILL MEET AFTER THIS TO DECIDE ABOUT FUTURE.
