INDIFINITE STRIKE DEFERRED BY CONFEDERATION AND NFPE

INDEFINITE STRIKE IS DEFERRED BY CONFEDERATION AND NFPE.

 

MEETING WITH HONOURABLE PRIME MINISTER OF INDIA THROUGH THE GOOD OFFICES OF HONOURABLE MEMBER OF PARLIAMENT COMRADE BASUDEV ACHARYA COULD NOT TAKE PLACE DUE TO PREOCCUPATIONS OF PRIME MINISTER – IT MAY TAKE PLACE ON 22.01.2009.

 

NATIONAL EXECUTIVE OF CONFEDERATION UNANIMOUSLY RESOLVED TO DEFER THE STRIKE ACTION FOR WANT OF MORE PREPARATIONS.

 

NFPE FEDERAL SECRETARIAT ALSO MET AFTER THE CONFEDERATION MEETING – RESOLVED UNANIMOUSLY TO DEFER THE STRIKE ACTION BASED ON THE OUTCOME OF DISCUSSIONS HELD BETWEEN THE POSTAL BOARD AND NFPE AS WELL AS FOR WANT OF MORE PREPARATIONS.

 

Dear Comrades!

 

Confederation National Executive meeting was held on 15.01.2009 in New Delhi. The preparation for launching the Indefinite Strike from 20th January and the level of impact created by our campaign on the employees at grass root level were all thoroughly considered. The Executive came to the conclusion that the preparations and campaign have not gone to that level to launch an effective Indefinite Strike from 20.01.2009. It was thereupon unanimously resolved to defer the intended Indefinite Strike and continue to launch an intensive campaign at field level on the common demands and long pending issues in JCM and revert back to the National Executive Meeting to be held in the month of February 2009. Meanwhile due to the preoccupations of the Honourable Prime Minister, the meeting the Confederation leaders tried to have with the Prime Minister of India through the good offices of the Honourable Member of Parliament Comrade Basudev Acharya could not be held today. The meeting with the Honourable Prime Minister of India to get his kind intervention for a meaningful dialogue might take place on 22.01.2009.

 

NFPE Federal Secretariat was held after the Confederation National Executive. The Strike call given by the NFPE and its affiliated unions / associations; the letter of ultimatum served on the Department of Posts by NFPE on 10th December 2008 and the resultant discussions held by the Secretary [P] and other high officers of the Postal Board with us on 13.01.2008 and the outcome thereof; the deferment of Indefinite Strike by the Confederation National Executive etc were thoroughly discussed. It was also assessed that the amount of preparation for the strike amongst the postal employees has not reached that level to ensure a total strike of postal employees. Therefore even though the discussions held by the Secretary [P] and Postal Board officers with NFPE and its affiliates have not ensured full and total satisfactory results on the Postal Charter of Demands but however resulted in assurances for settlement of some important issues, the Federal Secretariat has unanimously resolved to defer the indefinite strike and continue to strive for clinching of all those issues and consolidate the gains and assurances that were held out by the Postal Board during discussions on 13th January. It was also resolved as per the outcome of the discussions to pursue with respective DDGs all issues on which the Department has supplied the Action Taken Report with regard to our Charter of Sectional Demands on 15.02.2008.

 

Thus the Indefinite Strike called by NFPE and Confederation stands deferred. The letter intimating the deferment of Indefinite Strike would be handed over to the Secretary Department of Posts tomorrow by the NFPE and all its affiliated unions / associations.

 

We call upon the rank and file to unleash a powerful campaign at the grass root level on common issues of CG Employees and postal employees' as published in the campaign materials of Confederation and NFPE for enlightening the masses and to prepare them for future action.

 

NFPE / and its Affiliated Unions / Associations expresses its profound thanks to the GDS Union Circle Secretaries of West Bengal, Orissa, North East, Kerala, Andhra, Uttar Pradesh and Assam for their solidarity expressed to the Indefinite Strike call of NFPE through their direct strike notices to Chief PMGs of West Bengal, Orissa and North East as well as for their serving of strike notice  along with the NFPE Unions in Kerala, Andhra, Uttar Pradesh as well as for standing together with the NFPE Unions in Assam.

 

NFPE / and its Affiliated Unions / Associations also thanks all such leaders of Federation and CHQs of affiliated Unions / Associations who have undertaken Strike Campaign Tour to the allotted State Capitals and Regional Centres.

 

NFPE and All Affiliated Unions / Associations thank the Circle Secretaries who have served the copy of strike notice to the respective Chief Postmasters General as directed and for undertaking all possible organisational measures to organise the intended strike action.

 

NFPE and All Affiliated Unions / Associations thank all the divisional and branch secretaries and office bearers of Circle and Divisional and Branch Unions who have responded to the call of the leadership and strived for organising the agitation.

 

Finally we call upon the entirety of Circle / Divisional / Branch Organisations to unleash a powerful campaign amongst the grass root members at the branch level itself by organising office wise meetings and through pamphleteering etc to enlighten the entire employees on the demands of CG Employees and Postal Employees during the next 30 days up to 15.02.2009 to cause total awareness.

The meeting of the National Executive of the Confederation was held at New Delhi today to review the preparation for an indefinite strike action scheduled to commence from 20th January, 2009.  The meeting heard the Secretaries of the affiliated Associations/Federations and Unions as also the secretaries of the Co-ordination Committees. The Comrades who were deputed to attend the State level Conventions also made their observations at the meeting. Most of the Speakers expressed the need for further time to reach out the membership in far flung areas.  The meeting came to the conclusion that more intensive mobilization and campaign programmes are needed to successfully carry out the strike action with full participation of the membership.  It was therefore decided not to commence the strike action from 20th January, 2009 but defer the same to a future date and carry out an intensified campaign amongst the mass of the employees.  All affiliates will advise their State leadership to visit all branches and hold meetings to explain the Charter of Demands, educate and mobilise their employees for the eventual strike action.  Campaign material circulated by the Confederation (CHQ) (available at its website: confederationhq.blogspot.com) will be translated into vernacular and circulate amongst the members.  The said campaign should be concluded by 15.02.2009. The National Executive will meet again in February to take further decision in the matter.

 

The representatives of the Confederation were to meet the Hon'ble Prime Minister today in a delegation with Com.Basudeb Acharya, MP to seek his intervention in bringing about a settlement of the Charter of Demands .  This meeting could not take place due to the preoccupation of the Hon'ble Prime Minister.  The meeting is likely to take place on 22nd January, 2009.
