The defence chiefs had accepted the new "discriminatory" pay scales, after prolonged protest by refusing to implement the Cabinet decision, with Defence Minister A K Antony talking to Navy chief Admiral Sureesh Mehta, IAF chief Air Chief Marshal F H Major and Army chief General Deepak Kapoor.

Prime Minister Manmohan Singh also set up a three-member ministerial committee headed by External Affairs Minister Pranab Mukherjee, with Antony and Finance Minister P Chidambaram as members, to consider the defence personnel's pay-related grievances. Source : PTI

Dear Comrades!
 
The Defence Personnel are putting up a stiffer fight than the Civilian Employees on the matter of better pay scales than what 6th Pay Commission has offered. Their resistence and opposition and show of discontentment has resulted in Primie Minister setting up a Ministerial Committee for further improvement of pay scales of defence personnel. What does it mean? Child that weeps louder gets not only more attention but also more milk!
 
Comrades! Many are happy with the arrears quantum - The quantum make many to 'feel good' - We 'feel good' because of the fact that there was no Interim Relief this time - Had there been a IR for 1000/- then the quantum of arrears would not have made us feel good. We forget that the Minimum Wages of 10,000/- for Group D is denied. We forget that the fitment benefit for PB-4 Pay Band Officers is too high and too great to the extent of some top officers had taken payment of arrears of 40% alone more than 6 to 8 lakhs of rupees! We forget that the 'Grade Pay' recommended @ 40% of maximum of pre-revised pay scale for all has also been upwardly revised only for Officers and not for lower level including the TBOP whose Grade Pay is causing deep resentment. We forget that the Transport Allowance of Officers is 7000/= while it is only 600/-+ DA or 400/- + DA at the lowest level. More over we forget that it is the same 7000/= granted for a family of upgraded Group D for running his family for a whole month! While not a single post of high level officer was abolished under the Screening Committee so far, lakhs of Group D and Group C and Group B posts have been abolished! STILL WE FEEL GOOD ! BUT DEFENCE PERSONNEL PROTEST!!
 
We want discrimination to end! - But first we have to end our feel good factor and start thinking about how to go ahead for winning our rightful claim? NFPE desires its members quickly to reorganise themselves for future! For better changes to be made in pay fixation and other connected issues we have to seriously go ahead with the programme and campaign of Confederation National Executive and change the feel good factor into a situation of united action.
 
There is a famous quote: 'When an idea grips the minds of masses, it becomes a material force' . When the idea first gripped the minds of Railway Employees that Bonus is to be paid Railwaymen it became a material force to launch into a most powerful indefinite strike in 1974. When the idea of 'Bonus for All' first raised by the NFPTE led by Comrades K.G.Bose and A.S.Rajan [which was initially ridiculed by many] gripped the minds of P&T Employees, the PLB became a reality. Without the demand gripping the minds of masses no struggle is possible and no victory is possible without a united struggle.
 
START THINKING AGAIN
ARE WE SATISFIED WITH THE PAY FIXATION FORMULA?
ARE WE GOING TO GET ADJUSTED OR WANT TO IMPROVE THEM?
IF DEFENSE PERSONNEL CAN DO IT WHY NOT WE? WHY NOT POSTAL EMPLOYEES? WHY NOT CG EMPLOYEES?

  1. Comrade,

    Don't compare civil service and the defence service in the same spirit. It is not the two sides of a coin. Defence service is something else. There struggle and life in trying circumstance have no equal of the life of postal department. Because the postal department people never can imagine such life. So let the nation salute them and give them more than what they demand.

    If you want to demand, demand it right away without comparing with others especially the defence personnel.

Dear Comrade Prakash - You have completely missed my line and the concept of my blog - I do not want to demand parity with defense personnel on comparison between us - No one can deny that the defense personnel deserve much better than us - But the contention of my blog is that all of us to have the same SPIRIT that the Defense Personnel showed in not taking what was offered by the Government and Pay Commission but tenaciously demanding justice - This is the underlying idea of my blog - Hope now you catch the essence of my blog comrade.

  3. Respected HQ & Mr Prakash,
    Gone through all u r valuable views but still feeling gloomy about 'Feel Good' factor. In defence sector a large number of officials sacrifice a lot thats true. There is also wide disparity in facilities at that sector among higher and lower officials. Inspite of that still they behave like a single family because of strict discipline and date to say 'You Civilians...'.
    But here I think the scenario is somehow different. One CG department pulls leg of other when the 2nd got some extra benifit. In same department one cadre tries fagging other. It is mostly clear that Almost all superior cadres don't think about the inferiors.
    Anyway, lets hope for the best and search for the first ray of sun in horizon.

  4. Dear rovera - again i wish that my blog be read in depth by all. It is not a matter of pulling the leg of one department by another but the issue of the entirety of the CG Employees as a whole. The 6th CPC deceived all by distorting the 15th ILC norms on minimum wages and the Government has refuseed to grant the minimum uniform fitment benefit of 2.625 times to Group C and D employees of all CG Departments. At the same time Pay Commission has granted huge increase to PB-4 Officers and the Government on its part improved further the Grade Pay of Officers. This comparison is what i am discussing and trying to drive home at. To get justice what we need is to get organised and in this background only I cited the best example of Defense Personnel taking a firm position unlike the Civilian Employees.

    You have completely misrepresented the issue as a demand for pay-rise but the fact is that middle level officers of rank of Lt colonel and equivalent have been downgraded in their status vis-a-vis with corresponding officers in CG viz.
    Directors,Superintending Engineers who were drawing less have now gone up in Pay-band 4 with effective Rs.10,000 more &this upsets the normal working controls where both work in the same unit.
    Your language may tend to incite employees and will create bad blood.Where there is a genuine cause to be taken up do everying in the laid down trade union methods.I thought you would support your brotheren in the defence forces for their rightful grievences.Shaktiman

Dear Comrade Savitri - I have not misrepresented anything - it is indeed fact that there are injustices perpetrated for defense personnel by the pay commission and nobody is disputing that - there is full justification for the defense personnel to protest and set right the anomalies as well as injustices - we are with them in solidarity - i am only appreciating the spirit shown by the defense personnel in not silently suffering but coming out open to protest that has resulted in Hon'ble Prime Minister going to the extent of forming a Ministerial Committee - I only want similar exhibition by civilian employees to set right the injustices meted out to them also in innumerable ways - NO contradiction in my approach - No creating bad blood indeed - But yes we are trade unionists and approach all issues from the standpoint of a principled trade unionist only - which is not contradictory to realities but only complimenting to that - However i am sorry that you too missed the real intention and spirit of my blog - Regards

    A PA was drawing the pre revised pay scale of Rs. 4000-100-6000 and after say some 16 years of service he will be going to Rs. 4500-125-7000 scale. Is there any respite for them? Why cant we try for Rs. 5000-150-8000

Dear Comrade anita - Greetings - Now as we have opted for 3ACP Scheme instead of TBOP/BCR Scheme we will remain only for 10 years in 4000-6000 level [2400 Grade Pay]; and on completion of 10 years go over to 2800 Grade Pay and on completion of 20 years go to PB-2 with 4200 grade pay and after 30 years to 4600 grade pay. However to avoid officials stagnating in 4500-7000 level we have demanded for cadre restructuring with PA at 4500-7000 level and for much improved promotional avenues to ensure promotion directly to 4200 Grade pay etc. There is no other method other than restructuring of cadres to achieve what you have suggested now.
