3 ACP & CADRE RESTRUCTURING FAVOURABLE
NO DECENTRALISATION OF POSTAL ACCOUNTS NOW
FEDERAL EXECUTIVE ON 22.09.2008 WILL DISCUSS
The Nataraja Murthi GDS Committee is expected to submit its Report within the current week to the Department of Posts.
We should submit our Note on the issue of 3 ACP and cadre restructuring in Department of Posts to the Department for the latter to form its stand and sit for a discussion with the Staff Side. The Secretary is in favour of 3 ACP for Postal Employees and also for cadre restructuring and sought a Note on this matter from us. Secretary [P] intimated that Department is still in favour of delayering LSG and allowing PA/SA directly going into PB-2 on Promotion on a condition of 30% by fast track and 70% by seniority – cum – fitness. The Federal Executive will discuss these issues and take a decision.
DOPT is willing to consider creation of a separate establishment for System Administrators and this issue can be taken up for that matter.
The issue of PO&RMS Accountants Special Allowance to be included in pay fixation on promotion will be taken up again with the DOPT.
The issue of removal of Cap of 60 Days in PLB will have to be raised with the Finance Ministry. Secretary [P] agreed to raise it with MOF later when we calculate our PLB and send the proposal for approval.
Secretary [P] stated that there is no proposal for any decentralization of Postal Accounts at present.
Secretary [P] is not agreeable to anything short of total cadre control by the Postal. The issue of JAO absorption therefore is to be taken up again for convincing the Secretary [P] on this matter.
We objected to the outsourcing of RD/MIS/SCSS job to outside agencies and requested that the job of data entry of this backlog work by our own employees on payment outside office hours is not acceptable to the Department. Secretary {p] said that already in some circles where the work of data entry was given to outside Agency, the work has been completed nicely within a short time. This backlog is cleared and there will be no need for any outsourcing in future. Though we ideologically differ we could not convince the Secretary [P] on this issue. However our suggestion for rolling back the decentralisation of the above work and for centralisation in HPOs once again will be considered favourably. The Federal Executive will discuss this issue on 22.09.2008 in Thiruvananthapuram.
Dear Sir, I want to know the award that we are likely to get from the new ACP scheme. In what way a PA/SA who has completed the service more than 10 years but less than 16 years will be promoted? How the arrear will calculated for these class of employees?
ReplyDeleteDear Comrade Sumit - We have discussed with the Secretary [P] today morning. First we have to change from the present TBOP/BCR Scheme into the ACP Scheme to become eligible for the ACP's 3 financial upgradations on completion of 10,20 and 30 years service. For example those who have completed 16 years service today like you would get your BCR level 2nd ACP after 4 years if we join the ACP Scheme. The Federal Executive of NFPE in Thiruvananthapuram on 22nd September 2008 will discuss and take a decision about the ACP Scheme.

ReplyDeleteI am not a PLostal Emlployee. But a supporter of left idealogy and little bit active in the CG employees trade union movements. While interrracting with some of the female Postal Emplloyees especially in small post offices the working conditions of those female emloyees are not within the satisfactory limits. You will agree with me in that a female employee has got many problems unique to her gender and I feel it is essential for leaders like you to float a female trade union organisation which can represent themselves properly at all levels.
