DEPARTMENT INVITES STAFF SIDE FOR A FORMAL MEETING ON PAY COMMISSION RELATED ISSUES
MEMBER [PERSONNEL] WILL TAKE THE MEETING ON 16TH SEPTEMBER.
NFPE AND FNPO FEDERATIONS ARE INVITED.
Dear Comrades!
The Department of Posts has fixed a formal meeting with the NFPE and FNPO Federations on 16.09.2008 to discuss issues arising out of the implementation of 6th CPC recommendations. The following issues would be figuring in the discussion:
- 3 ACP Scheme for Postal Employees.
- Cadre Restructuring of Group C and D employees.
- Re-introduction of Supervisory Allowances.
- Anomaly of Charge Hand in MMS.
- Separate establishment for System Administrators.
- Treatment of Special Allowance for PO & RMS Accountants on par with JAO.
- Ending Discrimination between PO Treasurer and RMS Cashier.
The meeting is to discuss only pay commission related issues. The issue of higher pay scale for TBOP, Marketing Executives, Sorters and LDCs in Postal Accounts, DEOs, Despatch Riders and Group D etc would be dovetailed into the Cadre Restructuring to solve the problems. There is no direct and across the table improvement possible for higher pay scales in the background of clear cut negative stand taken by the Pay Commission and its acceptance by the Government. Cadre Restructuring is the only possibility for improving the pay scales set for the above cadres and that is what we are attempting now. We try to get the department's acceptance for a Cadre Restructuring in this meeting with the idea to improve the pay scales but all the details of restructuring would be worked out and finalised by the NFPE Federal Executive on 22.09.2008 only in its Thiruvananthapuram Meeting.
Similarly a formal decision for accepting or otherwise of the modified ACP Scheme instead of TBOP/BCR would be taken by us in our above Federal Executive. However Comrades may know that there is an overwhelming opinion amongst the postal employees to embrace ACP Scheme now. This is kept in our mind. However the Orders of the Government on Modified ACP Scheme are yet to be Gazette Notified. The discussion with the Member [P] on 16th should however help us.
We would try to explore the possibility of imparting training to all non-matriculate Group D staff at the earliest. Since all Group D staff have gained practical knowledge on Group C work already, there should not be any problem for quickly complete the necessary training at their office-level itself to upgrade them to Group C in Pay Band 1. We will discuss this issue in the meeting.

ReplyDelete1. Regarding ACP scheme promotions are welcome. This is as good as giving grade. Instead of this 10-20- and 30 consider demanding 8-12-16 and 24 service grade as prevailing in state government.
2. Apart from the above, promotion based on department examination may also be considered for improving career avenues. The ego that junior will supercede senior should be set aside. If he can't clear his promotion exam he will any way get the ACPs based on service.
4. As regards to seperate establishment for System Administrators; there is no problem. The people having relevent qualifications such as MCA, B Tech, PGDCA etc to be considered for such post and pay should be given as prevailing in government sector. Those people with heresay system administrators can be considered for the post of System Assistants and an allowance could be fixed for them.

ReplyDeleteI would also suggest for considering a change in the present OPERATING SYSTEM used in the Department of Posts. The present propritery operating system has to be paid for every indvidual systems / servers. Also when a change in their OS is done we are forced to make amendments in our programs also. This way a huge revenue is lost by the DOP.
2. We must consider a free OS such as LINUX which will save from huge revenue drainage.
I agree with Mr Goplan. ACP should be accepted immediately.
ReplyDeleteRegarding System Administrator,due weightage should be given to those PAs/SAs who have technical qualification so that they can utilise their skill properly. Department can use these manpower in proper way for maintaining Hardware & software.
The issue of Higher oay scale for TBOP, marketing Excutives , Sorters LDCS, Accountants, DEOs Despatch Riders but where is System Administrators ?
ReplyDeleteDear Comrade Subha - greetings - why you comrades are so sensitive? - Sensitiveness that bloc from fully comprehending the meaning of complete draft? The system administrators issue is dealt through the demand for separate establishment - no such demand for others can be raised - their cases are included in cadre restructuring - both are interlinked but also different - Please comrades like you make up your mind clearly whether you want a separate establishment or to be bracketed with others? do not get confused often - regards.
ReplyDelete4500-7000 scale , kindly see the page no.163 of 6th pay commission report, in many departments the scale of head clerk/assistant/equivalent which was 4500-7000 has been shifted to 6500-10500
ReplyDeleteDear Comrade Manish - greetings - Whatever upgradation is given in some cases and rejected in many cases was the consideration of the Pay Commission. Despite our best efforts to justify the higher scales for our TBOP, the CPC has rejected the demand outright and that is why we are faced with the problem. The past mistake of failure to point out to the Court of Law about the existence of a discrimination between the TBOP/BCR of Postal and Telecom is causing this great loss today. How to overcome this situation is our present attempts. Cadre Restructuring is the only alternative to attempt to sort out this problem. We are earnestly taking up this angle now. Regards.

ReplyDeleteThe point should be beyond creating seperate establishment for System Administrators. It should be seperate cadre and then the establishment. A minimum technical qualifications should be prescribed for them. Priority should be given to PAs having technical qualifications to get selected as System Administrators.
