Subject: Child Care Leave (CCL) — Clarification Reg.
The undersigned is directed to refer to DoPT’s O.M. No. 21011/08/2013- Estt.(AL), dated 25.03.2013 and to say that references have been received with regard to leaving Head Quarters/Station while on CCL and availing LTC during CCL.
2. In this regard, it is has now been decided that:
(i) An employee on CCL may be permitted to leave headquarters with the prior approval of appropriate competent authority.
(ii) LTC may be availed while an employee is on CCL.
(iii) An employee on CCL may proceed on foreign travel provided clearances from appropriate competent authorities are taken in advance.

Sub:    Request for Sanction of all pending personal claims and allocation of sufficient funds to Odisha Circle on special ground over and above the budgetary allotment under Building Maintenance, Technology, TA and Medical head.
Sir,
As you are aware, the severe cyclonic storm Fani or the 'Hood of Snake' tore throughout the state of Odisha, becoming of the worst storms to hit the country since 1999. The cyclone brought winds of more than 250 kmph when it made landfall near Puri on May 3. The storm caused several deaths, demolished 508467 houses and affected 1.5 crore people and 8739757 animals of 16659 villages in 159 blocks and 52 Urban Local bodies of 14 districts and rendered millions of people homeless in the cities of Puri, Bhubaneswar, Cuttack, and Khurda. The cyclone left a trail of devastation in large parts of coastal Odisha, with the seaside areas being the worst hit.


As per reports received from our Divisional Secretaries, many post office buildings have been affected warranting immediate civil, electrical and technological repairing works. In the district of Puri, as many as 300 Post Offices including 67 Departmental Post Offices have been seriously affected. The condition of the three Postal Colonies in the capital city of Bhubaneswar is precarious. Over head water tanks, doors and windows of each quarters have been damaged. Reports on partial damage and roof cracking, dismantled Sify Towers, defunct generators / computers / UPS etc are also being received. Even after one week of the cyclone, many post offices have failed to operate successfully due to want of electricity and connectivity. As per a rough estimate opined by the Chief PMG, Odisha Circle, the damage towards PO buildings may come around 5 crores.


Under the circumstances, Odisha Circle needs additional funds over and above the budgetary allotment to meet the extra expenditure for proper civil, electrical and technological repairing/maintenance of the Govt. property.


Similarly due to want of sufficient funds under TA and Medical heads, bills since 2014 are kept pending in Odisha Circle. Alone in Berhampur Region, the pending TA Bill has crossed Rs.50 lakh. Sanction of such pending bills at this critical juncture will be a great relief to the staff members when entire Odisha is suffering from the ill effects of Fani and our staff members are in dire need of money to rebuild / repair their damaged houses and make good the loss of cultivated lands, orchards and pet animals.


It is therefore requested to kindly issue an exclusive instruction to the Chief PMG, Odisha to clear all pending personal claims of the staff members under TA, Medial, LTC etc as a special measure and allot adequate fund under above heads and further we request to kindly allot the projected expenditure to Odisha Circle without any reduction as a special case under building maintenance and technology head to meet the extra repairing / maintenance expenditure.


An early action is highly solicited.

As per rules, no active union office bearer can be posted on sensitive post. The Post of President of Union/Association comes under the category of active union office bearers and the post of Section Supervisor Staff Section in Circle office which deals with all matters related to staff, has been designated as Sensitive Post.

It is, therefore, requested to kindly cause suitable instructions to Chief PMG Delhi Circle to transfer Shri Dinesh Gupta from the post of Section Supervisor, Staff Section as he will not be just and impartial in dealing with matters of members of other unions.
